After several months of discussion and research, the EDC took action and recommended that the EDA consider distributing a Branding Services and Public Communications/Marketing Plan Request for Proposals (RFP). Below is a project timeline that begins with the EDA’s authorization of the RFP. 2008 May EDA authorized distribution of branding Request for Proposals (RFP) June City staff received ten proposals/narrowed proposals to three consultants Mid-July EDA authorized City staff to interview top three consultants Late July EDA authorized a contract for services with Risdall Marketing Group Aug. Risdall attended EDC meeting to solicit input for survey questions Sept. Risdall interviewed City staff, EDC member and Councilmember to help develop survey questions Early Oct. EDA reviewed Risdall’s research plan, schedule and discussed Mounds View’s current image & identity Late Oct. “Residents Image Survey” was distributed to residents in City utility bills & the online survey tool became “live” Late Nov. A project update was provided to the Council Nov/Dec. Risdall initiated developer/real estate broker phone interviews Mid-Dec. “Residents Image Survey” online survey tool was “closed” Mid-Dec. “Business Operators Survey” was sent directly to Mounds View businesses & the online survey tool became “live” (the hard copy survey is attached) Dec. 31 “Business Operators Survey” online survey tool was “closed” Item 1 A&B - Risdall January 5, 2009 Page 2 of 2 Discussion Patrick Bettenburg and Kevin Deshler from Risdall Marketing Group will attend the City Council Work Session on January 5, 2009. At this meeting, they will present the “Residents Image Survey” results and analysis. Attached is the research report for the EDC and EDA/City Council’s review. Mr. Bettenburg and Mr. Deshler also will provide an update on the “Business Operators Survey” (attached for your reference). The staff from Risdall will present the results and analysis of this survey at the February 2, 2009 City Council Work Session. Risdall Marketing Group would like the EDC and EDA/Council to consider the results and analysis of both surveys as the basis of this branding project. The creative aspect of this project (potential new logo) may be exciting and may receive a lot of attention from the public, but it only visually represents the brand. In other words, the data is the basis for developing the brand strategy and the brand is embodied in the creative logo and tagline. Next Steps Based on the results and analysis of the two surveys, the phone interviews and Risdall’s research, the staff from Risdall will present the EDC and EDA/Council with Mounds View’s brand strategy and potential new logo/tagline at the February 2, 2009 City Council Work Session. Upon the EDA/Council’s consideration of the brand strategy, potential new logo and tagline, Risdall Marketing Group will develop a marketing/public communications plan for the city. The brand strategy will drive the marketing/public communications plan. Article The attached article about Mounds View’s branding project appeared in the Sunday, December 21, 2008 issue of the St. Paul Pioneer Press. Recommendation Staff recommends that the EDC and EDA/City Council review Risdall Marketing Group’s “Residents Image Survey” research report and provide input to City staff and Risdall about the results that the EDC and EDA/Council believes are most surprising or important. The north suburban city has hired a nationally recognized marketing firm to "brand" the city and bring its image into the 21st century. Risdall Marketing Group will work with the city to develop a new image and logo that better represents the city's values and will attract business, said Patrick Bettenberg, the branding project's account supervisor. "It's not about selling a city," he said. "It's about working with the city to create a new image or reputation." The city's newsletter and e-mail likely will be given a new look, and a unifying logo will be used, Bettenberg said. And it could go as far as giving a new name to County Road 10, a move that would attract attention to the city and hopefully draw business, Bettenberg said. The name Mounds View Boulevard has potential, he said. Updates would be needed to make the road pedestrian friendly, and the process of changing the name would involve city, county and state governments. The image update couldn't come at a better time, since the more than two-decades-old logo and 15- year-old slogan are inconsistently used and in serious need of an update, said Heidi Steinmetz, the city's economic-development specialist. The city decided to consider updating its image after developers and mortgage bankers urged it, said City Council Member Roger Stigney. The city's current slogan is "Pride, Progress, Partnerships." What the future logo and slogan will be is "up in the air," Stigney said. The marketing firm is surveying residents and businesses to determine what they like about the city, what they want to change and what their values are. Nearly 700 people have responded, which is an excellent return, Bettenberg said. More than 400 were need for representative results. The survey results will be unveiled Jan. 5, and in early February a logo could be presented to the City Council for consideration. Although some may be confused by the branding effort, "cities reinvent themselves all the time," said City Council Member Carol Mueller. In the past year, Burnsville, Anoka, Coon Rapids and Centerville started branding projects, and in January, St. Paul and Minneapolis unveiled a united multimillion-dollar branding effort with the slogan "More to Life." This site is part of the EDA’s Premium Stop Redevelopment Area Study that DSU/Bonestroo completed in December 2006. As shown below, the site consists of 5.7 acres and five parcels (attached are additional images of the site). Item 2 - Redevelopment January 5, 2009 Page 2 of 7 At the December 8, 2008 EDA meeting, the EDA provided city staff and the developer with the following direction about a potential project: • The EDA is willing to explore additional redevelopment concepts for the 5.7-acre site. The December 2006 redevelopment concepts for the site (offices and townhomes) are not viable in today’s market. • The EDA prefers that sit-down restaurants or destination-type businesses be located on the site. Of the list of businesses that the developer has approached, the EDA is most interested in Staples. • The EDA would consider assisting the developer with redevelopment costs (such as the following) after careful consideration of a development pro forma: o Demolition o Grading/Site Preparation o Storm water management • The EDA is not interested in providing financial assistance for Tires Plus to locate on the site. • The EDA is interested in speaking with the developer to conceptualize on land uses and financial aspects of a potential project. Also on December 8, 2008, EDA members asked the following questions to which the developer has responded as follows: 1. What is the financial gap that the developer is projecting between project costs and potential site sale prices to attract sit-down restaurants or Staples to the site? The developer told City staff that the financial gap could be between $952,000 and $1.3 million. 