CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Regular Meeting July 1 , 1987 Mounds View City Hall 2401 Hwy. 10 , Mounds View, MN 55112 The Mounds View Planning Commission was called to 1 . Call to order by Chairman Mountin at 7 : 32 PM on Wednesday, Order July 1, 1987. MEMBERS PRESENT: Commissioners Saunders, Zollner, 2 . Roll Call Miller, Peters, Burgers and Chairman Mountin. It was noted Commissioner Forslund had an excused absence. ALSO PRESENT: Councilmember Wuori. It was noted that Clerk/Administrator Pauley was expected later in the meeting. 411Motion/Second: Zollner/Miller to approve the June 3. Approval of 3, 1987 minutes as presented, and the. Residents Re- the floor. quests and Comments from the Floor Gary Papermaster, of Wolf and Associates, Inc. , 5 . Consideration reviewed their request for a 3, 667 square foot of Rslt. No. warehouse addition to their existing facility. 192-87 , Wolf and Associates, Inc. Chairman Mountin stated the Planning Commission had reviewed the request at the June 17 agenda session. Mr. Papermaster explained this was another phase of the original plan they brought to the City when they first built in Mounds View. Motion/Second: Miller/Saunders to adopt Resolution No. 192-87 , recommending approval of Wolf and Associates, Inc. development proposal, Mounds View Planning Case No. 214-87. 6 ayes 0 nays Motion Carried Mounds View Planning Commission July 1 , 1987 Regular Meeting Page Two •Clerk/Administrator Pauley arrived at 7: 40 PM. 6. Consideration of Staff Memo Robert O 'Connell, 3101 Silver Lake Road, stated his Regarding Minor sister owns the adjoining property to 5051 Long Lake Subdivision, 5051 Road, and he was there to represent her and express Long Lake Road, their concern with the minor subdivision Mr. Mounds View Blanski is proposing. Planning Case No. 216-87 Chairman Mountin explained Staff _has reviewed the request and found it to be consistant with City code. Gerald Blanski, the applicant, stated he has found a buyer for the existing home and he would like to subdivide the property at this time. He added he will put in sewer and water services and he has made arrangementsfor the easement. Mr. O'Connell stated the second lot,_ if the subdivision is approved, would be 112 ' wide, and others in the area are 75 ' wide, and his sister would then be left with 43 ' of property, which she would not be able to develop. He added they would prefer that Mr. Blanski make his lot smaller so that his sister could obtain enough property to make another lot out of her property. •Mr. Blanski stated he was contacted by -the O 'Connells but they could not reach an agreement on the purchase price of the property. He added he does not want to make a smaller lot, and would like to stay with the 112 ' . Chairman Mountin stated that while the Planning Commission is very interested in the character of the area, Mr. Blanski is within his rights to develop the property as he has proposed. Mr. Blanski stated his grandmother was the original owner of the property, and when the property was divided at one time, a small parcel was left, which is what Mr. O'Connell' s sister bought, for delinquent taxes . It was the concensus of the Planning Commission that it is not their place to interfere in_a private property sale, and the request of Mr. Blanski is reasonable, and while it is unfortunate that 43of property will be left that will be unbuildable, what Mr. Blanski has asked for is within code. It was agreed to hold discussion over until the next agenda session, to allow time to perhaps find another agreeable solution, •and to call to order at that time to take action. Mounds View Planning Commission July 1 , 1987 Regular Meeting Page Three •Motion/Second: Burgers/Peters to carry action over on this item until the July 15 agenda session. 0 ayes 6 nays Motion Failed All members present voted against the above motion, based on Mr. Blanski informing them that he has an August 10 closing scheduled on the house, and he had to get the survey done in two days in order to get on the Planning Commission agenda for this evening. He stated he does not want to delay further, and he has two interested parties for the lot who are happy to have something wider than 75 ' . Motion/Second: Zollner/Miller to adopt Resolution No. 193-87 , recommending approval of the minor subdivision of 5051 Long Lake Road. 6 ayes 0 nays Motion Carried It was noted by the Planning Commission that if the applicant had agreed to a smaller lot size, a corner lot would require more than 75 ' and a variance would have been required then. Clerk/Administrator Pauley stated the item would go Son to the Council at their July 13 meeting. Clerk/Administrator Pauley reviewed the progress of 7 . Mounds View Planning Case John Ruggieri reviewed the landscaping planned for the No. 86-199 development. Mr. Nelson stated they are . only one week away from the completion of the EIS, and they hope to move very quickly to final publication of it, as they are racing the clock to begin construction this fall. Dave Putnam, the engineering consultant, reviewed the proposed public improvements for the project. Chairman Mountin stated she was concerned with the berming being put in first, with the landscaping being put in place, to minimize impact of the con,struc- •tion disturbance as much as possible from the neighbor- hood residents. Mr. Putnam stated the berming will be formed when the grading is done, but until the