STATE OF MINNESOTA
RESOLUTION OF INSUFFICIENCY FOR THE PETITION FOR REPEAL
OF RESOLUTION NO. 4253 : RESOLUTION APPROVING THE
DEVELOPMENT OF GREENFIELD ESTATES
WHEREAS, the City Council in and for the City of
Mounds View approved Resolution No. 4253 on July 13, 1992; and
idH-EREAS onMonday, August 2-4 1992--a-petition to
repeal Resolution No. 4253 was presented to the Clerk-
Administrator; and
WHEREAS, Section 5.03 of the City Charter provides
that upon receipt of a completed petition, the Clerk-
Administrator shall examine the petition as to its sufficiency
and report to the Council; and
WHEREAS, the petition has been duly examined by the
Clerk-Administrator and found to be insufficient to meet
Charter requirements, Sections 5. 02 and 5. 03 ; and
WHEREAS, the basis for a declaration of
Insufficiency is that the petition fails to meet the required
15% of the total number of electors who cast their votes for
president at the last presidential election; and
WHEREAS, the City has been advised by its legal
counsel that the petition is not authorized by the laws of the
State of Minnesota.
NOW, THEREFORE, BE IT RESOLVED that the City Council
in and for the City of Mounds View does hereby declare
Insufficient the petition to repeal Resolution No. 4253
Approving the Development of Greenfield Estes.

Temporary Position for the Water Department

SUMMARY;
Staff has discussed the construction inspection needs for the
remodeling of filtration plants 2 and 3 . Staff believes the
inspection of the remodeling could be handled adequately by
current city employees, There would be a need for a temporary
position to assist in the workload during the inspection period.
The current recommendation for remodeling would not require any
building modifications. The existing filtration equipment would
be removed and high rate filters, reclaim tank and controls would
be installed. Plumbing, assembly of tanks, and installation of
controls are not as complex as the building construction details
and are well within the capabilities of our water department
employees. Staff also believes the employees would be more dili-
gent than a consultant since they will have to use the end pro-
duct. Cost of inspection would also be less if performed by
existing staff.
The workload of the department would require a temporary position
beginning this fall and continuing until the remodeling is com-
pleted. The current workload, with inspection of the Long Lake
Road water system modifications, is taxing our employee resourc-
es. The seasonal employee in the water department will be com-
pleted_hi.s—term_of_empl _ymen_t_on_S_ept_.8th—Staff Would_r_ec_ommend
that this employee be reclassified to a temporary position with a
work assignment to run from Sept. 9th through April 2nd. Staff
also recommends that this position be paid a wage rate of $6.75
per hour.

fECOMMENDATIONz Staff recommends that Council approve the hiring of
a temporary operator's assistant from Sept. 9, 1992 through
April 2 , 1993 at a wage of $6.75/hour to be charged to account
number 700-4121-020.
Construction inspection and engineering usually costs about 7% of
the construction cost. The budget for the remodeling is $500,000.
This would indicate construction inspection and engineering to
cost approximately $35,000. The cost (wages and fringe benefits)
for Bill Hanggi to perform inspections would be approximately
$18,000. This would be charged back to the project account. Since
he would not be available for his regular duties, a temporary
position would be necessary to cover the time he is not avail-
able. The cost of the temporary position is estimated to be
$9,000 . The total savings would be approximately $17,000 on
inspection plus $9,000 on the replacement position for a total of
$26,000.
The savings would be somewhat offset by the need for an agreement
for engineering support from SEH on the specialty areas,-- but -
staff does not believe the cost of the specialty engineering
would exceed $10 ,000 . Therefore, the total savings would be
probably in excess of $15,000.
