Presentation by Canyon Catering/In the Word Church B. Community Center Task Force A. Presentation by Canyon Catering/In the Word Church In the Word Church and Canyon Catering have requested time to make a presentation on a proposal that they would like the City to consider. The proposal, as explained to me, would physically divide the current church and banquet area of the Community Center and would put the space under direct control of this partnership. Since the details of the proposal have not yet been shared with the City, staff is unable to comment at this time. The proposal apparently will continue to provide the City with at least the current rent of $5,000 per month ($60,000 per year) in revenue, however, may result in a loss of lease space availability or flexibility for other outside groups wanting to use the space. Questions and concerns of the Council may be addressed to In the Word Church and Canyon Catering, with the opportunity to consider modifications. B. Community Center Task Force At the December 5, 2005 work session, the City Council discussed the creation of a Community Center Task Force to help plan the future of the facility. Suggested Task Force Membership: • 1 Council Member • 1 Planning Commission Member • 1 Park and Recreation Commission Member • 2 Citizens at-large Staff Liaison: Kurt Ulrich, City Administrator Steve Dazenski, Parks Supervisor Direction to task Force: • Identify the scope of community needs the City wants to serve with the banquet facility and the Community Center. • Identify to what extent community needs are being met. • Identify alternatives to meet the City’s identified needs. • Identify resources available for the City to meet identified needs. • Identify a short to long-range strategy for the facility. • Report to Council at the March 6, 2006 work session Based upon discussion at the work session meeting, this item would be brought back to the January 9, 2006 Council meeting for consideration. Item No. 2C Meeting Date: January 3, 2006 Type of Business: WK WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City Administrator Review _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Greg Lee, Director of Public Works Item Title/Subject: Silver Lake Road Sidewalk Project Background: On March 22, 2004, the City Council authorized the preparation of a Preliminary Feasibility Report and consultant selection for the Silver Lake Road Sidewalk Project. This project is to construct a 6 ½ foot wide concrete sidewalk along Silver Lake Road, from County Road H to County Road I. The construction of this sidewalk is consistent with City’s Comprehensive Trail and Sidewalk Plan. Discussion: A draft Preliminary Feasibility Report has been submitted for the City Council’s review. According to the project schedule included in the report, Staff anticipates conducting a neighborhood informational meeting on this project. However, prior to presenting this draft report to the public and soliciting comments, Staff would like to address any comments and direction from the City Council. Recommendation: Staff is looking for direction on this matter. Specifically, Staff is looking for any comments and / or recommended changes to the draft report the City Council wishes to make. Respectfully Submitted, Greg Lee, Director of Public Works Item No: 04A Meeting Date: January 3, 2006 Type of Business: Work Session Administrator Review: _________ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant to the City Administrator Item Title/Subject: Public Works Benefits for the Public Works and Parks Supervisors/Uniform Benefits for Non-Union Employees Public Works It has been past practice that both the Public Works and Parks Supervisor have received the same uniform allowance benefits as the Public Works union employees. There are no policies in the Mounds View Personnel Policy that allow for these uniform allowances for non-union Public Works employees. Staff feels that this policy should be in writing to ensure there is not confusion between union and non-union benefits. The Public Works and the Parks Supervisor need these uniform items for their day-to-day operations. According to the Public Works Contract the following is stated in regard to uniform allowances: Article 18. Safety 18.2 The City will reimburse an employee up to $255 for the two-year period for the cost of a City approved purchase of prescription safety glasses to be used during working hours. Article 22. Clothing 22.1 The CITY will contribute $90 for the (2) year contract period for the purchase of work related apparel. The wok apparel is to be cleaned and kept in repair by the employee. 22.2. The CITY will reimburse an employee up to $225 for the two-year period toward the purchase of one pair of safety shoes per year of a type approved by the City (above the ankle boot with a steel/composite reinforced toe). 22.3 The CITY will provide safety wear such as safety vests, safety gloves, protective eye wear, hearing protection, etc. Excluding prescription eyeglasses. 22.4 The CITY will provide work uniforms and the cleaning of said uniforms. If the City Council wishes to give these same benefits to the Public Works and Parks Supervisors, then Staff will draft a separate policy and present it by Resolution for the City Council’s consideration. In addition to the benefits above, the Public Works and Parks Supervisor request to have the same holidays as their union workers. This would help the supervisors considerably with scheduling issues. Currently the Public Works and Parks Supervisor are non-union workers and abide by the present Mounds View Personnel Policy. This, at times, may be different than the Public Works Union Contract. If the City Council wishes to give this same benefit to these supervisors, then Staff will draft a separate policy and present it by Resolution for the City Council’s consideration. Mounds View Police Department Like the Public Works and Parks Supervisor, it also has been past practice that the Police Chief and the Deputy Police Chief have the same uniform allowance as the Police Officers and Police Sergeants Union contract. There are no policies in the Mound View Personnel Policy what allow for uniform allowances for non-union police employees. In 2005, both the Police Officers and the Police Sergeants get $670.00 for uniforms. Staff feels that this policy should be in writing to ensure there is no confusion between union and non-union benefits. If the City Council wishes to give these same benefits to the Police Chief and Deputy Police Chief, then Staff will draft a separate policy and present it by Resolution for the City Council’s consideration. The policy would state that the Police Chief and Deputy Police Chief would receive the same uniform allowance as stated in both the Police Officers and Police Sergeants Union Contract. It has been the past practice that the same uniform allowance is negotiated in both contracts. Council Staff Retreat – Feb 6th and Feb 7th, 2006 4C. Reschedule the February Work Session to Monday, January 30, 2006 4B. Council Staff Retreat – Feb 6th and Feb 7th, 2006 Don Salverda has indicated that he is available either February 6th&7th, or January 30th&31st. His preference is a two-night session February 6th&7th. Subject to Council availability, staff will schedule the retreat for these two nights and bring back an agenda and contract for Council approval. 4C. Reschedule the February Work Session to Monday, January 30, 2006 With the scheduling of the retreat for February 6th and 7th, it is suggested that the February work session be scheduled for the evening of January 30th at 7:00pm. Item No: 04D Meeting Date: January 3, 2006 Type of Business: Work Session Administrator Review: _________ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant to the City Administrator Item Title/Subject: State Auditor Guidance Regarding City Newsletters Attached is a guideline from the Minnesota State Auditor in regard to local government newsletters. In light of this State Auditor Guideline, Staff is recommending that a formal policy be adopted by the Council inorder to assist compliance in future publications. Here are some guidelines that are recommended by the Minnesota State Auditor for newsletter articles: • Avoid personal photographs of elected officials. • Avoid stating the personal goals or accomplishments of particular elected officials. • Avoid personal, signed messages from elected officials. • Avoid any other communication in the publication that would tend to attribute it to the elected official and not the political subdivision. Staff will be putting together a Mounds View Matters Newsletter policy to be presented to the City Council sometime in January. If there are other issues that the City Council would like addressed in this policy, then Staff can incorporate that into the policy. Respectfully submitted, Desaree Crane
