On March 24, 2008 the City Council approved Resolution 7245 appointing the members to the Streets and Utilities Committee. The Streets and Utilities Committee held their first meeting on April 21, 2008, and has since met on May 19, June 16, June 30, July 21, August 18, September 15, and October 20, 2008. On July 28, 2008 the City Council adopted Resolution 7307 regarding several design issues on the 2009-2010 Street and Utility Improvement Project (SUIP). Included in that Resolution was the provision that Red Oak Drive north of Hillview Road would have a shared use parking and pedestrian/bicycle lane. On August 25, 2008 the City Council adopted Resolution 7327 which established that the shared use lane would be located along the west side of Red Oak Drive north of Hillview Road. On October 27, 2008 the City Council adopted Resolution 7348 which established the lane configuration for Red Oak Drive between Hillview Road and County Highway 10. The approved lane configuration includes three lanes, with no provision for an on-street shared lane for pedestrian/bicycle users. Discussion: Red Oak Drive is identified as a proposed corridor on the Comprehensive Trails and Sidewalks plan. As part of the 2009-2010 SUIP, is it proposed that pedestrian and bicycle traffic for the segment of Red Oak Drive from Long Lake Road to Hillview Road will be provided for by an on-street lane along the west side of the street. Silver Lake Road south of County Road 10 includes an existing concrete sidewalk along its east boulevard. There is also a short segment of bituminous trail along the west boulevard of Silver Lake Road, extending south from County Road 10 across a portion of the frontage of the CVS Pharmacy property. Existing crosswalks across County Road 10 are located on both the east and west sides of the intersection at Silver Lake Road / Red Oak Drive. The issue for consideration is how the pedestrian/bicycle movements will be accommodated along the segment of Red Oak Drive from Hillview Road to County Road 10. Due to the higher traffic volumes and proposed lane configuration for this segment of Red Oak Drive, it would not be appropriate to utilize an on-street lane for the pedestrian/bicycle users. Therefore the question becomes, does the City wish to create a sidewalk along the boulevard of Red Oak Drive between Hillview Road and County Road 10? If so, does the City wish to have the sidewalk on the east boulevard, the west boulevard, or along both boulevards? August Streets and Utilities Committee Meeting Staff presented an overall memo on the segment of Red Oak Drive South of Hillview Road to the Streets and Utilities Committee at their August 18, 2008 meeting. Included in that memo was a discussion on the pedestrian corridor. Due to its length, the complete memo has not been included with this Staff Report. However, the portion of the memo concerning the pedestrian corridor has been excerpted and is attached for reference. As noted in the memo, the original Staff recommendation was to construct a sidewalk along the west boulevard. Figure 1 from the memo is also included with this Staff Report. The figure shows the preliminary layout for a 6.5-foot wide sidewalk on the west side of Red Oak Drive, adjacent to the back of curb. Upon review at their August 18, 2008 meeting, the Committee asked whether the sidewalk could be constructed on the east side of Red Oak Drive. Reasons cited as being advantageous for the east side included: 1. The sidewalk would align with the sidewalk on the east side of Silver Lake Road south of County Road 10. The bituminous trail along the west side of Silver Lake Road ends only approximately 150 south of County Road 10 at the entrance to CVS Pharmacy. 2. The sidewalk would accommodate the MTC bus stop on Red Oak Drive just south of Hillview Road. An off-street sidewalk would provide a safer place for pedestrians to stand while waiting for or getting off the bus. October Streets and Utilities Committee Meeting Based on the request of the Committee at their August meeting, Staff prepared a follow up memo specifically on the sidewalk issue for discussion at the October 20, 2008 Streets and Utilities Committee meeting. The memo found that a sidewalk along the east side of Red Oak Drive would be feasible, and it presented information on that option. A copy of that memo is included with this Staff Report, including its Figure 1, showing a 6.5-foot wide sidewalk on the east side of Red Oak Drive, adjacent to the back of curb. Because the pedestrian corridor on Red Oak Drive north of Hillview Road will be on the west side, and the sidewalk on Silver Lake Road is on the east side, pedestrians/bicyclists continuing north or south on Red Oak Drive/Silver Lake Road will need to cross Red Oak Drive somewhere between Hillview Road and County Road 10. The Committee felt it was safer for the pedestrians/bicyclists to cross at Hillview Road, rather than at County Road 10, due to the lower amount of traffic at the Red Oak Drive/Hillview Road intersection. The Committee also felt that the proposed narrowing of the northbound lane on Red Oak Drive between County Road 10 and Hillview Road (14-feet as opposed to the existing 21-foot width) would not provide a sufficient refuge area for pedestrians waiting to board an MTC bus. Constructing a boulevard sidewalk on the east side of Red Oak Drive would address that situation. Streets and Utilities Committee Recommendation Upon completion of their October 20, 2008 discussion, the Committee voted on this issue.The Committee recommends (by a unanimous 5-0 vote) that a 6.5-foot wide concrete sidewalk be constructed on the east side of Red Oak Drive adjacent to the back of curb. (Committee Members Kavanaugh and Glazer were not in attendance.) This recommendation is coming forward to the City Council from the Streets and Utilities Committee for review and discussion. Easements As shown on Figure 1 from the October memo, the City standard 6.5-foot wide sidewalk would fit within the right-of-way of Red Oak Drive. However, approximately 450 square feet of temporary easement for grading and sloping purposes would be needed at the southwest corner of the property on the east side of Red Oak