Call to order by Chairman Mountin at 7: 33 PM on Wednesday, Order March 4 , 1987. MEMBERS PRESENT : Commissioners Burgers, Saunders, 2 . Roll Call Zollner, Miller, Forslund and Chairman Mountin. ALSO PRESENT: Clerk/Administrator Pauley and Councilmember Wuori . It was noted Commissioner Peters was absent but was expected later in the meeting. Motion/Second: Zollner/Forslund to approve the 3 . Approval of August 21 , 1986, September 3, 1986 , October 15, 1986, Minutes: • November 12 , 1986 and November 19, 1986 minutes as August 21 , presented. September 3 , October 15, 6 ayes 0 nays November 12 and November 19, 1986 Motion Carried There were no residents requests or comments from 4 . Residents the floor. Requests or Comments from the Floor It was noted there was no one from the school district 5 . Consideration present. of Resolution No. 179-87 Clerk/Administrator Pauley reported there had been no new developments since the Planning Commission last reviewed this request. He stated he had checked with the attorney and it was determined they cannot require any additional screening with the parking lot, as this was all pre-existing. • • JMounds View Planning Commission March 4 , 1987 Regular Meeting Page Two 0 Motion/Second: Forslund/Miller to adopt Resolution No. 179-87, a recommendation to the City Council regard- ing Mounds View Planning Case No. 202-87 , Pinewood School addition conditional use permit, and waive the reading. 6 ayes 0 nays Motion Carried It was noted that Mr. Cook was not present. 6 . Consideration of Resolution Clerk/Administrator Pauley reported the applicant has No. 180-87 paid all fees to date, and he will contact Mr. Cook if the Planning Commission approves this request, and ask him to appear at the public hearing. He added there have been no changes or additions since the Planning Commission last discussed the request. Motion/Second: Burgers/Zollner to adopt Resolution No. 180-87 , recommending to the City Council regarding Mounds View Planning Case No. 201-87, rezoning of 2935 Highway 10 from R-1 to R-3, and waive the reading. 6 ayes 0 nays Motion Carried IIIMotion/Second: Miller/Saunders to adopt Resolution 7 . Consideration No. 178-87 , establishing meeting and timeline sub- of Resolution mission dates for the Planning Commission for 1987 , No. 178-87 and waive the reading. 6 ayes 0 nays Motion Carried Clerk/Administrator Pauley presented the Planning 8. Request, Planning Case Fili i, North Star Engineering Consultants, Inc. , - No. 196-87 Filippi, g g-- - - stated Amoco will agree to the changes requested by the forester, and he reviewed their plan for run-off for the storm drainage system. Mr. Filippi also reviewed the planned berming and screening, and he stated that all revisions discussed tonight would be incorporated into the plan and the drawings updated. He added they plan on erecting a 6 ' high wooden privacy fence along the property line of the station. There was discussion among the Commissioners of concerns with the use of wooden fences and problems with their upkeep. It was agreed they would prefer to see more plantings and berming used, if possible. Mr. Filippi stated they would be willing to replace the fence with a 2 ' berm, with closely spaced • ' Mounds View Planning Commission March 4 , 1987 Regular Meeting Page Three 0 evergreens on top. Chairman Mountin asked that the site plan be updated to include the size, location and type of lighting that is planned. Commissioner Burgers asked if the issue had been addressed of run-off of water from the cars as they leave the facility and go onto Highway 10 , and the problems that water could pose. Mr. Filippi presented the Commissioners with the data available on the lighting they are proposing, and showed the location of the lights. He also stated the facility would have the capacity to accomodate a dryer for the cars. He explained the design of the car wash is such that water will not be able to splash out, and their drainage and discharge will be directed toward Silver Lake Road, and not Highway 10. Chairman Mountin pointed out there is already a serious traffic problem at that intersection, and she would like to see it reviewed by a traffic consultant. She advised, however, that the Planning Commission would have to make a decision if they think they will go with the plan, before asking the developer to pay for the cost of • such a study. It was the concensus of the Commissioners that they were concerned with the traffic situation at this site, and the additional traffic the development would generate , and they asked that a traffic consultant be retained to address the issue. Mr. Filippi explained they plan on having two entrances onto the site, one on Highway 10 and one on Silver Lake Road, which would allow for good flow-through of the cars. csmmissioner Zollner statedshewas concerned with the entrance onto Highway 10 being so close to the inter- section, and if there is anything that can be done to make the intersection better, it should be planned for now. She added that the existing problem is not the fault of this developer, but this development would just add to it. Commissioner Saunders stated he also was concerned with the intersection, especially during rush hour, and the bank is a large source of the traffic for that area. • Mounds View Planning Commission March 4, 1987 Regular Meeting Page Four • The Planning Commission asked that the Council try to retain the firm of Barton-Ashmann to do the traffic study, and address the following issues : on-site stacking for cars leaving the site; ingress/egress onto Silver Lake Road - right in, right out; what type of median would be needed to control access; the stacking of cars waiting to get into the car wash; and the issue of a joint shared access. Chairman Mountin asked if the two property owners would consider sharing one access onto Highway 10 between their two properties, as it is a goal to reduce the number of curb cuts onto Highway 10. Jim Hansen, of Wagner Corporation, stated they are willing to work with the Planning Commission with the traffic study, and they would like to stay on schedule and not have to wait for the results of the traffic study to be