SUBJECT: CITIZEN COMPLAINT FORM
It has recently come to my attention that when complaints have
been filed by residents of Mounds View, inaccurate records have
been maintained on those complaints in order for an adequate
follow-up and response to occur.
In the past the City has used a form known as a Citizen Concern
Log, copy attached, which was used by members of the Council and
City Staff each time a complaint was filed . This allowed for
maintenance of records on complaints to determine whether or not
a trend was being established as well as allowing for adequate
follow-up to the complaints to occur. In order to return to a
practice whereby complaints are being handled properly, I would
request that all Staff members of the City and members of the
City Council use this attached form each time a complaint is
filed by a resident. Adequate copies of these forms will be made
available to all members of the Staff and City Council with this
memorandum and additional supplies can be obtained from
Receptionist Carol Rasmussen or Administrative Secretary Michele
• Severson.
Once a complaint is filed it should be handled by the Staff
member receiving the complaint if it appropriately belongs in
their jurisdiction or referred to the appropriate Staff member.
At that time the Staff member is to respond to the complaint and
indicate their response in the designated' section of the form.
Copies of the form are then to be forwarded to the Department
Head for that Department, the Clerk-Administrator and if referred
by a Councilmember to the Councilmember referring the complaint.
It is my hope that the use of these complaint forms will improve

which are precipitating a large number of citizens complaints.

SUBJECT: CONSIDERATION OF A REQUEST FROM CHIEF
FAGERSTROM REGARDING USE OF PRIVATE VEHICLES AS
EMERGENCY VEHICLES
Attached please find a letter from Fire Chief Fagerstrom
requesting the Council to provide a resolution in support of
new legislation permitting the use of firefighter's private
vehicles as emergency vehicles enroute to fire calls .
In his letter, Chief Fagerstrom states that, in the past,
private vehicles were designated as emergency vehicles
(equipped with lights and siren) but the practice was
discontinued because of the "pressure of local police" .
Conversations with the Police Chiefs of Blaine, Spring Lake
Park and Mounds View indicate that the practice of allowing
firefighter's private vehicles to be used as emergency
vehicles was discontinued because it posed a continuing threat
to the health and safety of residents . Evidently,
firefighters were stopped and ticketed for failure to obey the
laws and restrictions governing emergency vehicles .
• In considering the Chief's request, the following issues are •
presented for your review:
• Possible increases in City insurance costs due to
the increased exposure/risks.
▪ Response time records; i.e. , what is the average
response time now and how will that be improved - is
the time saved sufficient to justify
potential/perceived risks?
▪ Has there been a history of firefighters having
difficulty getting to the station or fire scene in a
timely manner?
▪ Public attitudes regarding emergency vehicles - The
public recognizes police, fire and other marked
emergency vehicles, yet often fail to comply with
emergency procedures . Will additional "emergency"
vehicles intensify the problem?
• State mandates - The State has placed restrictions
on the use and operation of emergency vehicles;
i.e. , extensive training and equipment/vehicle
• maintenance. To what extent will the City be
expected to pay for the cost of compliance?

fighting suppression efforts to everyone's benefit, and I will be
glad to attend any meetings to explain my position and secure
support.

SUBJECT: CONSIDERATION OF A RESOLUTION OPPOSING FURTHER
REDUCTIONS IN STATE AID TO CITIES
In anticipation of additional reductions in state aids to
local government and requests from members of the Council, the
LMC, the MN Mayors Association, and AMM, I have prepared a
draft resolution for your review.
Subsequent to revisions/additions, the resolution could be
forwarded to the City's legislative officials and Governor
Carlson.

SUBJECT: INFORMATIONAL UPDATE ON QUAD-CITY DISCUSSION
REGARDING REGIONAL SENIOR CENTER
Mary Saarion, Jeanette Spiczka, and myself met with
administrative and recreational representatives from the
cities of Spring Lake Park, Fridley and New Brighton on
Wednesday, February 13, 1991. The purpose of the meeting was
to explore the possibility of a joint regional senior center
which would service the recreational and social needs of area
senior citizens .
The meeting was a very preliminary brainstorming session in
which advantages, disadvantages, problems and issues were
explored in general terms . The meeting was called at the
request of the City of Fridley who is seeking information and
ideas from neighboring communities .
Another "brainstorming" meeting has been scheduled for
• March 13th. I will keep you updated as more information
becomes available.