2. What types of businesses is the developer going to try to attract to the site based on the EDA’s input from December 8, 2008? The developer will continue to try to attract “small box” and sit-down restaurants. There are few retailers and sit-down restaurants (with the exception of Buffalo Wild Wings) that are expanding in today’s market. Therefore, if the EDA wishes to limit the site to “small box” and sit-down restaurants, it may be 24-36 months before those types of businesses are willing to consider building on the site. 3. How would those new businesses help the City of Mounds View? The increase in market value and property taxes are the main benefit to the City. Residents would have new services close to home and the project would create a domino affect that would encourage further development and redevelopment in the County Road 10 corridor. Item 2 - Redevelopment January 5, 2009 Page 3 of 7 Discussion The developer will be attending the January 5, 2009 Work Session to introduce himself, conceptualize and discuss the site and answer any questions the EDA/Council might have about the current development market. The developer is unable to share his development pro forma with the EDA/Council at this time since he is still negotiating to purchase the land, however he did submit the attached letter to City staff about economic development incentives. Recommendation Staff recommends that the EDA/City Council prepare questions and direction for the developer to consider for a potential redevelopment project on the northwest corner of County Road 10 and Woodale Drive. The state is facing a current deficit of $426 million for the 2008/2009 biennium and a projected $5 billion deficit for the 2010/2011 biennium. The Governor in consultation with the legislature used his unallotment authority to reduce Local Government Aid (LGA) and Market Value Homestead Credit (MVHC). The City had aid reduced by $147,801 for 2008. The state certified LGA to the City for 2009 of $642,866 the City will also receive approximately $185,000 in MVHC. In 2003, the state experienced a similar deficit and at that time LGA was cut by 9.3% of aids plus levy. The state is probably in worse shape thus the cuts may be larger. To put this in perspective an equivalent cut in 2009 would be $413,124. I have attached some possible changes we can use to off-set the cuts that will occur. We have fund balance in the General Fund that is a cushion for times like this, the Council has a number of other options and we are prepared for this situation. This will not delay the street project or trail project. Below is the process of the various Commissions and Committees in accordance with the City Code: Planning and Zoning Commission §401.02 Subd. 1. Membership; Terms: The Planning and Zoning Commission shall consist of seven (7) members from the resident population of Mounds View, other than persons elected to a public body, to be appointed by the City Council, and based on the recommendation of the Planning and Zoning Commission, from the applications submitted. The appointees shall have three (3) year staggered terms; at least two (2) of these terms, but not more than three (3) terms, shall expire each year on December 31. Based upon the recommendation of the Planning and Zoning Commission, the City Council, shall appoint a chairperson. Police Civil Service Commission §404.02., Subd. 1: Membership; Oath; Term; Compensation: Appointments and Terms: Each member shall be appointed by the City Council from applications submitted. When first appointed, one (1) Commissioner shall be appointed for one (1) year, who shall be president of the Commission, one (1) for two (2) years and one (1) for three (3) years. Each Commissioner shall hold their office until a successor is duly appointed and qualified. There shall thereafter be one (1) member of the Commission appointed each year for a term of three (3) years, and each shall, during the last year of their term, be president of the Commission. Parks and Recreation Commission § 405.02., Subd. 1: Membership; Oath; Compensation: Appointment of Members: The Commission shall consist of seven (7) members appointed by the City Council and based on the recommendation of the Parks and Recreation Commission, from the applications submitted. Based upon the recommendation of the Parks and Recreation Commission, the City Council shall appoint a chairperson. Economic Development Commission § 408.03., Subd 1: Composition, Members, Qualification of Members, Terms of Office: The Commission shall be composed of seven (7) equal voting members, including three (3) business representatives and four (4) residents, appointed by the Authority Board of Commissioners based on the recommendation of the Economic Development Commission, from the applications submitted. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one (1) of the following areas: economics, finance, accounting, real estate, social services and marketing. The Cable Committee and the Streets and Utilities Committee do not have provisions in the City Code that outline the appointment process. Charter Commission members are appointed by the District Judge to four-year overlapping terms. Discussion: Valerie Amundsen, a member of the Streets and Utilities Committee, voiced some concerns that members of various commissions/committees, whose seats were expiring, were voting/making recommendations on their own seats. Is it appropriate for committee/commission members, who are interested in re-serving, be making a recommendation about their own appointment? Should there be term limits for committee/commission members? If the City Council wishes to revise the City Code in regard to commission appointments, Staff could have a first reading ready for the City Council as early as the January 26, 2009, City Council Meeting. Attached is the February calendar, which shows all the city meetings that are scheduled for that month. Please check your schedules and we can discuss setting a date for the 2009 Council/Staff Retreat at this Work Session.
