Explanation/Summary (attach supplement sheets as necessary.) ,SUMMARY; Saturn of St. Paul and Everest Development have submitted plans for the development of the former Loose End's property located at 2375 Highway 10. At present, staff is in the process of reviewing the submittal and forwarding their comments to the Planning Commission for action. The Planning Commission is tentatively scheduled to review the request at their January 15, 1992 Agenda Session. The applicants have requested that this item be placed on the January 6, 1992 City Council Work Session so that an initial presentation of the proposal can be made. It is the opinion of the applicant that the request, which is for an automobile sales dealership, is an allowed use under the current zoning on the property. Staff's interpretation of the Municipal Code is that a development of this type falls within the parameters of a conditional use permit. The applicant is requesting a final determination as to whether or not a conditional use permit will be needed for the proposal. In addition to the proposed Loose End's development, Everest Development will be discussing an application for a Planned Unit Development Amendment for the Mounds View Business Park South property. The Amendment would allow the creation of additional parking as part of the MVBP South development. The applicant will be providing information on the request Monday Evening. I have attached copies of all appropriate application materials in addition to those sections of the Municipal Code which are applicable to the request. These grants were to cover the entire purchase of the containers for the City. This cost was set at $58,680. The Metropolitan Council provided 50% of total cost contingent upon the City producing a 50% local cash match. The City requested that Ramsey County allow it to utilize budgeted recycling funds for the local cash match. This request was 0 unanimously approved by the Ramsey County Board of Commissioners . Recently, in conversations with Ramsey County, staff has learned that the amount of funds available to the City from Ramsey County was underestimated when the request was made. A shortfall of approximately $5,000-$6,000 was discovered. At present the City is in receipt of a check in the amount of $29,340 from the Metropolitan Council and is in the process of securing the funds allocated by Ramsey County. The exact amount of money available from the County is not known at this time but, will be provided at the meeting Monday evening. The City has received a bill from Shamrock Industries for the recycling containers in the amount of $58,680. In conversations with Finance Director Don Brager, he indicated that funds can be used from account no. 290-4120-160 and be replaced with the funds from the Metropolitan Council and Ramsey County grants . III TO: Mayor & Council FROM: Don Brager, Finance Director - Treasurer DATE: December 31, 1990 SUBJECT: Claim of Roger Stigney On election day, November 6, 1990, Administrative Secretary Michele Syverson, who was in charge of the conduct of the election within the City, directed Administrative Intern Roger Winberg to remove a Roger Stigney for Council campaign sign from the boulevard on Edgewood Drive near the Bel Rae Ballroom. The sign was removed as election law prohibits the placement of campaign signs in the boulevard of any public roadway. Roger Winberg stated that he placed the sign in the back of a Public Works pick-up truck that was parked in the City Hall parking lot at the time as campaign signs removed from boulevards were being stored at the Public Works Garage. On November 7, 1990 Mr. Stigney telephoned Ms. Syverson and requested that his election sign be saved for him. On November 8, 1990 Mr. Stigney requested the return of his sign. Ms. Syverson requested Public Works Foreman Mike Ulrich to bring the sign to City Hall where it was to be picked up by Mr. Stigney. Mr. Ulrich could not locate the • sign. Mr. Stigney was informed by Ms. Syverson that his sign could not be located. Mr. Stigney requested that the City reimburse him for his sign. Mr. Stigney was sent an Administrative Claim form. The form was completed and dated December 6, 1990. In it Mr. Stigney requested reimbursement in the amount of $10. 00 from the City. On December 12 , 1990 I wrote to Mr. Stigney and requested proof of loss, i.e. an invoice or other documentation to substantiate the amount of his loss. On December 21, 1990 I received a letter from Mr. Stigney in which he stated "I suggest that you send my claim to the insurance co. and let their adjusters work out the claim amount if their is any dispute on the amount claimed. The value of this position was increased by 18 percent according to the time spent profile versus the previous "benchmark" value. The salary of the position was increased by 5 percent with the understanding that there would be a further review at the end of the year. I have completed Mike's performance evaluation and ranked him as "Generally Exceeding Expectations" . I recommend that the Council authorize an additional 4 percent adjustment in his salary. The following are the cuts the City has had: 1) 1982 - $82, 000. Of this amount $65, 000 was a reduction of Local Government Aid(LGA) which was a 15. 1% reduction in the amount of LGA certified by the Department of Revenue to be received in 1982 . The remaining $17, 000 was a reduction of Homestead Credit Aids. Homestead Credit Aids are allocated to Funds whose activities are financed in part by the property tax levy: General, Forestry, and Debt Service. The General Fund's share of this reduction in Homestead Credit Aid was $13,551. Total loss of State Aids by the General Fund was $78, 551 which was 6.2% of that year' s General Fund budget. 2) 1990 - $31, 159 . This was a reduction of 1.5% of the amount of LGA certified by the Department of Revenue to be received in 1990. It represented 1. 1% of that year's General Fund budget. During the Fall & Winter of 1985 and the Spring of 1986 the State was facing a revenue shortfall and there was talk that LGA would be cut in 1986. The General Fund budget was reduced by $78, 000 or 3 . 7% in anticipation of that reduction. LGA was not reduced and subsequently the City's budget cuts were restored. State certified LGA for 1991 is $615, 000 and Homestead Credits are estimated to be $250,000. Those amounts represent 30. 8% of the 1991 General Fund budget. In addition the City' s policy on designations of General Fund fund balance provides for a designation for contingencies of $283, 000 for 1991 which would be available for appropriation for budget shortfalls caused by State Aid reductions. While these monies are available for reductions in State Aids and/or emergencies their use is only a short term or "band aid" approach in the event of a permanent reduction in State Aids. Should the Legislature authorize a permanent reduction in State Aids alternative revenue sources and/or reductions of expenditures should be considered for the long term.
