SINGLE HAULER SYSTEM - MSW/RECYCLABLES
A view on the advantages of a single hauler system for the
collection of municipal solid waste and recyclables in the City of
positive advantages for a single hauler system can be summed up in
the words : efficiency and streamlining.
1 . The reduction in truck traffic will make our streets safer and
quieter, and will save fuel while reducing pollution. This is
true in our city and on the highways .
2 . The creation of a contract will allow the city to exercise
more direct control regarding performance and accountability.
3 . The ability to improve service and especially recycling will
be greatly enhanced.

While a single hauler contract could take many forms, the following
points should be considered.
A. Cost should not be expected to increase. Neighboring
communities with a single hauler contract have among the
lowest rates .
B . Improvements in recycling could be immediate. For instance,
mixed paper and telephone books could easily be picked up and
recycled. Also, corrugated cardboard could readily be recycled
by a hauler who could bundle and stockpile . Why should a
homeowner be forced to sto-ckpile and then make individual
trips to recycle these and other items .
C . A framework could be created which would allow the city to
administer the contract and perform billing ( as a utility) .
Obviously this should cut cost for the hauler, but could also
provide a revenue source for the city which could then be used
for education on reduction, reusing, and recycling. This would
d-o-v e-t a l -nicely- -with t-he- county funding -o-f- -a -r-e-c-y-el n-g
coordinator.
Dumping fees, landfilling, incineration, paper gluts, etc. , are all
410 issues that are not going to go away. In fact, new problems appear
all too regularly, and a long term view with the idea of taking
responsibility for our actions is the prudent choice .
4 REASONS TO OPPOSE SINGLE HAULER
Members of EQTF who opposed a single hauler system did so for
various reasons. Moreover, some members put a great deal more
emphasis on some reasons than others. In all, three members of the
five EQTF members opposed the single hauler system. Expressed and
strongly held reasons included:
1 . Fear that big haulers will have an advantage in the bidding
process and cause the smaller haulers to lose significant amount of
business and perhaps force them out of business. Larry confirmed
that Mounds View makes up about 1/3 of his business, so that the
loss could very well put him out of business. Some members
strongly opposed contributing to the process of big haulers getting
a monopoly and small haulers being forced out.
2 . Desire to keep certain cost advantages and other amenities
provided by or negotiated with a chosen hauler, which may not be
provided by the single hauler. Such advantages included:
1) Some haulers now pick up refuse at the garage side rather
than curb side without any additional cost.
2 ) At least one hauler offers a bag rate of $2 .50 a bag with
no requirement that a bag be put out every week. Moreover, 26
bags are purchased in advance, so the price is locked in for
as long as the bags last. No other monthly payment method
allows for locking in a rate in advance. This arrangement
411 allows for true volume-based pricing without any minimum
weekly cost. If offers a greater incentive for a cost
conscious resident to minimize volume through recycling or
prudent buying than any other arrangement.
3 . Fear that a single hauler system will cost more rather than less
than we are currently paying due to the likelihood of a hauler
putting in an initial low bid, but later raising the rates when no
longer faced with competition.
4 . Fear that if we go out for bids, we may not get as low bids as
White Bear Lake, and therefore once we have committed to the
bidding process, we may end up with rates hiker than most of us,
or some of us arennw paying.
5. Desire to see competition left in the system, so that haulers
are more likely to want to please the customer and be more open to
negotiation to meet individual customer's needs so that they can
keep the account. Also allows a better chance for hauler and
customer to get to know one another. If customer doesn't like one
hauler, they can get another, thereby retaining some control over
the quality and type of service. _
6 . Fear that one more cost put on a utility payment system is going
to raise those quarterly payments so high that many residents are
410 going to be unable to pay on time. Delinquent payments will add to
administrative costs in collecting all utility payments. Moreover,
it will further raise resentment toward utility financing.

SUMMARY
Councilmembers Blanchard and Wuori, Mary Saarion and myself met with
representatives of Decision Resources on Thursday, February 27th to discuss
the topic areas for the Community Services Survey. Due to the additional
budget information needed by Decision Resources and the addition of new
topic areas, Decision Resources is unable to complete the draft
questionnaire by Monday, March 2nd.
It will be necessary to schedule a Special Meeting to review the draft
questionnaire.

SUMMARY;
The Parks and Recreation Commission met on Thursday, February 27, 1992 along with
the Spring Lake Park Recreation Commission to discuss a budget alternative for the
operation of Lakeside Park during the summer of 1992. Two proposals were reviewed as
the attached sheet shows. Proposal I uses the $1,500 budgeted from each community
plus the carry over monies from 1992. The total of$5,390.00 would fund lifeguards
during weekends for approximately 6 weeks.
Proposal II adds the above plus the addition of$3,129.13 of the Fund Balance for
funding of lifeguards during the weekdays as well as the weekends for the 6 week
period. The fund balance would then stand at$5,004.87.
Both Park and Recreation Commissions are recommending to their City Councils
Proposals II with the reasoning that there would still be sufficient monies in the fund
balance and because the beach is expected to have high swimming use this summer
because of the returned depth and quality of the water.
Parks and Recreation Commissioners will be present at the Work Session to answer any
questions regarding their recommendation of the budget modification for Lakeside Park.
Again, the monies recommended for operation of the park include carry over from last
year-and-use-of-a-portion-of-the-Fund-Baiance.
RECOMMENDATION; To approve the use of the carry over monies of 1991 ($2,390.00) and the use of
a portion of the Fund Balance ($3,129.13) plus the budgeted amount of
$1,500.00 per community for a grand total of$8,519.13 for the operation
budget of Lakeside Park during the summer of 1992.

