SUBJECT: 1990 BUDGET CUTS
As a result of the anticipated reduction in local government
aid in the amount of $31,150.00, the Department Head Team has
reviewed the 1990 Budget and would like to offer the following
items as cuts in the Budget equal to the expected loss in
state aid.
1. Finance Department, Account No. 100-4150-703, $1,500
Included in the 1990 Budget was the purchase of a
replacement personal computer system for the Finance
Director. This item was purchased out of the 1989 Budget
and, therefore, this line item is not necessary.
2. City Hall, Account No. 100-4190-303, $20,000
This line item was for the space needs study on City Hall.
As you know, the approved proposal for the study was in the
amount of $17,400. Once the study is completed the City
• will need to undertake an intensive public information
campaign should the Council authorize a referendum on this
matter or on the proposal from the Parks Commission for a
park improvement bond referendum. Bill Morris of Decision
Resources has indicated to me that his firm would be able to
assist the City in developing a public information campaign
at a cost not to exceed $2,500. The City would also be
experiencing substantial expenses for printing of
informational brochures and other costs related to a bond
referendum. It is my considered opinion that $30,000 in
this line item would be more than adequate to cover the cost
of the space needs study and any public information campaign
this line item of $20,000 would be appropriate.
3. City Hall, Account No. 400-4190-480, $10,000
The bids for the City's insurance came in at $10,000 less
than what was budgeted and therefore these funds could be
used to make up for the reduction in state aids.
The total proposed cuts to the 1990 Budget from the Department
Head Team equal $31,500. We would recommend that the Council
approve these cuts as a means to make up for the reductions in
state aids. Should you agree, staff will prepare a resolution
for your consideration at the May 29th Council Meeting
• reflecting a reduction in revenues and expenditures in order
to provide for a balanced 1990 Budget.

SUBJECT: Multi-Tech PUD Amendment
Multi-Tech has requested a Planned Unit Development Amendment to
allow a building addition and a parking ramp on the site. The site
is zoned PUD and located in Mounds View Business Park North.
The 50,884 square foot building addition would increase the square
footage from 79,732 s.f. to 130,615 B.f. The parking ramp would
allow 370 parking spaces and 123 at grade stalls. The proposed
parking exceeds the requirements of the Code.
The Planning Commission has reviewed this request and recommended
to the City Council approval of the requested PUD amendment.
Planning Commission Resolution No.284-90 is attached for your
• review. The Planning Commission reviewed the revised landscaping
and utility plans submitted and have included that as part of their
resolution.
Please also find included in your packet the Planning Reports on
this project which include reviews by the City Engineer, Ric
Minetor and City Forester, Rick Wriskey.
Staff is looking for direction regarding the appropriate resolution
to prepare for this request.

RESOLUTION APPROVING THE REQUESTED PLANNED UNIT DEVELOPMENT
AMENDMENT AND SITE DESIGN PLANS FOR A PROPOSED BUILDING EXPANSION
FOR MULTI-TECH SYSTEMS, INC. , 2200 WOODALE DRIVE,
PLANNING CASE NO. 292-90
WHEREAS, the Mounds View Planning Commission has reviewed
the requested planned unit development amendment by Multi-Tech
Systems, Inc. that would allow a building expansion and additional
parking that includes an above and below grade parking ramp; and
WHEREAS, the Planning Commission has determined that the
proposal meets the minimum yard setbacks, exceeds the parking
requirements and provides for a revised landscaping plan; and
WHEREAS, the Planning Commission has reviewed the
potential access issue to the property to the west and recognize
that the proposed plan does not provide an easement to the west
property through the Multi Tech site; and
• WHEREAS, the Planning Commission has reviewed City
Forester, Wriskey's memo dated March 29, 1990, regarding the
proposed landscaping on this site and agrees with the comments and
suggestions made; and
WHEREAS, the Planning Commission has reviewed City
Engineer, Minetor's memo dated March 29, 1990, regarding the
grading, utilities and drainage on this site and agrees with the
comments and suggestions made; and
WHEREAS, the Fire Department has reviewed the proposed
expansion and requires a direct route around the entire building;
and
WHEREAS, in order to meet this requirement, the applicant
has proposed a below grade road on the west side of the building
in order to allow emergency vehicles around the perimeter of the
building; and
WHEREAS, the proposed below grade road has been found to
be conceptually acceptable to the City Engineer; and
WHEREAS, details of the below grade road must be
submitted for review prior to final action; and

WHEREAS, the Planning Commission has determined that the
proposed Planned Unit Development Amendment is in keeping with the
original Planned Unit Development for the Mounds View Business
Park; and
WHEREAS, the Planning Commission has conducted a plan
review of the proposed building addition and parking ramp and find
it to be acceptable.
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission recommends to the Mounds View City Council approval of
the requested Planned Unit Development Amendment and plan review
for the building expansion and parking ramp contingent upon the
following:
1. The amendment is recorded with Ramsey County
BE IT FINALLY RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council prior
to approval of the minutes.

SUBJECT: REVISED LANDSCAPING PLAN - MULTI-TECH
The revised landscaping plan for Multi-Tech Systems is an improvement
with an interesting blend of deciduous and evergreen trees.
The planned Douglas fir trees (6') and the Summit ash (2"0 give the site
a sense of unity in line with surrounding landscaping as well as some
immediate buffering. The entrance and sign are will be an attractive
approach to the building.
• Myonlyconcern is relativelyminor in nature. The Summit ash, while
narrower in form than the other green ash varieties, is a "full sized" shad
tree that can attain a crown spread of 30 feet at maturity. However, with
proper attention given to pruning, this trait should be able to be directed
and controlled.

