The City of Fridley was awarded this grant last year and is presently waiting for the delivery of their van. I requested information on the grant before Christmas, but just received it in the mail today. The timeline is short. Two sections of the grant are due on February 14, 1990. The grant is 80 percent Federally funded and calls for 20 percent matching funds from a non-profit community organization. The issues concerning such a grant are: Who should solicit a matching organization? Which organizations? Storage of the vehicle. • - Maintenance and insurance coverage. Drivers for the van. Uses of the van. Who would provide administration/scheduling? Jeanette Spiczka has expressed the need for a van especially for Senior Citizens. Our two Senior Citizen Clubs are getting older and several members are presently without drivers licenses. I have talked to Adeline Lee, member of the Silver View Park Task Force, who expressed the need for transportation for those less ambulatory living in Wildwood Manor. With the likelihood of congregate dining and other Senior Citizen activities decentralizing, the need for transportation for Senior activities is a relevant need. I would like to discuss these issues at the meeting so that the Council can give me direction on whether or not to pursue this grant application. The purpose of this program is to provide federal financial assistance for the purchase of capital equipment by private non-profit organi- zations to provide transportation services for elderly and handicapped persons. This information guide will assist you in making application for this program. The Urban Mass Transportation Administration (UMTA) will allo- cate approximately $600 , 000 in Section 16 (b) (2) grant funds to Minnesota for Fiscal Year 1990 . This grant is very competitive because of the limited funds which historically fall short of satisfying the application requests. To disperse these limited funds, the evaluation of applications will place a high priority • on how well applicants meet the following criteria: 1. The degree of coordination and cooperation among local organizations and existing transit and paratransit operators; 2. Extent and urgency of local needs; 3. Management capability in the areas of deliver selection and training, vehicle maintenance; and service planning; 4. Quality and thoroughness of the operating plan, including routes, schedules, ridership projections, and utilization. These criteria are explained in greater detail in the application. The grant application requirements are much the same as in the past year. Again the application process includes an UMTA re- quired seven step procedure with a completion deadline for each of the seven steps. This process is described in detail in the enclosed instruction booklet commencing on page 5 under "C. Noti- fication to Other Providers" . On time completion of each of the seven steps in this new procedure is critical to Mn/DOT' s acceptance of the application. When you have completed the application, please mail one copy to your Regional Development Commission or Metropolitan Planning Organization for review except as indicated in Exhibit A of the application booklet. ITEM 3 MEMO TO: MAYOR AND COUNCIL 0 FROM: MARY SA-AM ON, DIRECTOR PARKS, RECREATION AND FORESTRY DATE: JANUARY 10, 1990 SUBJECT: SILVER VIEW PARK PICNIC SHELTER UTILITY BILL On Thursday, January 4, City Engineer Minetor received a fax from Dailey Homes regarding an unpaid bill for 120 feet of water service to Silver View Park picnic shelter from Volk Water and Sewer. Evidently, Volk Water and Sewer had arrangements with Dailey Homes to install the utilities 10 feet from the building as required in the building specifications. The water and sewer plans prepared by SEH showed the sewer service to the 10 foot building connection but the water connection only to the fire hydrant. The distance of the water connections from the fire hydrant to the building is the missing link in the water and sewer specifications. The plans have been reviewed by City Engineer Minetor and it is his conclusion that the 110 feet of water service from the fire hydrant to the building is missing in the plans. IDThere is approximately $7,000 allotted for the installation of electrical services to the building and other contingencies. I met with Lori Pierson from NSP today to review their plan for installing the electrical services. I hope to have the cost of the electrical service at Tuesday evening's (January 16) agenda session. Mr . Davis is requesting that the City waive the interest on the pre- payment due to the fact that the only reason the interest was required to be paid was the fact that the purchase occurred after October 15 of 1989. Should you agree with this request , a resolution will need to be prepared authorizing the waiving of the collection of the interest payment for presentation to the Ramsey County Department of Property Taxation. Because the property was purchased after October 15 , the County was required to prepay the 1990 assessments, but because they were already certified to the tax department, we were also required to pay the 1990 interest on the pre-payment . Seeing as the 1990 assessments are paid already, it only seems logical that we should not have to pay the estimated 1990 interest on this payment . The Ramsey County Department of Property Taxation needs a resolution from the Mounds View City Council in order for them to waive collection of this prospective interest payment. We respectfully request that the Mounds View City Council pass a resolution stating that Mounds View will waive the prospective interest on the pre-paid 1990 assessments due on the site for the new Mounds View Library. The resolution should include the legal description ( Lot 1 , Block 12 , Silver Lake Woods ) and also the property identification number (P. I .N. 07-30-23-11-0011-7) . As you may recall , discussion on the 1989 award was limited to Bob Helseth and the Fire Dept. When it was decided to give Bob the award , you indicated that you would be interested in considering the Fire Dept. for 1990. Your direction on this item is requested in order that a plaque may be prepared for the dinner on March 31st. The reccommended award for the utility box to be Truck Uitilities for $4, 880 . 