The Mounds View Planning Commission was called 1 . Call to Order
to order by Chairman Mountin at 9: 35 p.m.
MEMBERS PRESENT: Commissioners Simons , Burgers, 2. Roll Call
Zollner, Saunders and Chairman Mountin.
It was noted that Commissioners Miller and
Peters had excused absences.
ALSO PRESENT: Councilmember Wuori and City
Planner Herman.
There were no requests or comments from the 3. Citizens Requests

Motion/Second: Burgers/Simons to approve 4. Consideration of
Resolution No. 214-88 finding Development Resolution No.
District Plan #1, Tax Increment Financing 214-88
Plan #2 to be consistent with the Comprehen-
sive Plan.

Commissioner Zollner felt that the Tax Increment
Financing (TIF) Plan was not consistent with
the Comprehensive Plan. She believes the TTF
Plan is not in the best interest of the
community, and the community should not provide
corporate welfare. She also stated that the
Plan will cost the City. She indicated that if
the changes in TIF legislation occurs, and TIF is
gone, then all communities will have the same
development opportunities and communities will
not have to support corporations. Commissioner
Zollner also believes this area will be developed
without the subsidy from the City.

Plan #3, to be consistent with the Comprehen-
sive Plan.

Commissioner Simons stated that he is more
interested in office establishments in this
area than commercial.
Commissioner Burgers believes the area can be
developed equally well without needing the
Tax District.
Chairman Mountin believes the proposed development
will intensify commercial use in too large an area
along Highway 10 and penetrates further into the
residential area; therefore it is not in keeping
with the Comprehensive Plan.
Commissioner Saunders stated that the Comprehen-
sive Plan does not call for a large commercial
development in that area.
Commissioner Zollner felt that the Tax Increment
Financing (TIF) Plan was not consistent with
the Comprehensive Plan. She believes the TIF

STATE OF MINNESOTA
RESOLUTION FINDING THE PROPOSAL FOR DESIGNATION OF
MUNICIPAL DEVELOPMENT DISTRICT NO. 3, TAX INCREMENT
FINANCING DISTRICT NO. 3 AND PROPOSAL FOR APPROVAL
AND ADOPTION OF THE DEVELOPMENT PROGRAMS AND TAX
INCREMENT FINANCING PLANS RELATING THERETO TO BE
CONSISTENT WITH THE COMPREHENSIVE PLAN OF THE CITY
WHEREAS, the City of Mounds View ( the "City" ) has ( a)
proposed designation of Municipal Development District No. 3 ( the
"Development District" ) ; (b) proposed establishment of a Tax
Increment Financing District No. 3 (the "Tax Increment
Districts" ) located within the Development District, all located
within the jurisdictional limits of the City; and ( c) proposed
the creation of a Development Program ( the "Development Program" )
and Tax Increment Financing Plan ( the "Financing Plan" ) relating
thereto, pursuant to Minnesota Statutes, Section 469. 124 to
469. 134, inclusive, and Minnesota Statutes, Sections 469. 174 to
469. 179, inclusive; and
• WHEREAS, the Development Program and Financing Plan have
been submitted to the Mounds View Planning Commission pursuant to
Minnesota Statutes, Section 469 . 126 , Subd . 1, and Minnesota
Statutes, Section 469. 175, Subd . 3 (3 ) ; and
WHEREAS, the Planning Commission has reviewed the proposed
Development Program and Financing Plan to determine the
consistency of the Development Program and Financing Plan to the
Comprehensive Plan of the City.
NOW, THEREFORE, BE IT RESOLVED by the Mounds View Planning
Commission that the Development Program and Financing Plan are
consistent with the Mounds View Comprehensive Plan and the
Commission recommends approval of the Development Program and
Financing Plan to the Mounds View City Council.
Adopted this 17th day of February, 1988.

RESOLUTION FINDING THE PROPOSAL FOR ESTABLISHMENT
OF TAX INCREMENT FINANCING DISTRICT NO. 2 AND
PROPOSAL FOR APPROVAL AND ADOPTION OF THE TAX
INCREMENT FINANCING PLAN RELATING THERETO TO BE
CONSISTENT WITH THE COMPREHENSIVE PLAN OF THE CITY
WHEREAS, the City of Mounds View proposed establishment of
a Tax Increment Financing District No. 2 ( the "Tax Increment
Districts" ) located within the Development District, all located
within the jurisdictional limits of the City; and proposed the
creation of a Tax Increment Financing Plan ( the "Financing Plan" )
relating thereto, pursuant to Minnesota Statutes, Sections
469. 174 to 469. 179, inclusive; and
WHEREAS, the Financing Plan has been submitted to the
Mounds View Planning Commission pursuant to Minnesota Statutes,
Section 469. 126, Subd. 1, and Minnesota Statutes, Section
469. 175, Subd. 3 ( 3 ) ; and
• WHEREAS, the Planning Commission has reviewed the proposed
Financing Plan to determine the consistency of the Financing Plan
to the Comprehensive Plan of the City.
NOW, THEREFORE, BE IT RESOLVED by the Mounds View Planning
Commission that the Financing Plan is consistent with the Mounds
View Comprehensive Plan and the Commission recommends approval of
the Financing Plan to the Mounds View City Council.

RESOLUTION NO. 216-88

COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING THE CITY OF MOUNDS VIEW
PURCHASE THE PROPERTY LOCATED AT 8100 GROVELAND ROAD
WHEREAS, the Mounds View Planning Commission has met with
residents who would be affected by the purchase of 8100 Groveland
Road and the extension of Knollwood Drive, and heard their
comments; and
WHEREAS, there is currently a building permit application
before the City for 8100 Groveland Road; and
WHEREAS, the Planning Commission feels that it would be
within the City' s best interest to plan for future development;
and
WHEREAS, it is recognized that there are not at present
any plans to extend Knollwood Drive.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
• Planning Commission recommends the purchase of 8100 Groveland
Road and set it aside for future development considerations.
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission directs Staff to forward this resolution to the City
Council prior to approval of the minutes.
