City of Excellence Award Application ____________________________________________________________________________ Next Work Session: Monday, May 7, 2007 @ 7pm Next City Council Meeting: Monday, April 9, 2007@ 7pm Item No: D Meeting Date: April 2, 2007 Type of Business: Joint Meeting w/ NB Administrator Review : ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, Community Development Director Item Title/Subject: Development Update Introduction: This report briefly summarizes development activity in the City of Mounds View with particular emphasis on activity near the southeast corner of the City and, specifically, on or abutting Old Highway 8 which leads south into New Brighton. Discussion: When one thinks of development activity in the metro area, Mounds View is not likely one of the first locations that springs to mind. The Medtronic CRDM development on the former Mounds View golf course. Rising eight stories above the adjacent Trunk Highway 10 roadway, the Medtronic buildings dominate the skyline. Scheduled to open in September of 2007, the 1,200,000 square feet of office space and another 1,200,000 square feet of space in the parking ramp will be home to approximately 4,000 employees. The County Road J reconstruction and bridge replacement over 35W is schedule to be completed before Medtronic opens. Medtronic, while certainly the largest, is but one of many developments occurring in the City of Mounds View. The following is a summary of those projects. CG Hill & Sons. Located alongside 35W north of County Road 10, the owners invested more than $1.5 million into their expansion. CG Hill & Sons manufactures large custom- designed equipment for companies such as 3M, Hutchinson Technology. SYSCO Foods. Located north of Trunk Highway 10, SYSCO was at full capacity from both a functional and physical standpoint, SYSCO determined it could improve its operational efficiencies by expanding its truck parking area, relocating its drive aisle and adding additional vehicle parking areas. The $1.2 million expansion allowed the company to add drivers and employees and improved stormwater management on the site. Mounds View Square. An older retail shopping center constructed in the 1970s, the owners’ of Mounds View Square recognized the need to make significant physical and aesthetic improvements to their facility. Boosted by the success of the conversion of a long vacant Hardees restaurant into a Caribou Coffee, Paster Enterprises invested more than $1.0 million to renovate the complex. Aldi’s Foods will open in May of 2007. Harstad’s Red Oak Estates Townhome project. For better or worse, construction began last year on the first of 66 new townhome units to be constructed on County Road H2 and Long Lake Road. The units run from $225,000 to $250,000 providing new semi-affordable home ownership opportunities in the City. Development Update April 2, 2007 Page 2 Premium Stop Redevelopment. Located at the intersection of County Road H2 and County Road 10 and southeast to the intersection of Woodale Drive and County Road 10, the Premium Stop Redevelopment area represents an exciting opportunity for the City to help improve the image of the County Road 10 corridor by attracting quality development to the former blighted gas station site and adjacent undeveloped and under-developed properties. Plans call for a mix of market rate housing (senior and owner occupied townhomes) retail space and office development. Staff is preparing an RFP/RFQ for distribution later this month. The development will encourage interconnectivity between parcels and between the residential neighborhoods to the County Road 10 corridor. Trailways, landscaping and other amenities will be consistently utilized to promote a sense of place and community. Staff will be encouraging Active Living principles in the ultimate design. Skyline Motel. The Skyline Motel is located at 4889 Old Highway 8 just south of the Townsedge Terrace Manufactured Home Park. Recently the target of a redevelopment opportunity, the site remains on the market and staff has been in contact with the owners in an effort to help move the process along. While the site encompasses about three acres, it is more narrow than deep which poses some development constraints. The City is hoping to attract a quality non-industrial development to the site. Tyson Companies. Tyson approached the City last year regarding their desire to undertake a major expansion of their facility on Mustang Circle, property abutting the City of New Brighton. A component of the development would involve extending a rail line north through the Belair property. After development applications were submitted, Tyson began negotiating with Ferrellgas to relocate their facility which is presently in operation in the City of New Brighton on Old Highway 8 to Tyson’s lot on Mustang Drive. The City requested submission of a detailed Risk Management Plan (RMP) which is presently under review. Comprehensive Plan The City will be forming a taskforce to begin review of the Comprehensive Plan and will likely reconsider future land uses designated in the Mustang Drive and Mustang Circle industrial area. At the same time, the land upon which the Skyline Motel is located will be studied as well to assess the most appropriate land use, which is especially important considering the redevelopment activity underway in New Brighton (NW Quadrant) on Old Highway 8. Conclusion: The Cities of Mounds View and New Brighton will benefit by working together on planning and development issues that jointly affect our communities. Traffic and transportation issues, 35W in particular, will require a continued effort on the part of the cities in conjunction with groups such as the North Metro Mayor’s Association and the North Metro 35W Corridor Coalition to address the existing and future system deficiencies.
