Call to order by Acting Chairman Burgers at 7 : 40 PM on Order Wednesday, February 3, 1988. MEMBERS PRESENT: Commissioners Saunders, Zollner, 2. Roll Call Miller and Acting Chairman Burgers. It was noted that Chairman Mountin had an excused absence, and Commissioners Peters and Simons had unexcused absenses. ALSO PRESENT: City Planner Herman and Councilmember Wuori. Motion/Second: Zollner/Miller to approve the December 3. Approval of 4112 , 1987 minutes as corrected. Minutes: Debember 2 , 1987 4 ayes 0 nays Motion Carried There were no residents requests or comments from 4 . Residents the floor. Consideration plan since the Planning Commission last reviewed it. of Staff Memo She stated the City Forester had looked at the plan and Resolution and is comfortable with the planned screening. No. 212-88, CUP for Metro Waste Planner Herman stated she had spoken with the City Control Comm. Attorney regarding the question of banning a metal building as a condition within a conditional use permit. He felt this was allowable under the Code, although it had never been done before. She also pointed out that there is a metal building on the Edgewood Community Center property, fronting onto 'County Road H. She also noted that a permit has not been issued yet from the Rice Creek Watershed District, but it has been applied for and there is no anticipated problem in receiving one. a Mounds View Planning Commission February 3, 1988 Regular Meeting Page Two () There was discussion among the Commissioners as to the color and construction of the building, with the preference being either green or brown in color, to blend in with the surroundings. Planner Herman presented pictures received from Mr. Strane of the MWCC, showing what the proposed building would look like. Mr. Strane stated that the MWCC prefers to go with the metal buildings, and while their color is often blue, he will pass the Planning Commissions wishes along to the MWCC. It was agreed to add a contingency to proposed Resolution No. 212-88 to require approval from the Rice Creek Water- shed District, as part of the conditional use permit and eliminate the condition referencing aesthetic treatment. Motion/Second: Saunders/Zollner to adopt Resolution No. 212-88, recommending approval of a conditional use permit to construct a public facility in an R-1 district for the Metropolitan Waste Control Commission at 2345 County Road H, and waive the reading. • 4 ayes 0 nays Motion Carried Planner Herman reported that Barr Engineering will be 6 . Staff Report making a presentation on the wetland and flood plain ordinances to the City Council and Planning Commission on Saturday, February 27, and at that time they will also be presenting the proposal from Dynamic Designers and will walk the Council and Commission through it. The attendees at the January 20 , 1988 agenda session 7. Chairman' s were Commissioners Saunders, Zollner, Miller, Burgers , Report Peters , Chairman Mountin, Councilmembers Wuori and Quick, and City Planner Herman. Commissioner Simons had an excused absence for that meeting. Acting Chairman Burgers adjourned the meeting at 8. Adjournment 8: 08 PM. Respectfully submitted, • Kim Herman City Planner MOUNDS VIEW PLANNING COMMISSION RESOLUTON NO. 212-88 411 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT TO CONSTRUCT A PUBLIC FACILITY IN AN R-1 DISTRICT FOR THE METROPOLITAN WASTE CONTROL COMMISSION AT 2345 COUNTY ROAD H WHEREAS, the Metropolitan Waste Control Commission, 2345 County Road H, has requested a conditional use permit to build a storage building in an R-1 District; and WHEREAS, the Mounds View Municipal Code, Chapter 40. 10, Subdivision D(2 ) , provided that governmental and public utility buildings and structures necessary for the health safety and general welfare of the community are a conditional use; and WHEREAS, the Planning Commission has reviewed the proposal and has found that the structure conforms to the setback and side yard requirements of an R-1 District and there is no outside storage proposed and there is adequate screening from neighboring uses. • NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of a conditional use permit to allow for the construction of a storage building by the Metropolitan Waste Control Commission, 2345 County Road H, legally known as; subject to road, the east 640 feet of south 190 feet of southeast 1/4 of southwest 1/4 of Section 8, Township 30, Range 23, contingent upon the following: 1 ) Approval by the Rice Creek Watershed District. BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 3rd day of February, 1988.
