INFORMATIONAL MEETING CONDUCTED BY
THE PLANNING COMMISSION

INFORMATIONAL MEETING
September 17 , 1986

Chairman Mountin opened the meeting at 7: 40 PM on Wednesday, September 17 ,
1986, by introducing the Planning Commissioners , Charlotte Forslund,
Jean Miller, Robyn Zollner and herself, and Public Works/Community
Development Director Steven Thatcher and Recording Secretary Pamela Rose.
Chairman Mountin explained the purpose of the meeting was to have the
developer present their proposed development to the residents and allow
them an opportunity to see what is proposed and ask questions and voice
any concerns they may have. She emphasized that the meeting is informa-
tional only, and is not a public hearing, which would come later , at the
Council level.
Tim Nelson, with JLN Development, introduced himself and the other members
of the development team, Bill Franke, president of JLN Development,
Phil Carlson, the planning consultant, Tom Snouffer, the controller, and
Jim Benshoof , the traffic engineer consultant.
or. Nelson made a slide presentation of other developments they have done
in the past few years in the metro area, to show the type of work they do,
and some developments they presently have under construction.
Mr. Carlson showed aerial maps of the area, indicating where this proposed
development sits and the areas that surround it. He explained they would
have two types of structures in the development, office service buildings
and light industrial, and how they would differ . He stated the project
is approximately 60 acres in size, and it is essential to open it up for
traffic flow, and he showed the layout they are proposing for the
development, and where the docks would be located, and what the truck
and traffic flow would be. He also presented sketches showing the
proposed layout along County Road H2, from the front doors of the
residences along that road, to the buildings in the development.
Mr. Nelson stated they have been told from the very beginning about the
major concerns the residents and City has on the impact the development
would have on the neighborhood, and they have kept that in mind in
all phases of planning this development.
Mr. Benshoof stated he has completed a comprehensive traffic analysis
of the development, and he reviewed the process they followed in
compiling their data. He indicated they used figures supplied to them
by the City of traffic counts done in 1985 , and then did recent counts,
ilio update the figures.

r. Benshoof presented graphics showing the proposed traffic flow and
istribution, and how those figures compared to the existing traffic
flow. He also reviewed what the school hours are at Pinewood School
and stated it was their determination that this development would not
conflict with it' s major peak periods of traffic with when the children
are walking to and from school, that the majority of the morning traffic
would have arrived at work prior to the children going to school, and
the children would already have left school in the afternoon before most
of the workers in the development would be leaving for the day.
Chairman Mountin opened the meeting up for discussion and comments from
the residents.
Perrie Heiter, 2345 Rice Street, St. Paul, stated she was the attorney
representing Jack Johnson, who lives at 2211 No. Highway 10, and asked
what the impact of the development would be on Mr. Johnson' s property
and his single family home.
Chairman Mountin replied Mr. Johnson' s property has been a concern of
the Planning Commission, and they had previously asked the developer
if there were any plans for it.
Mr. Nelson stated they are interested in the possibility of adding
Mr. Johnson' s property to the development site, if they can come to
reasonable terms on the price of the property. He added they do not
Ilieed it for the development, but they would be more than willing to
iscuss purchasing it.
Chairman Mountin stated it would be in the City' s best interest to see
that all parties meet and are satisfied. She added they have not used
the tool of condemnation in the past, and they would like input from
the property owner, Mr. Johnson, as to what his wishes are.
Ms. Heiter stated Mr. Johnson was not notified of the meeting for this
evening, and they are concerned about him not receiving notification.
Director Thatcher stated he will see that Mr. Johnson receives all
future notices. He explained the public hearing date has not been
set yet by the Council, but all residents who signed the sign-in sheet
will be notified of all future public hearings c'rf 11'5 irsv ,
Chairman Mountin asked if traffic control at the intersection of
County Road H2 and Quincy had been considered yet.
Mr. Benshoof replied it would require at least a two way stop sign,
with the signs placed on Quincy and the new road which would be south
of H2 , and if the volumes warrant it, they could consider a four way
stop sign.
Director Thatcher asked if they had addressed the problem of headlights
Ilihining in the windows of the homes along County Road H2 , as cars leave
he development.
Mr. Carlson showed the access points which are planned along County Road
H2, and where they would impact along the road. He stated they did not
feel it would be a problem.

