Call to order by Chairman Mountin at 7: 35 PM on Wednesday, Order November 4, 1987. MEMBERS PRESENT: Commissioners Burgers, Miller, 2 . Roll Call Peters, Saunders, Simons, Zollner and Chairman Mountin. ALSO PRESENT: City Planner Herman and Council- member Wuori. Motion/Second: Burgers/Saunders to approve the 3. Approval of October 7 , 1987 minutes as presented. Minutes : October 7 , •7 ayes 0 nays 1987 Motion Carried The Planning Commission welcomed the newest member , Mark Simons. There were no residents requests or comments 4. Residents from the floor. Requests and Comments from the Floor Planner Herman reviewed that the request for an 5 . Consideration extension of the conditional use permit for Kunz of Staff Memo Oil Co. at 2901 Highway 10 had been before the and Rslt. No. Planning Commission at the October 7 meeting, at 207-87 Regarding which time it was tabled. She explained she had Kunz Oil Co. discussed the matter with the City Attorney relative to conditions that could be placed on extending the conditional use permit, and he determined the Planning Commission could request the landscaping plan for the redevelopment, to be reviewed at this time. She added that Staff recommends approval of the resolution granting "Ian extension of the conditional use permit. Mounds View Planning Commission November 4 , 1987 Regular Meeting Page Two commissioner Miller asked if site lines had been provided with the site plan, as requested by the Planning Commission at the agenda session. Planner Herman stated she had understood the landscaping plan would be adequate, which the developer has provided. Chairman Mountin stated they would not get much from a site line drawing, with 6 ' trees planted, but berming would substantially change the site line. She added it would be helpful to have a cutaway drawing. She also noted the original site plan showed a 6 ' fence, and the Planning Commission has since gone to the use of berming as they feel it is more workable and accomplishes the desired effect. Mr . Kunz stated he had recently received the forester' s recommendations and was in the process of reviewing them and he asked if the Planning Commission wanted site plans to be included with the landscaping drawings . Planner Herman explained the forester has recommended oberming along the northwest edge of the property, and she asked whether the Planning Commission wanted berming on all three sides of the property. Steve Ficktel, the architect representing Mr. Kunz , reviewed how much land is available on the property for berming, as well as the flow of the drainage. He stated there is not an adequate width to berm east to west. He added there would also be a problem in having enough room for a ponding area if berming is required, in that they would have to make the pond significantly deeper to provide the same capacity. Chairman Mountin noted there had been a great deal of opposition from the neighbors to the north when the plan was originally discussed, but after it was reworked, the present proposal for the property is more agreeable to them. Mr. Kunz stated he would bring in copies of the site plan to go over with the Planning Commission and work out the berming issue. Motion/Second: Miller/Zollner to table further discussion on this item until the November 18, 1987 agenda session. 4117 ayes 0 nays Motion Carried Mounds View Planning Commission November 4, 1987 Regular Meeting Page Three 411Chairman Mountin stated they will review the site plan at the agenda session, and she asked Planner Herman to have the consulting engineer review the plan to see if ponding could be located' in front. She asked that the developer provide the site plan, landscaping plan, including site lines, drainage plan and signage plan for the agenda session. Mr. Ficktel stated he will have the information to the City by November 13, so that it can be included with the Planning Commission packet. Chairman Mountin stated that if the Planning Commission has everything they need to make their decision, they will call to order and take action on November 18. Planner Herman reported the TJB Company proposal was 6. Staff Report approved by the City .Council, and the city engineer is now reviewing the water main hook-up plan as submitted. Planner Herman also reported a subdivision request had come before the Planning Commission at the last agenda session, and she did some preliminary research into the figures the real estate agent presented re- •garding lots in the City that do not meet the square footage requirements, and the..:majority that she has checked into so far were platted before the Code came into effect. Chairman Mountin noted that a special allowance has been made for lots .that were .platted before 1960 , and for a substandard size lot to be approved now, there would have to be a hardship demonstrated and uniqueness to the lot. library for Ramsey County has been tabled by the Report County Commissioners, and it appears now that the Council' s of the cities involved will put together a resolution encouraging one plan, in the hopes of guiding the County Commissioners in one direction. Commissioner Miller inquired about the construction being done on County Road I, and in particular why the digging was so deep by Jackson. Councilmember Wuori explained that work was planned for this fall, but they will not be able to finish the cement work, so a temporary blacktop surface will be "'put down for this winter. She explained the hole was so deep as the pipe is buried that low, about 60 `. down. Mounds View Planning Commission November 4, 1987 Regular Meeting Page Four that temporary stop signs be placed at the County Road J and Long Lake Road and freeway intersections, due to the increased traffic problems while roads are under construction, but the County turned them down. She noted, however, that the intersection will be signalized next summer, once all the construction work is done. Chairman Mountin reported the attendees at the October 21 agenda session were Commissioners Simons , Miller, Peters and Saunders, and Planner Herman, with she and Commissioner Burgers being absent. Commissioner Zollner had an excused absence. Councilmember Wuori reported that neither applicant for the oversized storage sheds had showed up for the public hearings on October 26, and since complaints were received from the neighbors about the request for Mr. DeGrosse, action was tabled until Mr. DeGrosse comes in and meets with the Council and addresses the concerns expressed. Planner Herman reported the consultant will be at the November 18 agenda session to meet with the Planning Commission. •Cháirman Mountin adjourned the meeting at 8: 16 PM. 8.
