HomeMy WebLinkAbout05-07-1986 PROCEEDINGS OF THE PLANNING COMMISSION • CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Regular Meeting May 7 , 1986 Mounds View City Hall 2401 Hwy. 10 , Mounds View, MN 55112 The Mounds View Planning Commission was called to order 1. Call to by Acting Chairman Anderson at 7: 30 PM on Wednesday, Order May 7 , 1986. MEMBERS PRESENT: Commissioners Zollner, Miller and 2. Roll Call Forslund, and Acting Chairman Anderson. It was noted that Chairman Mountin had an excused absence. ALSO PRESENT: Public Works/Community Development Director Thatcher. Motion/Second: Forslund/Zollner to approve the April 3. Approval of 1986 minutes as corrected. Minutes: April 2 , 1986 11Payes 0 nays Motion Carried Mayor Linke inquired how long it would be before the 4. Residents Planning Commission was finished with their review of Requests and the Wuornos report on Chapters 6 and 12. He stated Comments from it is one of the Council' s top priorities and they the Floor I would like to get it from the Planning Commission as soon as possible. Commissioner Zollner reviewed the timeframe set by the Commissioners, and stated that they should be completed with it by mid-May. Mayor Linke informed the Commissioners that the Council will be discussing the garbage hauler situation on May 27 , and invited them to join, if they would like to. Mayor Linke reminded the Commissioners that May 10 is clean-up day for the City. Illiayor Linke reported the Council had just had an ecutive session on the airport, and they have cheduled a public information meeting for May 19 , to bring the citizens up to date on what is happening. Demolition Co. , explained the Council has agreed to take a 2299 County park dedication fee of $3,900 and it is not Road H, required to be stated in the resolution. Case 168-85 Motion/Second: Zollner/Miller to adopt Resolution No. 161-86, recommending approval to the City Council regarding Mounds View Planning Case 168-85 , for Herbst & Sons Demolition Co. 4 ayes 0 nays Motion Carried Director Thatcher explained this application was 6. Chester Glisan, originally approved on April 27, 1970, but Mr. Glisan 7800 Long Lake never filed the Certificate of Survey with the County, Road, and he .would now like to subdivide and must receive Case 190-86 approval once more. He added that Staff recommends approval, as this meets all requirements and all fees have been paid. Motion/Second: Forslund/Miller to adopt Resolution No. 160-86, recommending approval to the City Council regarding Mounds View Planning Case No. 190-86, for Ilk ester Glisan. ayes 0 nays Motion Carried It was agreed to continue work on the Comp Plan 7. Director Thatcher reported a representative from the Highway Department will be meeting with the Council on June 2 to discuss the Highway 10 extension with them. It is now planned for construction in 1987 . Director Thatcher reported someone has expressed interest in putting in a gas station and strip center at the corner where Northwest Marine is. He has advised them what the requirements are, and they will be getting back to Staff. irector Thatcher reported Kraus-Anderson is looking r a place to install a U-Haul rental shop. Respec fully submit ed / /I/ Steven Thatcher - Public Works/Community Development Director 0 . 1111 MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 160-86 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW PLANNING CASE NO. 190-86, CHESTER GLISAN, MINOR SUBDIVISION WHEREAS, Chester Glisan has requested City approval for a minor subdivision for his property at 7800 Long Lake Road; and WHEREAS, this minor subdivision, as requested, requires approval by the Planning Commission and City Council ; and WHEREAS, the Planning Commission has reviewed the Certificate of Survey prepared by James L. Kurth, Land Surveyor, dated March 27, 1974; and WHEREAS , the Planning Commission has reviewed this proposed minor subdivision and it is in conformance with all chapters of the Municipal Code , specifically Chapters 40, 42 , 49, 49A and State Statutes; NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the request by Chester Glisan for a minor subdivision; BE IT FINALLY RESOLVED that the Mounds View Planning Commission direct staff to forward this resolution to the City Council prior to approval of the minutes. ATTEST: Chairperson (SEAL) Director of Public Works/ Community Development • MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 161-86 • CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW PLANNING CASE 168-85, HERBST AND SONS DEMOLITION COMPANY WHEREAS, Herbst and Sons Demolition Company has requested City approval for a major subdivision ( 1 lot into 3 lots ) , rezoning and variance; and WHEREAS , the Planning Commission has reviewed the staff report and reviewed information submitted by the applicant; and WHEREAS, the Planning Commission has also reviewed the proposal and it is in conformance with all Chapters of the Municipal Code, specifically Chapters 40 , 42 , 49, and 49A and State Statutes; and WHEREAS, the existing building is 5 feet from the property line, and the City Code requires a 20 foot setback from side yard lot lines and this is a pre-existing condition not caused by the property owners; • NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends rezoning the property, occupied by Herbst and Sons after the subdivision, from B-3 to I-1 ; BE IT FURTHER RESOLVED that the Mounds View Planning Commission recommends that the property now occupied by Pettibone Corporation be rezoned from B-3 to I-1 at the same time; BE IT FURTHER RESOLVED that the Mounds View Planning Commission grants a variance of 15 feet on the side yard setback requirement; BE IT FURTHER RESOLVED that the Mounds View Planning Commission recommends revising the Comprehensive Plan for the Herbst and Pettibone properties; BE IT FINALLY RESOLVED that the Mounds View Planning Commission direct staff to forward this resolution to the City Council prior to approval of the minutes.
