Item Title/Subject: 2008 Comprehensive Plan Update
Introduction:
City staff has been working on the 2008 Comprehensive Plan update. The Metropolitan
Council is requiring the City (and all cities in the area) to update their plans by the end of 2008.
However, due to delays beyond the control of Mounds View, the Metropolitan Council has
granted the City a time extension to complete the plan update by May 1, 2009.
Background:
The City started the last Comprehensive Plan update in 1998 and finished it in 2001 with
adoption by the City Council. Having broad public participation is a key to the success and
acceptance of the new comprehensive plan. To this end, the City formed a steering committee
(task force) in 2007 to help with the plan update. They met several times in 2007 and 2008 to
review and comment on the current Comprehensive Plan and to offer suggestions for changes
to the Plan. When finished, the Comprehensive Plan should represent the culmination of the
community’s vision for the city.
On August 20, 2008, the Planning Commission received four updated elements or chapters of
the Comprehensive Plan. They included the Introduction, Community Background, Land Use
and Intergovernmental Coordination chapters. At this meeting, the Commission members
decided to review each of these updated chapters on their own and bring comments back to the
group at the next commission meeting.
On September 3, 2008, the commission received the updated housing and implementation
chapters of the Comprehensive Plan. During the meeting, the commission provided staff with
comments and questions about some of the statistics in the proposed housing chapter. They
also requested that staff provide them with the latest version of the future land use map in an
11” by 17” size and in color for their review.
On September 11, 2008, staff sent the Planning Commission the proposed Economic
Development chapter (dated 8-26-08), revised pages 7 and 8 of the Housing Chapter, the
Comprehensive Plan Appendix, the existing land use map and the proposed future land use
map.
On October 1, 2008, the Planning Commission reviewed and commented on the latest versions
of several chapters and parts of the 2008 Comprehensive Plan update. These included the
future land use map and the economic development, introduction, community background, land
use, intergovernmental coordination and housing chapters.

On November 5, 2008, the Planning Commission reviewed the updated Public Facilities and
Transportation chapters of the Comprehensive Plan update. The commission was in general
agreement with the proposed updates to these chapters and provided staff with a few
comments and edits to make to each of these chapters.
On November 19, 2008, the Planning Commission held a public hearing to review and consider
the entire 2008 Comprehensive Plan update. City staff also invited the Comprehensive Plan
task force members to this meeting to allow them a chance to comment on the proposed plan
update. The commission and the three task force members in attendance discussed the plan
update and provided city staff with comments and changes they want the City to make to the
proposed plan. Many of the comments and requested changes are typographical and style in
nature and would not affect the overall content or policy direction of the plan.
After the review and discussion of the proposed plan, the Planning Commission adopted
Resolution 897-08, supporting Council approval of the 2008 Comprehensive Plan update. I
have attached this resolution for your reference.
Discussion:
The draft 2008 plan has nine chapters and supporting documentation. Since I joined the City in
June, I, along with other City staff, have been reviewing and editing the chapters. Staff has
made many of the changes and additions to the proposed plan to make the plan more complete
and to meet the requirements of the Metropolitan Council. The Planning Commission has
reviewed and commented on each of the proposed chapters and the Economic Development
Commission (EDC) reviewed and commented on the proposed Economic Development
chapter.
Staff has assembled and printed the entire proposed 2008 Comprehensive Plan update. We
have scheduled a work session with the City Council to review the proposed plan update and to
get comments from the Council and the public about the proposed 2008 plan update. As such,
please bring your copy of the Plan Update and be prepared to review the entire
Comprehensive Plan Update during the work session.
As noted above, the Planning Commission and the task force members held a joint meeting on
November 19 where they provided staff with comments about the proposed plan. There are
three important changes suggested be the Planning Commission and task force, however, that
staff has made to the proposed plan that we have included with this report. They include:
- Goal 3 e. on page 3-4. We changed the language of this goal to use the more
general term of “storm water infiltration features” instead of rainwater garden.
- On page 4-21, Figure 9, we have included an updated color map.
- Goal 1 on page 6-2. We revised the language of this goal to address the concerns
of the task force and Planning Commission members.
Please replace the corresponding pages in your current plan document with those included with
this report to have the most up-to-date material to review.

