The Mounds View Planning Commission was called to 1 . Call to Order
order by Chairman Mountin at 7: 55 PM on Thursday,
August 7, 1986.
MEMBERS PRESENT: Commissioners Zollner, Miller, 2 . Roll Call
Forslund and Chairman Mountin.
ALSO PRESENT: Public Works/Community Development
Director Thatcher.
Motion/Second: Miller/Forslund to approve the June 3. Approval of

Director Thatcher reviewed the request of the Watson- 5 . Watson-Forsberg
Forsberg Company, at the North Star Industrial Park, Company,
for a wetland redelineation. He stated he had made Case 195-86
a visual inspection of the area on May 21 , 1986 with

Director Thatcher reviewed the request of Dynamic 6. Dynamic Designers ,

lots into 1 lot. He also explained which variances
were granted in 1983, when the request was originally
presented, and why they were granted.

WChairman Mountin clarified how the variances were given
in 1983, and she stated the variances stay with the
property but that does not mean that further variances
have to be granted.
Director Thatcher pointed out that a 12 month time limit
was set on the wetlands alteration permit in Resolution
No. 94-83, and that time limit has expired.
Chairman Mountin stated she did not have a problem with
granting the variances for the building in the buffer
zone, as long as the other issues, such as parking and
open space, can be resolved without granting further
variances.
Commissioner Zollner expressed concern with letting the
applicant build in the wetland buffer area, and she
noted the concern that had been expressed about the same
matter in the previous case.
There was discussion among the Commissioners of how the
parking would be best situated and what should actually
be required.
Art Fretag, of Dynamic Designers, explained the units
would be one bedroom units, and planned for single
•dults. He also stated they could put something in their
bylaws, stating that nothing could be parked outside the
garage.
The Planning Commission recommended going with seven
indoor parking spaces, and 8 outdoor spots, which would
allow more room for turning around.
Director Thatcher explained that a four unit building
would meet the open space requirements and the parking
space requirements, without requiring any variances.
After considerable discussion, the Planning Commission
decided to continue discussion on this request to their
next meeting.
Motion/Second: Miller/Zollner to continue discussion on
this request until the next agenda session, on August
21, 1986 , and call to order, if necessary.

Director Thatcher reported the applicant has withdrawn 9. Rendell Hansen,

from the agenda, as it was withdrawn.

Director Thatcher reported he had prepared a resolu- 10 . Staff Report
tion, per the Planning Commissions request, regarding
the allocation of funds for hiring a planning
consultant. He also advised the Commissioners they
would be meeting with the Council on August 17 , at
7 PM. It was agreed to discuss the matter further
at the next agenda session.
•Director Thatcher reported that JLN Development Co.
has been meeting with Staff regarding the NCR site,
and they are interested in developing it, using
tax increment financing, and they have a September
30th deadline in getting an answer from the Planning
Commission and City Council . He advised they would
be meeting with the Planning Commission at the next
agenda session.
Commissioner Zollner reported she would be out of
town and not able to attend the August 18 meeting,
but she wanted it noted for the record that she
opposes tax increment financing.
Director Thatcher reported that Wagner Corporation
has a proposal to construct a gas station on the
southwest corner of Highway 10 and Silver Lake Road,
at the NE Marine site, which is presently in a
moratorium. He added that Staff has discussed this
with them and they may come back to the City.
Chairman Mountin reported the attendees at the 11 . Chairman's
July 16, 1986 agenda session were Commissioners Report

MOUNDS VIEW PLANNING COMMISSION
RESOLUTION NO. 167-86
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDATION TO THE CITY COUNCIL REGARDING PLANNING CASE
NO. 195-86, REDELINEATION OF WETLAND I .D. NO. I-23
WHEREAS, Watson-Forsberg has requested City approval of
the redelineation of Wetland I .D. No . I-23 ; and
WHEREAS, Tom Peterson of Ramsey Soil and Water
Conservation District (RSWCD) and Steve Thatcher, Director of
Public Works/Community Development, located the wetland on the
subdivision on May 21 , 1986 ; and
WHEREAS, the wetland located by RSWCD is smaller than the
wetland zoning district map in the City Code ; and
WHEREAS, the Director of Public Works/Community
Development prepared a report dated July 24, 1986 (Attachment #1 )
recommending approval ; and
• WHEREAS , City Code Chapter 48. 02 allows the wetland zoning
district map to be amended by four-fifths affirmative vote of the
City Council; and
WHEREAS , City Code Chapter 48. 02, Subd . 5 (c) states that
all structures shall be set back at least 100 feet from the
wetland;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends amending the wetland zoning
district map per Attachment #2 ;
BE IT FINALLY RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the
City Council prior to approval of the minutes.
Adopted this 7th day of August, 1986.