utilities have all been Mounds View Planning Commission July 1 , 1987 Regular Meeting Page Four •Put into place, there will be some gaps. Bill Frank, of JLN Development, stated they will be working as quickly as possible on the landscaping, as they realize it is a major concern to the area residents. Clerk/Administrator Pauley stated they could come to an agreement with the developer on what plantings could be put in before construction, and specify for the other areas what planting to be put in when the buildings are completed, and this could be tied into the buy-down on the build-up of the tax increment financing. Mr. Nelson stated it is in their best interest to do as much landscaping as possible up front. Motion/Second: Burgers/Zollner to adopt Resolution No. 194-87 , recommending approval of Stage 2 of Mounds View Business Park. 6 ayes 0 nays Motion Carried Motion/Second: Miller/Burgers to adopt Resolution 8. Consideration •No. 195-87 , recommending the hiring of Resolution, of Staff Memo Inc. as the consultant to undertake the update of Regarding the City' s comprehensive plan and development codes. Planning Consult. Selection 6 ayes 0 nays Motion Carried Chairman Mountin reported the attendees at the 9. Chairman' s June 17, 1987 agenda session were Commissioners Report Burgers, Saunders, Zollner, Miller, Peters and herself, and Clerk/Administrator Pauley. The attendees of the special interviewing session for a consultant on June 17, 1987 were Commissioner Saunders and Chairman Mountin, Councilmembers Wuori and Hankner, and Clerk/Administrator Pauley. Clerk/Administrator Pauley reported the committee 10. Staff Report will be interviewing the four finalists for the planning director on July 2. Pau Cle Adminis or MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 192-87 ' 411 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RECOMMENDING APPROVAL OF WOLF AND ASSOCIATES, INC. DEVELOPMENT PROPOSAL, MOUNDS VIEW PLANNING CASE NO. 214-87 WHEREAS , Wolf and Associates, Inc. has submitted a Development Proposal for the addition of a 3, 667 square foot warehouse addition to their existing facility located at 4860 Mustang Circle; and WHEREAS, Staff and the Planning Commission have completed a review of the proposal; and WHEREAS, the Planning Commission has determined that the project is in conformance with all applicable Municipal Codes. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. • Adopted this 1st day of July, 1987. ATTEST: Chairman (SEAL) Clerk-Administrator RESOLUTION NO. 193-87 CITY OF MOUNDS VIEW • COUNTY OF RAMSEY STATE OF MINNESOTA • RESOLUTION RECOMMENDING APPROVAL OF A MINOR SUBDIVISION, 5051 LONG LAKE ROAD, MOUNDS VIEW PLANNING CASE NO. 216-87 WHEREAS , Gerald G. Blanski , having power of attorney for the Eleanor I . Blanski Trust, has applied for the subdivision of a one acre lot at 5051 Long Lake Road into two lots; and WHEREAS, the applicant has agreed to provide a required utilityeasement and additional Long Lake Road right-of-way; and WHEREAS, the Planning Commission has determined that the proposed minor subdivision is in conformance with all applicable Municipal Codes. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View recommends approval of the minor subdivision. • BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. • Adopted this 1st day of July, 1987. ATTEST: Chairman (SEAL) Clerk-Administrator • RESOLUTION NO. 194-87 CITY OF MOUNDS VIEW • COUNTY OF RAMSEY STATE OF MINNESOTA RECOMMENDING APPROVAL OF DEVELOPMENT STAGE PLANS FOR MOUNDS VIEW BUSINESS PARK P.U. D. , MOUNDS VIEW PLANNING CASE NO. 86-199 WHEREAS, Everest Development Ltd. has submitted Development Stage Plans for the Mounds View Business Park P.U. D. ; and WHEREAS , a development review was conducted by City Staff which resulted in a finding that the plans are consistent with the previously approved General Concept Plans; and WHEREAS, the Planning Commission has reviewed the Development Stage Plans and also found them to be consistent with the previously approved General Concept Plans. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View recommends approval of the Develoment Stage Plans for the Mounds View Business Park P.U. D. BE IT FURTHER RESOLVED that the Mounds View Planning • Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 1st day of July, 1987. ATTEST: Chairman (SEAL) Clerk-Administrator • RESOLUTION NO. 195-87 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RECOMMENDING RESOLUTION, INC. IN ASSOCIATION WITH BARTON-ASCHMAN ASSOCIATES, INC. AS THE CITY'S PLANNING CONSULTANTS WHEREAS, Resolution, Inc. , in association with Barton- Aschman Associates, Inc . submitted a proposal to undertake an update of the City' s Comprehensive Plan and Development Codes in response to the City' s request for Proposals; and WHEREAS, a committee made up of the Clerk-Administrator, 2 Planning Commissioners, and 2 City Councilmembers interviewed all applicants and unanimously recommended Resolution, Inc . ; and WHEREAS, the Planning Commission reviewed the proposal of Resolution, Inc. and agreed with the recommendation of the selection committee. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View recommends the selection of Resolution, Inc. , in association with Barton-Aschman Associates, Inc . as the City' s planning consultant to undertake an update of • the City's Comprehensive Plan and Development Codes. BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 1st day of July, 1987.
