Call to order by Chairman Mountin at 7: 35 PM on Order Wednesday, November 12 , 1986. MEMBERS PRESENT: Commissioners Zollner, Miller, 2. Roll Call Saunders and Chairman Mountin. ALSO PRESENT: Councilmember Blanchard. It was noted that Director Thatcher was absent duetoill- ness , and_Commisioner Forslund had-an excused absence. Chairman Mountin welcomed Eric Saunders to the Planning Commission and had him sign the oath of office. She asked that Director Thatcher see that 0 Mr. Saunders receives a copy of the Comp Plan, Chapter 40 , Chapter 32, the Gunner Isberg book, "Planning in Minnesota" , and the Planning Commission bylaws. Requesta and Comments from the Floor Chairman Mountin explained she had been told by 5. Consideration Director Thatcher that the site plan for Super of Resolution 0 America has had some revisions made, and the No. 176-86 , Planning Commission must begin the review process Super America again. • Mounds View Planning Commission November 12, 1986 Special Meeting Page Two • Roman Mueller, of Super America, made a presentation, showing slides of the site plan, topography, and proposed layout of the building. He explained the building size has been increased approximately 900 s. f. , and parking has been moved, at the request of Staff, in, conjunction with the joint access Staff has asked them to provide with the property to the west of their site. He added they have moved the sewer hook-up location to be completely off the road. Mr. Mueller stated the City Council had requested additional berming be done, and he showed where they plan to add it. He explained that because of the slope of the land on the south side, onto the next property, they cannot build a berm which they would be able to maintain, so they plan on building in a planter, with plantings, which would be 4-5' high. Mr. Mueller reviewed the original proposed layout, and the new layout for the building and showed that the loading dock would now be located in back of the building, as requested by staff. He added they will try to have all the drawings updated for the next meeting of the Planning Commission, on November 19. Mr. Mueller also stated the storage area has now been located inside the building, 0 whereas before they had planned for outside storage of many items. Chairman Mountin stated she was concerned with the loading area now being placed on the southwest corner, as it would have a higher impact to the residential area, and she was also concerned about the use of Mounds View Drive by service trucks. Mr. Mueller explained they will have only one large delivery truck per week coming to the station, and it was his understanding that Mounds View Drive was planned as a service road to serve the commercial properties along that area. Chairman Mountin requested that Staff provide a street map of the area for their next meeting, showing how the site is situated. A representative from Super America explained their delivery schedule, stating that the daily trucks, which are regular size delivery trucks, not semi- trailer trucks, will be coming to the front door during the day, and the rear loading dock will be used only once a week by the Super America semi, • and they will request they be put on the late Friday afternoon route. He added the pop and milk vendors will wheel their products in through the back door, during the day, and they will be using regular size trucks. Mounds View Planning Commission November 12, 1986 Special Meeting Page Three There was discussion on the placement of the loading dock, and driveway access to it, and Mr. Mueller reiterated that staff had requested it. be moved to the new location. Chairman Mountin stated she does not feel Mounds View Drive should be used as an access road for delivery trucks, and she had envisioned the road more for residential traffic. She asked that Director Thatcher be given an action item, to research the access of the trucks. Mr. Mueller explained it would be safer to have the delivery trucks use Mounds View Drive, rather than turn in off Highway 10 onto County Road I, as it could present a stacking problem and there is considerable traffic on Highway 10. Mr. Saunders asked if the two approaches off County Road I would be the main access to the station. Mr. Mueller explained they would, and the way it is now laid out, for access to the pumps, they anticipate very little traffic would be using Mounds View Drive. 411 Chairman Mountin stated she has a major problem with the location of the loading dock in back, because of the input received from the residents last year. Mr. Mueller showed where the gasoline tanks will be located; and he explained the tanker trucks will be coming in off County Road I to fill the tanks. Mr. Saunders stated he likes the updated plan better than the original plan in that the building is moved provide a greater buffer to the neighborhood residents. Mr. Mueller reviewed the materials to be used in the ' construction of the building, and what it will look like, and the type and size of the plantings, and the planned lighting and signs. Chairman Mountin stated the site plan should show the height of the light fixtures, as well as the location of the trademark sign. She added she would like to see the signs limited in both number and size, and asked Mr. Mueller to check their plan against 0 the City ordinance. ' Mounds View Planning Commission November 12, 1986 Special Meeting Page Four It was the feeling of the Planning Commission that the residents in general are excited about the Super America station coming in, but they do not want to see, smell or hear the operation from their homes. The Planning Commission reminded Mr. Mueller that there is to be no outside broadcasting of music or advertisements, and the speakers are to be used for the operation of the gas pumps only. Councilmember Blanchard stated that the Conditional Use Permit will allow the City to hold a public hearing at the end of the first year, to review the 24 hour a day operation and see if there have been problems with it. Chairman Mountin stated the Planning Commission will review this item again next week, and asked that Director Thatcher be prepared to give them Staff' s input. She stated they will call to order at that time. Councilmember Blanchard reported the Council has requested Super America to bring the sight lines to the next meeting, updated to show the new layout. 0 Commissioner Miller asked if the zoning was conditional on the development occurring, since one year has elapsed since they were last before the City. A representative from Super America replied that Director Thatcher had advised them it was not conditional, and there should be no problem with the zoning. Chairman Mountin asked that Director Thatcher see that Super America brings last year' s sight line drawings, as well as the new ones next week, for comparison. The Planning Commission reviewed proposed Resolution 6 . Consideration No. 177-86, for Pump and Meter Service, and made of Resolution changes to it, and asked that Director Thatcher No. 177-86 , have it updated and ready for the Commissioners to Tom Thumb take action on on November 19. They also asked that Director Thatcher review it with Attorney Meyers prior to the November 19 meeting, to make sure it is consistent with what has been done in the past for denials . • Chairman Mountin reported there had not been a meet- 7. Chairman' s ing on November 5 due to the lack of a quorum. She Report stated they will call to order on November 19 , and asked that Staff post that on the notice board in the foyer of City Hall.