,SUMMARY;
Staff is currently in the process of researching the history of the
Robert's Off 10 property. The purpose of this research is to
determine if Codes that may have existed at the time the property was
developed differ from the Codes which are presently in effect.
Specifically, parking accommodations on the property may not have been
required in as great a number as current Codes require. All
information relating to the parking on the site and any information of
historical reference will be provided Monday Evening.
Additionally, staff is determining which items that were presented as
part of the Ron Michna, 5287 Edgewood Drive petition are addressed by
the Municipal Code. Staff will be offering suggestions for rectifying
any non-conforming situations based on the requirements of the Code.
If there is any additional information that you want prior to the
Monday Evening meeting, please give me a call.

Dear Mounsdveiw City Officials:
I was asked to make some comments regarding the impact of Roberts
on our apartment building at 5284 Greenfield, and the people living
there. I feel our tenants and caretakers are better qualified to
address this since they live with these problems, whereas I
generally only hear about them after the fact. However, let me try
to summarize the problems that I'm aware of related to Roberts and
their customers.
• One of the biggest problems relates to Roberts customers
parking in our lot or in front of our building. This severely
restricts parking for our tenants and their guests. In the
last several weeks we have towed about a half of dozen cars
from our lot to make room for our own people. Whenever we've
called Robert's to ask them to make an announcement before we
tow, they have not been willing to do that.
• Beer cans , bottles, and rubbish have been strewn around our
property by Robert's customers. At times this has been so
bad that it is hard for our caretakers to keep up with it.
• Noise and general commotion has been a problem from Robert's
• customers as they leave the bar. Many times this occurs late
at night. We've even had people urinating outside the windows
of some of our tenants.
When we purchased this apartment building in 1978 , the Robert's
building was an Anchor Inn family restaurant. We took comfort in
the fact that this establishment was conducive to a residential
setting. If we were to sell this apartment building now, I don't
think the new owners would take the same comfort in having Roberts
across the street, just as our tenants don't. I don't know what
the thinking was when it was approved to convert this building to
a bar in this re3identi-al neighborhood. H-owe-ve-rL-that—no-w looks
like that may have been a mistake.
As perspective tenants look at our building, they often ask whether
there are any problems with the bar across the street. Since the
expansion of Roberts last fall we can no longer honestly say there
are no problems. In order to protect the rights of our tenants,
it appears that any solution would have to include the restriction
of bar parking to Robert's own property.

sewer in accordance with State and City requirements. A number of residents
have called to express their concern with the cost involved in hooking up to
City systems . There also is concern from a couple of residents that their
own well is adequate and they feel that the City should not require that
they hook up unless the well is found to be defective.
I told these residents that I would forward their concerns to the Council.
The issue of mandatory water hook ups is a Council decision, while the sewer
hook ups is a matter of state statute. The council could authorize staff to
set up a City Improvement project to make the hook ups . This would then
place the costs onto the residents taxes. The benefit is that they would not
need to use their savings or take out a loan. The down side is that the
total cost to the resident is likely to increase compared to the residents
contracting the work themselves .
Staff is requesting Council direction in this matter.

COUNCIL PROCEDURE .
iiii], Section 3.01. Council Meetings. The Council shall meet
regularly at least twice each month at such times and places as
the Council may designate by ordinance. The mayor or any two
members of the Council may call special meetings of the Council •
upon at least twenty-four hours notice to each member, and such
reasonable public notice as may be prescribed by Council rule in
compliance with the laws of Minnesota. The twenty-four hours j
notice shall not be required in an emergency. To the extent
provided by law, all meetings of the Council and its committees I
shall be public, and any citizen shall have access to the minutes
and records of the Council at all reasonable times. During any
of its public meetings, the Council shall not prohibit, but may
place reasonable restrictions upon citizen 's comments and
questions.
Section 3. 02. Liaison Function. Councilmembers shall be
assigned as liaison to city departments. Their assignments shall
be rotated periodically and shall involve no administrative `
responsibility.
Section 3. 03. Rules of Procedure and Quorum. Except as -
otherwise provided in this Charter, the Council shall determine
it-sewn rulesand order of business-___ A_-ma_jor_ity- of all members
shall constitute a quorum to do business, but a smaller number
may adjourn from time to time. The Council may by rule provide
means by which a minority may compel the attendance of absent

SUMMARY;
Council and staff previously discussed the possibility of remodeling the
existing treatment plant area into a new police garage. The current
remodeling in the administrative offices was also discussed at that time and
was authorized to proceed. Staff felt that it is appropriate to discuss the
police area again. If we were to decide to proceed with remodeling the
treatment area or other minor changes, the Madsen-Johnson (the contractor
building the new water treatment plant) could do the work as a change order
to our current contract, or a separate contract could be awarded.
The decision should be made prior to the removal of the existing treatment
plant equipment as there could be some savings if remodeling is incorporated
at the time of equipment removal. Staff is asking. for Council direction in
this matter.