While staff has made significant changes and additions to the Comprehensive Plan, we want to
be sure the proposed plan and all its contents reflect the wants and needs of the City. To this
end, please review all the parts of the proposed Comprehensive Plan to ensure that it meets
your expectations and the needs of the City as a guiding policy document.
After the Council comments on the plan update, city staff will make the final corrections to the
proposed plan. These corrections and changes would include all those from the City Council,
the Planning Commission, the task force, Clerk-Administrator Ericson and any other comments
that city staff may receive. Once staff has made all the changes and corrections to the plan, we
will bring the entire 2008 Comprehensive Plan update back to the City Council during a regular
meeting for final approval.
After City Council approval, the City must send a copy of the approved plan to all adjacent cities
and other government entities (Ramsey County, watershed district, school district, etc.) to allow
them to comment on the plan. If the City receives no substantial comments about the proposed
plan, City staff will then submit the approved plan to the Metropolitan Council for their approval.
Recommendation:
Review and provide staff with comments, corrections and direction about the proposed 2008
Comprehensive Plan Update.

STATE OF MINNESOTA
RESOLUTION RECOMMENDING CITY COUNCIL APPROVAL OF THE UPDATED
COMPREHENSIVE PLAN; PLANNING CASE NO. SP-154-07.
WHEREAS, State Statutes (Minn. Stat. 462.355, Subd. 1a and 473.175-473.871)
require the City of Mounds View to update its Comprehensive Plan and submit it to the
Metropolitan Council for review; and
WHEREAS, State Statutes (Minn. Stat. 462.355, Subd. 1) states that the planning
agency shall prepare the comprehensive plan; and
WHEREAS, Section 401.04 of the Mounds View City Code designates the Planning
Commission as the planning agency as authorized by State Statutes; and
WHEREAS, the Planning Commission has prepared an update to the
comprehensive plan; and
WHEREAS, the Planning Commission held a public hearing on November 19,
2008, with City staff publishing the required notice in the official city newspaper; and
WHEREAS, the Planning Commission held the public hearing to review the
proposed plan update and to take comments from the public about the proposed
Comprehensive Plan; and
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission recommends that the City Council adopt the comprehensive plan dated
November 12, 2008 with noted changes.
BE IT FINALLY RESOLVED that the Planning Commission directs City staff to
forward this resolution to the Mounds View City Council before approval of the minutes.

Item Title/Subject: Discuss Status of the Amusement Machines at the
Community Center
Introduction:
At the Council’s meeting on November 24, 2008, I alerted the Council members that the
amusement machines at the Community Center were going to be removed by the owner, as
they were not bringing in enough revenue to justify keeping them there. The owner provided
the City with the cost of each machine if we were interested in keeping any or all of the
machines. The Council requested this be discussed at the December worksession.
Discussion:
Earlier this month, Pat Prindle let us know that the amusement devices (the two pool tables,
the foosball table and air hockey table, plus the change machine) were in jeopardy of being
removed from the Community Center as they were not generating sufficient revenue,
according to the owner of the machines. American Amusement Arcades, the owner, has
provided the City with a cost breakdown of the machines in case we’d like to purchase any of
them. Also provided are the year–to-date revenues generated by the machines.

I asked Pat Prindle if there were a machine or machines that he’d like to see remain at the
Community Center, and he indicated it would be nice to keep the foosball table and one of
the pool tables. The cost of the two devices would total $1,200. Given the revenues
collected in one year, it would take five years to recover the investment, assuming no
malfunction or maintenance along the way.
The Council expressed an interest in seeing if there are other vendors who’d be interested in
providing the same service. Desaree Crane contacted a few vendors in an effort to seek out
comparable quotes, and one such vendor responded. We can get the same machines at the
Community Center to replace those removed, but the one vendor who responded indicated
the cost to play the games would have to be increased to make it feasible. I have not yet
received a response back from the vendor to determine if a compromise on the price-per-
play rates can be reached, and have not heard back from American Amusement, whom I
asked if it would be viable for them to simply raise their rates instead of removing the
machines. I should know more Monday and will provide you with such updates.

We plan on discussing this issue at the YMCA Advisory Committee meeting on Monday,
December 1, 2008 at 3:30 pm, prior to the Work Session. If the Committee has any
recommendations, I will let you know.