Drive. This is the Western Bank property. The need for an additional temporary construction easement along the south side of the Western Bank property has also been identified as part of the separate project for the construction of Trail Segments 1-5 along County Road 10. Staff has made initial contact with the property owner, and it appears they would be cooperative in granting the needed easements. However, the property owner may request compensation for the easement. The cost to acquire a temporary construction easement could be as much as $2 per square foot. Applied to the 450-foot easement needed for the sidewalk along Red Oak Drive, the potential cost of the easement could be as much as $900. Cost Construction of a sidewalk on this segment of Red Oak Drive would add approximately $13,000 to the 2009-2010 SUIP, regardless of which side of the road it is constructed upon. This does include the potential cost for the temporary construction easement. The original Feasibility Report for the 2007-2008 SUIP, now known as the 2009- 2010 SUIP, did not include any costs for sidewalk improvements on Red Oak Drive or Hillview Road. Therefore the costs for any sidewalk added to the project would need to be accounted for in the financing of the 2009-2010 SUIP as well as in the plan for the overall Street and Utility Improvement Program. Recommendation: Staff is seeking direction from Council with regard to this recommendation from the Streets and Utilities Committee, so the design of the 2009-2010 SUIP can proceed accordingly. The direction from the Council on this issue will be prepared as a Resolution to be brought back to the Council for formal approval at a future City Council meeting. Respectfully Submitted, Joseph R. On Red Oak Drive north of Hillview Road, the corridor will be on the west side of the road in the form of a dual use parking/pedestrian/bicycle lane. It would make sense to continue the corridor on the west side of Red Oak Drive south of Hillview Road. In this area, the road is not centered within the 66-foot wide right-of-way. There is approximately 37 feet of right-of-way on the west side of Red Oak Drive (16 feet from edge of existing road) and 29 feet of right-of-way on the east side (8 feet from edge of existing road). So, there is more room on the west side in which to construct the pedestrian corridor. Because there is no need to provide parking on this segment of Red Oak Drive, and because this segment of Red Oak Drive experiences twice the amount of traffic than the segment north of Hillview Road experiences, we recommend that pedestrian traffic be separated from the road. This can be done by constructing a concrete sidewalk adjacent to the back of curb, as shown on attached Figure 1, as the pedestrian corridor. At the September 15th meeting, the Committee passed a motion recommending constructing Red Oak Drive to three lanes (i.e. 1 northbound thru lane, 1 southbound left turn lane, and 1 southbound thru-right turn lane) between Hillview Road and County Road 10. This is the proposed ultimate configuration based on the 2005 CSAH 10 Corridor Study. Red Oak Drive has been identified by the City as a pedestrian/bicycle corridor. With the layout of the lanes on Red Oak Drive having been determined, the Committee next asked about the location of the corridor in this area. On Red Oak Drive north of Hillview Road, the corridor will be on the west side of the road in the form of a dual use parking/pedestrian/bicycle lane. Because there is no need to provide parking on Red Oak Drive south of Hillview Road and because this segment experiences twice the amount of traffic than the segment north of Hillview Road, the corridor was recommended to be an off-street sidewalk adjacent to the back of curb. Therefore, the Committee needs to determine which side of the road the sidewalk should be placed. Staff originally recommended that the sidewalk be constructed on the west side of Red Oak Drive to align with the proposed parking/pedestrian lane on the west side of Red Oak Drive north of Hillview Road. This location was also recommended because there is more room within the right-of-way on the west side of Red Oak Drive. The Committee asked whether the sidewalk could be constructed on the east side of Red Oak Drive. A reason for changing the location to the east side would be to line the sidewalk up with the sidewalk on the east side of Silver Lake Road, south of County Road 10. The west side of Silver Lake Road has a bituminous trail that connects to County Road 10, but it ends only approximately 150 south of County Road 10 at the entrance to CVS/Pharmacy. Another reason is to accommodate the MTC bus stop on Red Oak Drive just south of Hillview Road. An off-street sidewalk would provide a safer place for pedestrians to stand while waiting for or getting off the bus. Mounds View, Minnesota Project No: 435-08132-0 Red Oak Drive South of Hillview Road (Sidewalk Location)Page 2 Attached Figure 1 shows the proposed sidewalk on the east side of Red Oak Drive. The City standard 6.5-foot wide sidewalk would fit within the right-of-way of Red Oak Drive. Approximately 450 square feet of temporary easement for grading and sloping purposes would be needed at the southwest corner of the property on the east side of Red Oak Drive. We anticipate the costs to acquire this easement could be as much as $900, or $2 per square foot. Since the proposed sidewalk will connect to the future trail along County Road 10 (a separate project scheduled for construction in 2009) and will be in the County Road 10 right-of-way, a Ramsey County permit will be required. We have discussed the proposed improvements with Ramsey County and we do not foresee any problems obtaining a permit from them. The estimated project cost to construct a 6.5-foot wide concrete sidewalk on this segment of Red Oak Drive is approximately $12,900.00, which includes the cost of the temporary easement. OPTIONS Staff recommends a 6.5-foot wide concrete sidewalk be constructed in the boulevard of Red Oak Drive, south of Hillview Road. This will offer a link between the future County Road 10 bituminous trail and the pedestrian/bicycle corridor on Hillview Road and Red Oak Drive.