presented before moving ahead with anything else. Chairman Mountin explained it should only be a matter of two or three weeks before the study results are in, assuming they can get Barton-Ashmann right away. Commissioner Burgers asked what the plan is for the • adjacent property. Mr. Hansen replied they have no tenant for the remainder of the property at this time , and if Amoco is approved and goes in, they will develop the adjacent property as quickly as possible. He added they are both flexible and negotiable as to what goes on that parcel and they will keep the best interests of the City in mind when seeking a tenant. Chairman Mountin stated they should check with MnDOT on the curb cut issue, as now would be the time to go with a single cut, whiledevelopment is occuring. Mr. Filippi stated he will make the necessary applica- tions to MnDOT, as appropriate . The Planning Commission agreed to ask the Council for the traffic study, and continue discussion on the development at the next agenda session if there is any additional information, and place it on the April 1 , 1987 agenda, for the next regular business meeting. Carl Kristophec, of Amoco Corporation, stated he could assure the Planning Commission there would be no • problem with outside trash on the site, as that is a top priority of all their facilities, to be neat and well kept and a good neighbor. He added he feels this development would be a dramatic improvement to the City, and they will be proud of it. - Mounds View Planning Commission March 4, 1987 Regular Meeting Page Five 0 Motion/Second: Forslund/Burgers to adopt the 9. Chairman' s Burgers as Vice Chairman of the Planning Commission Report for 1987. 6 ayes 0 nays Chairman Mountin asked that everyone review the Wuornos study once again, and try to decide on the most effecitve way to deal. with Districts 6 and 12. The Planning Commission discussed the philosophical differences there are on addressing this issue. Chairman Mountin reported the attendees at the February 18 agenda session were Commissioners Burgers, Saunders, Zollner, Miller, Forslund and Chairman Mountin, and Clerk/Administrator Pauley and Councilmember Wuori. The attendees at the March 2 special meeting with 411 the Council were Commissioners Burgers, Saunders, Zollner, Miller, Forslund, Peters and Chairman Mountin. Commissioner Peters arrived at 9:02 PM. Paul@ Cle k/Administr- -or • MOUNDS VIEW PLANNING COMMISSION 411 RESOLUTION NO. 178-87 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA • ESTABLISHING MEETING AND TIMELINE SUBMISSION DATES FOR 1987 WHEREAS, the Mounds View Planning Commission will be holding one regular business meeting per month during 1987; and WHEREAS, the Planning Commission has requested to review regular business meeting agenda items at their agenda session, two weeks prior to the regular business meeting; and WHEREAS, staff needs ample time to prepare reports for the Planning Commission ' s review; and WHEREAS, developers, citizens or other interested parties should be advised of deadlines for materials used by staff to prepare a report and used by the Planning Commissioners to decide on a particular development issue; and WHEREAS, that a display of meeting dates and submission • deadline dates be established to provide an orderly system for use by the Planning Commission, staff and general public; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View establishes meeting and submission timetable dates setting deadlines for submission of materials for regular business meetings and agenda sessions of the Planning Commission and also setting the dates of the regular business meetings and agenda sessions themselves; BE IT FURTHER RESOLVED that Exhibit 1 becomes an integral part of this resolution; BE IT FURTHER RESOLVED that if the Planning Commission is required to or desires to hold special meetings, they will do so in accordance with State law, Code requirements and bylaws. MOUNDS VIEW PLANNING COMMISSION • RESOLUTION NO. 179-87 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW PLANNING CASE NO. 202-87, PINEWOOD SCHOOL ADDITION CONDITIONAL USE PERMIT WHEREAS, the Mounds View School District has requested City approval of a Conditional Use Permit for an addition to Pinewood School containing four classrooms; and WHEREAS, the Planning Commission has reviewed the proposal of the School District at their Agenda Session on February 18, 1987; and WHEREAS, the Planning Commission has determined that the proposed addition is in conformance with the Municipal Code and State Statutes; and WHEREAS, this development does not require review by the Rice Creek Watershed District. NOW, THEREFORE, BE IT RESOLVED, that the Mounds View Planning Commission recommends approval of the Conditional Use Permit request of the Mounds View School District for a four classroom addition to Pinewood School . BE' IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 4th day of March, 1987. ( SEAL) Chairman ATTEST: Acting Public Works/Community Development Director MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 180-87 • CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW PLANNING CASE NO. 201-87, REZONING REQUEST BY JOHN W. COOK, 2935 HIGHWAY 10 FROM R-1 to R-3 WHEREAS, John W. Cook has requested City approval for a rezoning of the property located at 2935 Trunk Highway 10 from R-1 Single Family Residential to R-3 Mediium Density Residential; and WHEREAS, the Mounds View Planning Commission reviewed the requet that their February 18, 1987 Agenda Session and determined the following , 1 ) The request is in compliance with the Comprehensive Land Use Plan designation for this property. 2) The property cannot be served by any future extension of Knollwood Drive. • 3 ) The property contains adequate land area for purposes of developing up to six units of residential housing within one building . NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recomends to the City Council that this property be rezoned from R-1 Single Family to R-3 Medium Density Residential . BE IT FURTHER RESOLVED, that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to the approval of the minutes. Adopted this 4thdayof March, 1987.
