111 MOUNDS VIEW PLANNING COMMISSION
August 5, 1987
7: 30 PM
The regularly scheduled meeting of the Mounds View Planning
Commission was changed to an agenda session, due to the
lack of a quorum.
Planning Commission members present included Commissioners
Zollner and Burgers, and Chairman Mountin.
Staff present included Clerk/Administrator Pauley and .P.lanning
Director Balk. Councilmember Wuori was also present.
Commissioners Saunders, Miller, Peters and Forslund were
absent, and attempts to reach them by phone were not successful.
Chairman Mountin informed those applicants present in the
audience that the Planning Commission would discuss their
items, but no official action could be taken.
Clerk/Administrator Pauley asked if the Commission would like

the required public hearings scheduled by the Council at their
next regular meeting, on August 10, to be held on August 24.
It was the concensus of the Commission to have the hearings
scheduled, and they would meet before that date to take action
on the items. Planning Director Balk will contact the members
of the Planning Commission to set up another date for the
regular- meeting.
Mr. Zwieg, the applicant in Mounds View Planning Case No. 220-87
left after being told the Commission could take no action on
his request, but he was assured he would be contacted when they
would be meeting next.
Mr. and Mrs. Leo Sturges were noted as present, for their
request for a variance at 5433 Quincy Street.
Clerk/Administrator Pauley explained that according to Mrs.
Sturges, they had transferred 10 feet of their property to their
neighbors, as a result of a builders error in the placement of
the house to the south of their property, which now is necessi-
tating their request for a variance for the driveway extension
they have already constructed.
Clerk/Administrator Pauley stated he had found a County map
showing that the Sturges lot was decreased by 10 feet at some
• point in time, but was not able to find the records that would
explain why that occurred. He stated that it is very difficult
to research as the records from that era were hand-written minutes

which are in various journals. He stated the City began
keeping records when it was incorporated, but he does not
know where to look for records prior to that date.
The recording secretary was dismissed at 8:00 PM, as it
was determined there would not be a quorum for the evening.

Councilmember Wuori questioned the wording in
Resolution No. 197-87 , paragraph 2. 6 . She stated
the City Council should determine whether the
developer will make cash payment for park land
dedication.

paragraph 2.6 to read park land dedication credit
as determined by the City Council.

RESOLUTION NO. 196-87 •

COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT FOR OVERSIZED
ACCESSORY BUILDING, WILLARD AND MARVIS HARO, 7545 PLEASANT VIEW
DRIVE, MOUNDS VIEW PLANNING CASE NO. 218-87
WHEREAS, Willard and Marvis Haro, 7545 Pleasant View Drive
have requested a Conditional Use Permit to allow the construction
of a 400 square foot storage building; and
WHEREAS, Mounds View Municipal Code, Chapter 40. 10,
Subdivision C, ( 2) , c. provides the maximum size of an accessory
building in an R-1 district shall be 216 sq. ft.unless a Condi-
tional Use Permit is awarded by the City; and
WHEREAS, Mounds View Municipal Code, Chapter 40. 10, Subdi-
vison D, ( 6) , a through e provides that an accessory building may
be permitted up to 400 square feet once said building is a
permanent structure and is designed and maintained to provide a
uniform appearance with the principle dwelling unit; and
• WHEREAS, the Mounds View Planning Commission has reviewed
the proposal and found it to be consistent with City Code.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
of the City of Mounds View recommends approval of a Conditional
Use Permit for the construction of a 400 square foot accessory
building on the property identified as 7545 Pleasant View Drive
conditioned upon the following:
1. The use of the building shall be limited to storage
of domestic supply and non-commercial and recreational
equipment- as provided in Municipal Code Chapter 40. 10,
Subdivision C, ( 2) .
2. No improved driving surface or apron shall be installed
to the building.
3. Any vehicle stored in the building must be licensed with
the Minnesota Department of Transportation as a collector
or vintage vehicle.
4. The building must be a permanent structure designed and
maintained to provide uniform appearance with the
dwelling unit.
411 5. The Conditional Use Permit, if issued, be filed with
Ramsey County for recording on the title of the subject
property.