Subject :Multi-Tech Addition - Utility Plan
I have received and reviewed the utility plan for the addition to
the Multi-Tech building. The plan is hereby approved: However,
additional information and specifications for construction will
be required prior to issuance of building permits. The additional
information includes the items listed in Schoell & Madson's
letter dated April 23 , 1990 and a profile of the storm sewer from
manhole 2 to manhole 4 and west to the trench drains. Some
additional construction details may also be required.

Subject: Utility Plan -
Multi-Tech Addition
Dear Mr. Minetor:
Enclosed for your review is the Utility Plan for the subject
40 project. You will note that the plan being submitted is stamped
preliminary, the reason being two important items need to be
verified prior to issuance of final contract documents. The
items are:
1. Verify location of the 21' trunk sewer. Our survey
indicates that the line is 10 ' to the west of the
property as we show it on our plan. Other plans we
have in the office show the location directly on the
property line.
2. Establish a "final" bottom floor elevation for the
parking ramp based on the 100-year ponding elevation.
These two items definitely need to be addressed and included
in the final project bid package. However, they will have
minimal impact on the proposed utility locations, easements and
grades.
Also enclosed are copies of the type of "grass pavers" being
evaluated for the fire lane. The final details and the location
of the fire lane along the west edge of the property will be
submitted as part of the grading plans.

Multi-Tech Systems, Inc. has applied for an amendment to the Planned Unit
Development (P.U.D.) to add an office addition and a parking garage to their
existing building at 2205 Woodale Drive in the Mounds View Business Park.
PARKING GARAGE
Multi-Tech has proposed a parking garage to the west of the building and attached
to the new office addition. The applicant has proposed four parking levels above
grade and one parking level below grade, including below the proposed office
addition. The ordinance calls for a limit of three stories for structures, however,
under the P.U.D., height is listed as a flexible option. The Uniform Building Code
(UBC) states that 55 feet in height is considered 2 stories. The parking garage
will be slightly higher than the existing and proposed building. The Planning
Commission must make a determination as to the acceptability of this variation.

The new addition totals 50,884 square feet. Using the most restrictive parking
requirements (office), Multi-Tech would be required to provide for the new space
one parking stall per 175 square feet of floor area which equals 262 parking stalls.
The existing facility is required to provide 210 parking spaces based on the known
division between the warehouse and office uses. The existing facility and the new
facility would require a maximum of 471 parking spaces. The proposed site plan
shows 493 parking stalls which is more than required by the City parking
ordinance.
SETBACKS
The proposed addition is situated 30 feet from the property line which is the
minimum allowed per Fire Code standards based on the interior sprinkling system.
LANDSCAPING
City Forester Wriskey will review the landscaping plan. To date, a landscaping
plan has not been submitted. It is expected that something would be available for
your meeting Wednesday evening for your review.
GRADING. DRAINAGE AND UTILITIES
Please refer to City Engineer Ric Minetor's memorandum dated March 15, 1990,
which is attached to this report. The Engineer's report also raises the unresolved
• issue regarding the possible driveway to the Waste property. The applicant will be
prepared to address the issue at the meeting.

SUBJECT: MINNESOTA STATE PARK CENTENNIAL WAGON TRAIN
The City was recently contacted by Ms. Delores Amborn
regarding the Minnesota State Park Centennial Wagon Train that
will be overnighting on Metropolitan Airport Commission
property north of Mounds View between County Road J and
Highway 610 on June 8, 1991. Prior to the wagon train
receiving permission to overnight, the Commission has
requested approvals from both the cities of Blaine and Mounds
View.
In a telephone conversation with Ms. Amborn, staff has been
advised that the wagon train is intended as a publicity
campaign to acknowledge the 100 year celebration of the state
park system. The wagon train that will overnight near Mounds
View and will be comprised of approximately 15 wagons and 100
horses with 200 riders. The group will be providing their own
water and restroom facilities and approval has been provided
• by the Minnesota Department of Transportation and Blaine
Police.
Ms . Amborn has requested that if the City has no objections to
this proposal, that a letter be sent to Mr. Tim McNaughton at
the Metropolitan Airports Commission indicating that fact so
that the wagon train can receive its authorization. Your
direction in this matter would be appreciated.

In discussing improving the field, the Mounds View Athletic Association has indicated
to me that their top priority in field expansion by extending the fence and bringing
back the backstop.
Two options are available for right field expansion. One is to expand into the ditch
area. The other is to provide a higher barrier making home runs more difficult to
clear the barrier.
The backstop can be set back 10 - 12 feet to allow more playing area around
homeplate. This would require realignment of the sidelines fencing. If the backstop is
brought back, the hood will not "catch" foul balls and therefore, netting must be
placed covering homeplate and adjoining sides to alleviate foul balls infiltrating private
• property or hitting spectators.

MVAA's second priority is turf improvement. Turf improvement requires removal of
the present rocky material with 6 inches of black dirt topsoil. A choice of seeding or •
sodding can then be chosen. However, a sprinkling system must accompany a turf
improvement program to insure subsequent years of good turf.
Dug outs and a field maintenance equipment storage barn are improvements that are
of lesser priority, although important to the MVAA Minor/Major baseball program.
