• No. 2567 and requested Council direction
regarding the naming of an official
newspaper and acting mayor . After
discussion it was agreed that the official
newspaper would be the New Brighton
Bulletin and that the Acting Mayor would
be Councilmember Phyllis Blanchard.

the official newspaper being the New

STATE OF MINNESOTA
RESOLUTION APPOINTING OFFICIAL NEWSPAPER, ACTING MAYOR
AND OFFICIAL DEPOSITORY FOR 1990
WHEREAS, it is the policy of the City of Mounds
View to appoint the official newspaper, acting Mayor and
Official Depository at its Annual Meeting each year ; and
WHEREAS, it is the desire of the Mounds View City
Council to confirm these appointments for 1990.

SUBJECT: RESULTS OF NEWSPAPER SURVEY (FOCUS/BULLETIN)
The City surveyed 102 residences (list attached) divided
into the four precincts which meant about 25 residences in
each precinct on four occassions (May, August, October and
November of 1989) . The survey questions (by postcard) were:

Discrepancies or inaccuracies :
Bulletin had a typographical error in April the spelling of
Chief Ramacher ' s name was incorrect .
FOCUS combined our flushing notice with that of New
Brighton' s in April.
A letter was written by a resident in May complaining that
she did not receive the FOCUS and she called them and would
receive it for a few few weeks and then she wouldn' t receive
it again until she called them. She then called the City to
let us know of her problem. She states that we should switch
back to a reliable paper .
I hope this survey report is adequate. If any other
information is needed please let me know.

CITY OF MOUNDS VIEW
• COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RESCHEDULING CITY COUNCIL MEETINGS
FALLING ON LEGAL HOLIDAYS
WHEREAS, Chapter 2. 01 of the Municipal Code calls for
regular meetings of the Mounds View City Council to occur on
the second and fourth Mondays of each month; and
WHEREAS, Chapter 2. 03 of the Municipal Code calls for
agenda meetings of the Mounds View City Council to occur on
the first and third Mondays of each month; and
WHEREAS, certain Mondays in 1990 are dates recognized
as legal holidays, thus prohibiting an official meeting of
the Mounds View City Council; and
WHEREAS, it is the desire of the Mounds View City
Council to reschedule those meetings in conflict with legal
holidays.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Mounds View that the following meeting dates are

DATE: December 28, 1989
SUBJECT: Certificate of Occupancy - Kentucky Fried Chicken
Kentucky Fried Chicken is expected to be completed in the next few
days. As you are aware the City was holding the certificate of
occupancy until the condominium agreement was signed. Apparently
the agreement has been drafted and is in its final review by KFC
and Taco Bell restaurants. It is expected that the documents will
be signed in the next few days and sent to the City.
KFC would like to have the store in operation by January 8, 1990
due to the touring of all KFC stores by the company principals on
January 8 and 9, 1990.
Staff would recommend granting the Certificate of occupancy
contingent upon:
1: City Attorney review and approval of the condominium documents
2 : City Building Inspectors final inspection and approval
