Item Title/Subject: Accept Donation of Children’s Play Apparatus from YMCA for the
Community Center
The YMCA has offered to donate a children’s play structure for use at the Mounds View
Community Center. The structure (see attached) is several years old, but is in good
condition and would physically fit into the Community Center’s children’s play area. To
purchase a new, similar-sized structure would cost at least $9,000 to $12,000. The
Mounds View Community Center Task Force identified a children’s play area as one of
the upgrades needed at the facility.
The City will expend resources by having public works crews dissemble, move, and
reassemble the structure. If the structure was not used for some reason the City would
bear the cost of disposal.
It is recommended that the City accept the donation of the Children’s play apparatus as
offered by the YMCA with the intent of using it at the Community Center. It is intended
that this item will be presented at the June 12th Council meeting for action.

Item Title/Subject: Comparable Cities for the Salary Compensation Study
Background
On April 10, 2006, the City Council authorized the firm Laumeyer & Associates to conduct the
Salary Compensation Study and Pay Equity Report. This Salary Compensation Study puts into
consideration population, city market value, and taxable tax capacity instead of just using Stanton
6 cities (population 10,000 – 25,000) as outlined in the Personnel Manual.
Discussion
The criteria used was that the city would be approximately 50 miles from Mounds View, have a
population between 9,000 and 14,000, and have a similar structure and tax capacity as Mounds
View. Here are the cities that were discussed between Staff and Laumeyer & Associates:

Hutchinson *
Little Canada
Monticello
Mound
North St. Paul
Robbinsdale
St. Michael
Vadnais Heights
*Hutchinson is about 75 miles.
Information from the Minnesota State Auditor’s website is attached for each City listed above. The
HR Committee will be discussing these comparable cities further at the HR Committee meeting on
June 5, 2006, preceding this Work Session.
Staff has sent out the salary survey, which was provided by Laumeyer and Associates, on May 26,
2006 (attached) to the above-listed comparable cities. As of Thursday, June 1st, Staff has received
surveys back from the City of Arden Hills, City of North St. Paul and the City of St. Michael. These
completed surveys were forwarded to Laumeyer & Associates. As of now, the firm is on task to
complete this Salary Compensation Study by July 1, 2006.

Item Title/Subject: Employee Appreciation Lunch, Wednesday June 28,
2006 and Five-Year Employment Milestone as of 2006.
Introduction:
Staff has scheduled an Employee Appreciation Lunch for Wednesday, June 28, 2006, located at the
Mounds View Banquet Facility, from 11am to 100pm. As stated in Resolution 5617, the City will
provide eligible employees gift certificates for a Five-Year Employment Milestone.
Discussion:
One of the clauses in Resolution 5617 is that the City would provide to employees “gift certificates in
the amount of $5 per year of service at five-year increments.” Currently there are 8 city employees
that fall under these criteria. Both the Employee Lunch and Gift Certificates are currently budgeted
for 2006 (Budget # 100-4100-1600). The employees below qualify under the criteria set in Resolution
5617:

This year Staff will be catering the event. The event will be buffet style to save on costs. Staff has it
down to two (2) caterers – Famous Dave’s in Roseville and Marino’s Deli in Minneapolis. Both
caterers will be able to feed at or below budget.
Recommendation:
Staff recommends approval of purchasing these gift certificates to recognize the achievements,
and will be presenting a Resolution at the June 12, 2006, City Council Meeting to authorize the
purchase. These eight employees will be asked where they want their gift certificates purchased,
and Staff will pick them up. As it was done last year, all gift certificates must be chosen in the
Twin Cities area.

Item Title/Subject: Rotary Club Membership
It is requested that consideration be given to sponsoring my membership in the New
Brighton/Mounds View Rotary Club. The New Brighton/Mounds View Rotary Club is part
of the international organization of community leaders within the Twin Cities area. Rotary
Club members lead and participate in strategic humanitarian and community projects;
encourage high ethical standards in all vocations; and help build goodwill and peace in
the community.
Attached is more information about Rotary and the benefits of club membership.
Membership would provide an important connection for the City, including additional
access to the business community, volunteers, and other resources.
The cost of membership would be $434 for the balance of 2006. The funds would come
from existing allocations within the Administration budget. In the 2007 budget, $868
would be proposed specifically for the Rotary Club membership.
The membership in Rotary will entail a weekly luncheon, and other volunteer time for
activities that would be required throughout the year.
It is recommended that the City Council support the Rotary Club membership and the
reallocation of funding for one membership.

Item Title/Subject: NATOA Conference for Communications Coordinator
It is requested that consideration be given to authorizing Communication Coordinator
Kimberly Blackford to attend the National Association of Telecommunications Officers
and Advisor’s (NATOA) annual conference August 22-25, 2006 in Lake Buena Vista,
Florida.
The item has been budgeted in the 2006 budget as $1,000 for one national conference
attendance. The budgeted funds would pay for transportation, lodging, and meals. The
North Suburban Cable Commission has agreed to pay the tuition of $495.
The conference program is attached. The conference will allow this new employee of the
City to gain technical knowledge and to build contacts within the cable communications
profession.
It is recommended that the City Council authorize attendance of Communications
Coordinator Blackford to attend the NATOA conference.

Item Title/Subject: Reschedule July’s Work Session to Monday, July 17, 2006 due to
the Independence Day Holiday.
It is requested that consideration be given to rescheduling July’s Work Session from
Monday, July 3rd to Monday, July 17, 2006 due to the Independence Day Holiday on
Tuesday, July 4th.
July 17th is the third Monday of the month and currently has no meeting scheduled.
Below is the tentative agenda for this meeting:
1. Five-year Budget Plan
2. Review Budget Targets
3. Review updated CIP plan (CIP & Parks)
4. Review Highway 10 Pedestrian Crossing Options
It is recommended that the City Council reschedule the July work session to Monday,
July 17th at 7:00 pm.