00 to be charged to 730-4121-703 . 111 ITEM 7 • MEMO TO: Mayor and City Council FROM: Public Works Foreman Ulrich ( - DATE: January 9 , 1990 SUBJECT ; Purchase of sweeper Earlier this fall we demonstrated two street sweepers , an Elgin from MacQueen Equipment and an Athey H-10A from Boyum Equipment. We conducted our tests on Hillview Road both east and west of Long Lake Road. The reason for this being that the east side is new sealcoat and the west is an older, smoother surface. Each sweeper was expected to sweep the street clean and pick-up the material , which consisted of recycled asphalt, leaves , branches , lumber, and cans. Each of the sweepers performed with similar results . For that reason an open spec was offered to both vendors . Although both sweepers are very similar, they both have different theories to their operation and different standard and . optional equipment. They were asked to note these in their bids . We recieved the following bids : Boyum Equipment $75 , 243 . 00 MacQueen Equipment $70 ,783. 00 (optional extended warranty) $ 338 . 00 Based on the demonstration of these two sweepers and the relative similarities of them, we are reccommending the award to the low bidder, plus the extended warranty. RECCOMMENDATION: Staff reccommends the award to MacQueen Equipment for an Elgin Series P street sweeper, plus extended warranty option for $71 , 121 . 00 to be charged to 420-4121-703 , Storm Water Management fund, or 100-4270-703 , Street Dept Capital Fund if this money is transfered to that account. On December 22 , 1989, Marvin Deick of the Ramsey County Assessor's Office advised me that the proposed minimum values for the parcels were acceptable. It will be 5.3 miles long, and it is being built due to congestion on existing Highway 10. All access to the new highway will be through interchanges, which will be metered. Mr. Benson reviewed the stages the project has gone through, back to 1979. County Road J will be done in 1992, to Highway 65, with the entire project to be completed in 1996. James Nelson, 8303 Red Oak Drive, asked how traffic would be handled during construction. Craig Robinson, of MnDOT, reviewed the plan and showed on the map how 'traffic will be directed. The road will be closed off for a very hort time, perhaps two weeks, and traffic will be rerouted. • Lyle Nelson, no address given, expressed concern with both noise and air pollution, stating 59, 900 cars are projected by the year 2000, and he questioned where all those cars are going to go. He also stated he felt those cars would be going through his yard. Mr. Benson explained the ramps will be metered to control traffic. Mr. Robinson reviewed the noise abatement situation, explaining that due to Legislative action, noise abatement cannot be put in until the road is recon- structed. However, the noise projections for 2000 do not show significant increases in levels. There is a Legislative moratorium on noise abatement, and while individual communities have attempted to address it, it is very expensive. Mr. Nelson read from an article published on November 1, 1979 in the New Brighton Bulletin, and stated he feels this meeting is no more than a formality, as the people have no say in the matter. Jerry Linke, 2319 Knoll Drive, asked what projections 111 are for 35W. Mounds View City Council January 8, 1990 Regular Meeting Page Three 0 Mr. Robinson replied metered ramps will handle the increasing traffic, and while the total metering system is not in place yet, by the time the project is finished, it will be. Mr. Linke stated now is the time to look at future problems, not later. Mayor Hankner stated she sees a real potential for build-up of traffic along County Road I, with the metered ramp. Mr. Robinson explained when all ramps on the system are metered, it will run more smoothly. He also explained the EIS was approved in 1986, and planning cannot be done until the EIS is approved, so it can be 4-6 years from the time the EIS is approved until construction actually begins. Mayor Hankner noted a good deal of commercial develop- ment had been done and asked if that had been antici- pated. Mr. Robinson replied they had taken future develop- ment into consideration. He also explained how • different metering systems work, whether on a fixed time or by pressure plate, or centralized computed system. He added a new system is being worked on. Paul Henzela, 8470 Eastwood, asked if any preliminary studies have included looking at studies of metro- politan areas that have expanded rapidly, so that the Twin Cities can learn from those other areas. Mr. Robinson replied all studies benefit from the experience of other areas. Mark Hogen,,, 8340 Spring Lake Park Road, asked which roads in Mounds View will intersect with the airport road. Mr. Robinson replied existing County Road J will be a local street from Groveland to Long Lake Road, and the first street that would have access is Knoll- wood. Mr. Hogen stated it would then appear that Knollwood and Spring Lake Park Road would have all the traffic and asked if they would be updated. Mr. Robinson replied nothing is planned for the local . roads. Lloyd Bardwell, 2932 County Road J, expressed con- cern for access for emergency vehicles. Mounds View City Council January 8, 190 Regular Meeting Page Four Mr. Minetor explained County Road J will be recon411 - structed in the near future to take care of some of the traffic concerns on J itself. Spring Lake Park Road and Knollwood Drive are not planned for re- construction at that time. Jim Meyer, of Blaine, asked how many houses would be taken for the project. He added he had read 15 would taken in Coon