In years past, documents created by former employees were often difficult or impossible to retrieve, essential files misplaced or lost, or worse, whole boxes of documents were lost, stolen or mistakenly eliminated. While the situation has improved as we become more “digital”, there remains a significant difficulty in archiving, searching for or retrieving documents. Discussion: To address this document management deficiency, a line item was added to the capital improvement plan to fund the transition to a City-wide electronic document management system. Staff has met with Cities Digital, the local vendor of Laserfiche, the most widely utilized document management system among government institutions nationwide. The City of Roseville has acquired the software for this product and is making it available to the City at no cost or at a nominal fee. The up-front cost to the City would be acquiring the hardware to scan documents, moving forward the costs would include a share of the annual maintenance fees and the personnel hours (or contract costs) necessary to scan, rename and file the older documents. We have received a quote from Cities Digital to supply us with the necessary hardware and to convert the paper files identified as priority. The conversion could take place over the span of a couple years to help spread the cost out, although some agencies (such as the City of Arden Hills) have opted to accomplish the transition in one year. Conclusion: Staff has asked Patrick Welsch, representing Cities Digital, to make a brief presentation to the City Council to review and discuss the benefits of the software and to answer any questions. Attached to this report is some additional information provided by the vendor which should provide sufficient background information prior to the worksession demonstration. Discussion: The proposed location would be just off of the northeast corner of the basketball court. The initial proposal would include an $800 monthly rental fee with an annual escalator percentage of 3% - both would be negotiable. The agreement would have an initial term of five years with a additional five-year renewal term. There is also the possibility that T-Mobile would allow the pole to be used to mount lights that would replace the two existing wooden poles and lights that illuminate the skating rink at Groveland Park. Conditions and compensation would need to be determined and agreed upon. This issue was included in the October 26, 2006 Parks and Recreation Meeting agenda. A representative of T-Mobile was not in attendance to explain their proposal and answer the questions of the Commission—see attached questions. If City Council moves forward with this plan (at Groveland or in another park), Parks and Recreation and Forestry Commission would request the following: 1) An opportunity to explore lighting options at T-Mobile expense for installation and running electricity to the Groveland Park Building to regulate its use. 2) The funds/proceeds from this project would be put into Park Dedication Funds, or at a minimum into a fund that supports Mound View Parks. 3) Building design would need to match new facility—construction type and appearance. 4) If T-Mobile determines to abandon the site; the pole, lighting, building, etc. becomes property of the City. 5) We would like a formal presentation to the PR&F Commission by T-Mobile in November. Majority of the Parks and Recreation and Forestry Commissioners (3-2) were not in favor of this plan due to park aesthetics, park use, future expansion, and setting precedence. Those that were in favor of the proposal did so with the following conditions for the pole and building; that they fit in to the aesthetics of the park, have functional park use, and have neighborhood support. At the November Work Session a representative of T-Mobile will be available to present the proposal and answer any questions the City Council may have. Some questions the City Council may want to consider having addressed could be: 1. Why is the preferred location Groveland Park? Can it be located somewhere else on City property? example: east side of Arden Park next to Trunk Highway 10... 2. If the lease is terminated, will the City gain ownership of the pole and building? 3. What would be the terms of the agreement if City-owned lights are mounted on to the pole? 4. Will there be additional liability for the City as a result of having a 100' pole on City property? Are there impacts to the City insurance rates? 5. What is T-Mobile's policy on vandalism control and remediation (example: if graffiti is painted onto the building how and when would T-Mobile correct this? 6. Is there typically a "collapse zone" established for a tower structure? If so, what is this and how will it affect the use of the park property? 7. Can the City require similar architecture and/or building materials and/or color as the new Groveland building? 8. How many antennas will be mounted on the pole? 9. Pole color, diameter…. 10. Will there be / can there be co-location of other companies on this pole? 11. How will T-Mobile access the site? How often will they need (typically) to access the site? With what type of equipment? 12. How will access wear and tear following construction, and as a result of on going access to the site be addressed? If the Council finds the proposal worthy of further investigation on November 6th, it would need to come back to them at a council meeting for official approval of the proposal and the associated contract. This proposal would also require a special use permit. It would therefore need to be reviewed by the Planning Commission as well. Currently, the City Code does not permit communication towers in an R-1 district. Respectfully Submitted, Greg Lee, Director of Public Works Item No. 5C Meeting Date: November 6, 2006 Type of Business: WK WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City Administrator Review _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Greg Lee, Director of Public Works Item Title/Subject: Red Oak Drive Traffic Report Background: On July 10, 2006, a letter of proposal was submitted by the firm of Bonestroo, Rosene, Anderlik, and Associates to assist the City with a traffic study of the northwest area of the City. At that meeting the City Council gave direction to reduce the cost of the study by revising the scope of services for the study. On July 24, 2006, new a letter of proposal was submitted which reduced the scope of service for the traffic study of the northwest area of the City. Based on these revisions, it was estimated that the new proposal would be reduced from $43,420 to about $30,000. The City Council determined that the cost of the study compared to the potential benefits received did not make the complete study justifiable. Staff asked for some latitude from the City to work with BRAA to determine what the City can do regarding some traffic counts without performing actual studies. Discussion: Recognizing the need to address some basic traffic issues and questions in the northwest area of the City, specifically associated with Red Oak Drive, Staff has collected traffic data. This data is attached for the City Council’s review and will be presented at the November Work Session. The complete report has been included in the DRAFT 2007/2008 Street and Utility Improvement Project Feasibility Report. Recommendation: Staff is looking for direction on this matter. Specifically, Staff is looking for Council direction and input as to what action the City should take pertaining to the data within this report. On June 26, 2006, the City Council authorized the following items to be studied as part of the feasibility report authorized on May 22, 2006 for the Street and Utility Improvement Program: 1. The street design option that was implemented in 2004, which included concrete curb and gutter. 2. Trailways as indicated in the City’s Comprehensive Trailway Plan. 3. Mailbox grouping as required by City Code. 4. Follow the County Road 10 Corridor Improvement Plan adopted in August of 2002, by indicating the elimination of the Hillview / Fairchild street access onto County Road 10 as part of the feasibility report. 5. Include Sherwood Road: Segments between Long Lake Road and Edgewood Drive only if property owners indicate a desire to be included in the study via popular vote. 6. Bituminous curbs Discussion: On the basis of the City Council's previous action, a DRAFT preliminary feasibility report has been prepared. A copy of the DRAFT report is submitted for the City Council’s review. Please note that this is a DRAFT report. Staff has not reviewed the report. City Council approves report. 60-Day Protest Period As part of the public input process for this project, a “Feedback” form will be developed and mailed out to affected property owners. It will also be available at the Neighborhood Meeting scheduled for November 21, 2006. The Feedback form will request input on various aspects of this proposed project. Some questions the City may seek could include are:  Having reviewed the Public Information Summary for the proposed Street and Utility Improvement Project, would you be in favor of this project?  Should this project proceed, what type of curbing would you prefer?  Should this project proceed, would you like to be included in the 2007 Phase or the 2008 Phase?  Please comment on any thoughts or concerns you may have regarding the proposed street and utility improvement project. Are there any additional features or items you would change in the plan? Are there other questions the Council wants to be included in the Feedback form? Such fees are to be paid in escrow up front or upon receipt of statement from the City of Mounds View.
