Call to Order by Chairman Mountin at 7 : 49 PM on Thursday, August 21 , 1986. MEMBERS PRESENT: Commissioners Miller, Zollner, 2. Roll Call Forslund and Chairman Mountin. ALSO PRESENT: Public Works Supervisor/Building Inspector Rose , Councilmember Blanchard and Clerk/Administrator Pauley. There were no residents requests or comments from 3. ReResidentssand the floor. Comments from the Floor Mr. Rose brieflIr reviewed the..request of Dynamic 4. Dynamic Designer Designers, and he clarified for the Commissioners Case 138-83 that the property was combined, and they have received a registered survey, showing that it was done . He also passed out two resolutionts which Mr. Thatcher had prepared, one dealing with the variances and one for the conditional use permit and development proposal. Chairman Mountin reminded the Commissioners that any variancel3 granted would remain with the property, but she also pointed out that according to the proposed resolution, all variances would be null and void if the project is not constructed within one year of approval of the resolution. Mr. Rose explained there is a positive outlet for the area, which is blocked, which is why the area became a wetland in the first place, when Bronson Drive was put through. Chairman Mountin recalled that a good deal of fill had been approved for this property with the Rice 0 Creek Watershed District before the moritorium was imposed. Mounds View Planning Commission August 21 , 1986 Special Meeting Page Two • Commissioner Zoliner stated she has a problem approving variances for that site, especially after going out and looking at it. She also asked whether the developer had a permit for the fill when he was placing it. Mr. Rose replied that they had taken out a building permit before the fill was placed . Commissioner Zoliner expressed concern with the proposed plan, as she feels there will be only black-top and a pond on the property, and no open, usable space for the residents. Mr. Rose stated he would see the Planning Commission received more drainage information for that area, and Staff will also address the hardship issue again. Chairman Mountin stated the maximum units the Planning Commission would be willing to address is seven, and not any more. Motion/Second: Zollner/Miller to table action on this item until September 3, 1986 , meeting. 0 4 ayes 0 nays Motion Carried Tim Nelson, representing JLN Development, made a slide presentation showing some of the buildings they have constructed recently in the area. He also introduced Bill Frank, Tom Snoeffer and John Shardlow who were with him. Mr. Shardlow reviewed their development concept and presented drawings of the proposed development. He sta - . • . . - .- . . e over access onto County Road H-2, and they have addressed it and they feel the site cannot be developed efficiently without some type of access onto County Road H-2 . He stated that he agrees with the recommen- dation in Mr. Rose' s report that a traffic consultant needs to be hired, and they are already working on that. They are also addressing the questions with parking, run-off , ponding, and traffic flow, and are looking at many possibilities. Chairman Mountin stated the Planning Commission has made a very strong commitment to the residents along Quincy Street and County Road H-2 that they would not •allow a thru street for that area. Mounds View Planning Commission August 21 , 1986 Special Meeting Page Three • Mr. Rose added that they would be able to police the area and control truck traffic. He added that he feels a traffic study would not show any great changes in the way traffic flows now, and should actually show an improved flow and benefit to the residents. Clerk-Administrator Pauley reported the County plans to upgrade County Road I in 1987, and it is anticipated it will carry more traffic then, and they are currently upgrading County Road H-2. Mr. Frank stated they are very aware of the concern over traffic on County Road H-2, and they will do everything possible to minimize it as much as possible . Mr. Rose asked the Planning Commission to give direction to the developer, so they may proceed with the preliminary plans. He reviewed his memo of August 21, 1986, to the Planning Commission; covering the seven items he feels the Planning Commission should specifically address. Chairman Mountin stated the Planning Commission would be willing to call to order at their September agenda session, if necessary to take action on this plan. She asked that an eighth item be added to the list in Mr. Rose' s memo, that • Staff provide a history of formal or informal commitments made to the residents regarding traffic. Mr. Shardlow stated he has worked with Environmental Quality Board recently and while recent changes have been made in their requirements, they are willing to comply with whatever is necessary. He added that they have done some recent studies on parking space requirements which they will share with the City, and he feels the parking requirements can be worked out to both parties ' satisfac- tion. Mr. Shardlow also stated they will take a hard look at a PUD, as they feel it can benefit both the City and Lhemselves. Mr. Rose stated there are several areas where an EIS could be required, and he is checking into the regula- tions. He added that it could become a sensitive issue, so they should cover all bases. Chairman Mountin stated she would like to see the prelim- inary site plan, and the review which has just been done should be considered conceptual. Motion/Second: Zoilner/Miller to direct Staff to proceed with Items 1-8, and as many as possible be completed before the Planning Commission begins the preliminary • site plan review. 4 ayes 0 nays Motion Carried Mounds View Planning Commission August 21 , 1986 Special Meeting Page Four IIICommissioner Zollner asked Chairman Mountin if the tax increment financing issues was out of the Planning Commission' s hands. Clerk-Administrator Pauley replied that it was a Council decision, and they are reviewing the plan to see if the proposed use is in conformance with the requirements. Mr. Rose had no Staff Report. 6 . Staff Report Chairman Mountin thanked Mr. Rose for attending and 7 . Chairman' s assisting in the meeting .