Rapids. Mr. Robinson replied he believes one will be taken in Blaine, and about a dozen hangers at the airport. Paul Milke asked what will happen to County Road J. Mr. Robinson stated he understood it would be turned over to the City. He noted, also, that the center line of the road is the boundary between Mounds View and Blaine. Mr. Nelson stated he believed traffic would get off the highway and go through the residential areas, especially if the freeway is backed up. Mayor Hankner stated the City could talk to the Legislature about changing the moratorium on noise • abatement. She added laws can be changed, but it takes a lot of work. She stated her primary concerns are noise abatement and traffic. Mr. Benson explained the interchange at Highway 65 has too much traffic already, which is why the airport interchange is needed. Mr. Robinson stated the weight limitations on County Road J would be a ten ton design, and he believes the speed limit would be 35-40 MPH. Mayor Hankner noted the lights on old Highway 10 are timed that residents, specifically at Long Lake Road, cannot get across, and asked if that timing could be changed. The City would prefer a walk-over there, but has been turned down. Mr. Robinson explained as signals are being rehabili- tated, they are adding pedestrian signals and ramps. Mr. Minetor advised that was done recently, and he has been told the timing problem is still being looked at. Mr. Henzela stated he is a concerned parent, as his • children will cross the highway to go to the new library, and he questioned why a bridge couldn ' t be built. t s Mounds View City Council January 8, 1990 Regular Meeting Page Five Mr. Robinson explained the cost would be $200-250,000,. and experience shows people do not use them, and the only way to make one effective would be to put in chain link fencing to block the road off. He added that children especially will not use them, and fatalities occur every year with someone trying to cross the highway next to a pedestrian bridge. Sherri Nelson, no address given, stated she feels like a second 'class citizen, as she waits so long for the signals to cross Highway 10. Mr. Minetor clarified that emergency access would be addressed by MnDOT, as it is a MnDOT project. Clerk/Administrator Pauley added that Fire Chief Fagerstrom has never voiced concern about the access, but he will check with him and have him speak with MnDOT. Mayor Hankner closed the public hearing and reopened the regular meeting at 7:56 PM. It was agreed the issues that needed to be addressed further were the moratorium on noise abatement, • emergency access, and timing of the signal on Highway 10 at Long Lake Road. Mayor Hankner advised that the State of the City address and reappointment of Commissions,. which typically would be done at the first regular meet- ing of the year, will be done on January 22. Mayor Hankner stated a resident had recently raised the point about attendance of Councilmembers at meetings, and she is also concerned about the issue and would like to develop a new policy, to publish t e ounci a en•ance rec•r: - • newspaper quarterly, as well as quarterly in the City newsletter. She reviewed the Code and Charter requirements for attendance, and explained special meetings are not a legal obligation under the Code. She added she would like to start with publishing the Council attendance record for 1989 in the official newspaper, as soon as possible, and then follow up every six months, as well as in the City newsleter. He added another sign is being pur- chased, which they would like to hang on the other side of the sign board, as well as listing the dates of their meetings inithe middle. Councilmember Wuori stated she feels it would be nice to let people traveling through Mounds View know of this. Councilmember Quick stated he is concerned, that if they allow this sign to be placed on the City board, that it would open the door for all other organiza- tions to put up signs. Clerk/Administrator Pauley stated there is not a lot of room on the sign board to handle signs, and they could choose to dictate the number that will be allowed, on a first come,, first serve basis, and limit it to civic groups 'with no religious or political orientation. He added that could be done as a policy statement. Alice Frits, 8072 Long Lake Road, asked how many other service organizations are in Mounds View. Councilmember Paone replied he is only aware of the Lions Club. Councilmember Wuori stated there have been other discussions about entrance signs to the City, and suggested that as an alternate location. Clerk/Administrator advised the issue is still being worked on, with MnDOT and the other property owner 111 on the other end of the City. Police Chief Ramacher replied he wasn't sure, but it had been budgeted for, but is not included in the purchase price. He also reviewed the differences experienced with propane versus unleaded fuel, noting it is a savings to use propane. Clerk/Administrator Pauley noted propane averages 70 per gallon. Jerry, the cable. cameraman, advised there was a pro- blem experienced this past weekend, and he would be taking the responsibility over from City Staff and will be doing it on Fridays. He stated he believes they plan to tear down the old • structure and correct the soil problems and install a self service facility with a small grocery area and car wash. Clerk/Administrator Pauley reported he had received the last of the questionnaires from Staff on the City survey, and he will be going over a rough draft with Dr. Morris this week. Dr. Morris will then put it into draft form. He handed out copies of the questions received. Mayor Hankner suggested doing a separate survey of Hardees development. Attorney Karney reported he had sent a copy of the development agreement to the attorney for Hardees and the attorney for Paster Enterprises, but has not heard back from them. Clerk/Administrator Pauley stated they may want to wait until spring to build.