RESOLUTION NO. 197-87

STATE OF MINNESOTA
RECOMMENDING APPROVAL OF PRELIMINARY PLAT FOR GREENFIELD
ESTATES, MOUNDS VIEW PLANNING CASE NO. 213-87
WHEREAS, Harstad Companies has submited a preliminary plat
for Greenfield Estates; and
WHEREAS, the request for approval includes requests for the
following:
1. Prelminary plat approval
2. Wetland zoning district amendment
3. Wetland alteration permit
4. Variance to allow construction within 100 foot wetland
setback
• 5. Vacation of a portion of Hillview Road right-of-way
6 . Park land dedication credit
7. Conditional Use Permit for working in the wetland
WHEREAS, the Mounds View City Staff has conducted a
development review and made the following requests for additional
information for modifications to the proposal as follows:
1. Concrete curb and gutter should be installed along the
entire length of Edgewood Drive from County Road I to
Hillview Road .
2. The minimum basement elevation should be established
at 905.
3. The low point of Edgewood Drive should be lowered to
an elevation not to exceed 903. 4.
4. The final plat to be submitted on this development ,.
should provide for the creation of outlots A and B
which would include all lands to be left as wetlands
after modification of the existing wetlands for
conveyance of these outlots to the City of Mounds View.
5. The following additional information should be submitted
by the developer prior to approval of the preliminary
plat.

b. Reseeding plans

WHEREAS, the Mounds View Planning Commission has reviewed
the preliminary plat, narrative statement, and application for
Greenfield Estates submitted by Harstad, and staff reports dated
July 10, 1987 and found the proposal to be consistent with all
applicable local and state codes and regulations.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
of the City of Mounds View recommends approval of the following
requests by Harstad Company,
1. Preliminary plat for Greenfield Estates.
2. Amendment of the boundaries of Wetland No. I-19.
3. Wetland alteration permit.
4. Variance to allow construction and 100 foot wetland
setback.
• 5. Vacation of access of Hillview Road right-of-way.
6. Park land dedication credit as determined by the City Council.
7. Conditional Use Permit for work in the flood plain.
BE IT FURTHER RESOLVED that said approval be conditioned
upon the following :
a. Concrete curb and gutter be installed along the
entire length of Edgewood Drive from County Road
I to Hillview Road.
b. Minimum basement elevation of 905.
c. Low point in Edgewood Drive to be no higher than
903. 4.
d. Two outlots, namely Outlot A and Outlot B be created
to encompass all wetlands remaining after alteration
for conveyance to the City.

CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW PLANNING
CASE NO. 220-87, WILLIAM R. ZWIEG, 5309 GREENFIELD AVENUE, MINOR
SUBDIVISION
WHEREAS, William R. Zwieg, 5309 Greenfield Avenue has
requested approval of a minor subdivision creating two lots of
equal size, i.e 132 ' x 135 ' ; and
WHEREAS, City Staff has reviewed the proposal and determined
that the minor subdivision is in compliance with all applicable
City Codes; and
WHEREAS, the Mounds View Planning Commission has reviewed the
preliminary plat and concurred with the conclusions reached
by City Staff .
• NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission recommends approval of the minor subdivision for
William R. Zwieg, 5309 Greenfield Avenue.
BE IT FURTHER RESOLVED, that the Mounds View Planning
Commission directs staff to forward this resolution to the City
Council prior to approval of the minutes.

MOUNDS VIEW PLANNING COMMISSION
RESOLUTION NO. 199-87
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING LEO STURGES REQUEST FOR A VARIANCE
AT 5433 QUINCY STREET, MOUNDS VIEW PLANNING CASE NO. 221-87
WHEREAS, the applicant has requested a five foot variance
from the side yard setback requirements; and
WHEREAS, the existing driveway extends five feet abutting the
side yard lot line; and
WHEREAS, the hardship is that the zoning ordinance does not
allow adequate space for a two car driveway on a 65 foot lot; and
WHEREAS, the property is subject to drainage problems
creating unique circumstances; and
WHEREAS, the special circumstances do not result from actions
of the applicant; and
WHEREAS, granting the variance request will not confer on the
applicant any special priviledges; and
WHEREAS, the variance request will alleviate the hardship;
and
WHEREAS, the variance is not materially detrimental to the
City Code.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission approves the request by Leo Sturges;
BE IT FINALLY RESOLVED that the Mounds View Planning
Commission grants a five foot side yard variance for 5433 Quincy
Street.