ernon Hall, 2186 Bronson Drive, stated he was concerned with the
raffic increase there would be along Quincy, as he felt most
people would use it, as Highway 10 is so busy already. He also
stated County Road I is not wide enough to handle the increase
in traffic.
Mr. Benshoof replied County Road I is scheduled for upgrading in
1987 , and their studies have shown that traffic should not increase
significantly on Quincy.
Mr . Nelson explained the project will be constructed in four phases,
with the first phase to be completed in late 1987 or early 1988. He
added he is confident the construction of new Highway 10 will
greatly alleviate the problems experienced now.
Nelorie Brandt, 1007 Montclair Avenue, stated she lives in the mobile
home park and is concerned about getting in and out of there once
the extension of Program Avenue goes through.
Mr. Benshoof stated that the traffic counts have indicated there should
not be much of a change, and if anything, the count would go down, as
there would be other alternatives available to people to use.
Ms. Brandt stated she would like to see the Bell Lane exit opened, to
provide another means of existing the mobile home park.
erector Thatcher advised the residents would have to petition the
ity to consider opening the exit. He also suggested perhaps putting
a three way stop sign at the intersection at the entrance to the mobile
home park.
Mr. Benshoof again reviewed how the traffic is projected to flow in
that area, and how they project it could actually decrease.
Charles Miller, 5287 Raymond, stated he has driven trucks for 29 years
and he does not feel signs in the development will stop the truckers
from driving through to the north, and he doesn' t feel the Police
Department can handle trying to control the problem. He added he is
also concerned about the increase in car traffic. Mr. Miller stated
he knows the property will be developed someday, but he wants to
keep the area residential.
Jim Lyons, 2279 County Road H2 , stated he has had water problems in
the past and asked if the run-off could be directed south.
Director Thatcher replied they are considering that option, and it
will be more fully addressed when the utilities are planned for the
site.
Mr. Nelson stated they would cooperate in any way they can with the
City to alleviate problems, such as truck traffic, and site drainage
4Itd so forth. He explained the drainage is planned to be handled on
e site, and it will not cause problems for those located to the
north. He explained they are very aware of erosion controls and so
forth to be used during construction, and they do not anticipate
having to bring in any additional fill for the area.

"like Yenish, 2149 Program Avenue, asked for a clarification on where
rogram Avenue would be extended.
Mr. Benshoof showed the plan again for the Program Avenue extention,
to wind around on the east side of the property to connect with
County Road H2 by the mobile home park.
Laurie Shoop, 2186 Lambert Avenue, stated there already is a problem
with traffic along County Road H2 and Quincy, and she was against the
project as she feels the traffic will be too much for the area. She
also expressed concern with the children walking to school and the
increase in traffic.
Mr. Lyons asked which phase of the project would be started first.
Mr. Nelson explained that they are not sure at this time, as it
depends on who the clients are, and their needs. He added they do
not want to jump around the site, so will build in one area at a
time, as much as possible.
Sheryl Johnson, 5300 Clifton Avenue, asked for a clarification of
the traffic and the impact it would have on the school.
Mr. Benshoof explained the majority of the traffic would reach the
development in the morning before school begins, and school would
recess for the afternoon before most of the traffic would head home.
Os. Heiter pointed out that if school begins at 8: 40 AM, children
would be leaving their homes and arriving earlier than that, while
the heavy traffic was still out.
Mr. Benshoof replied the peak would be between 7: 30 and 8: 30 AM,
and more toward the earlier time.
MaryLou Pittman, 5379 Raymond Avenue, stated she works at Pinewood
and there are very few days the sidewalks are usable after a snow-
fall, which puts the children into the streets to walk to school.
She added the school patrol starts at 8: 20 AM at Quincy and County
Road I.
There were no further comments or questions from the residents, so
Chairman Mountin thanked everyone for their input and advised that
the Planning Commission would be taking it into consideration in
their deliberations on the project.
The meeting ended at 9: 41 PM.
