Call to by Chairman Mountin at 7 : 40 PM on Wednesday, March 2 , Order 1988 . MEMBERS PRESENT: Commissioners Burgers, Saunders, 2 . Roll Call Zollner, Miller, Peters and Chairman Mountin. It was noted that Commissioner Simons was absent due to illness. ALSO PRESENT: City Planner Herman and Councilmember Wuori. Motion/Second: Zollner/Burgers to a rove the February approve 3. Approval of 3 , 1988 minutes as presented, and the February 17 , 1988 Minutes : 4111inutes as corrected. Requests and Comments from the Floor Planner Herman stated Mr. Grone has a copy of the pro- 5 . Consideration posed resolution. She added that she had spoken with of Resolution Dan Boxrud regarding the drainage work to be done when No . 211-88 the new lot is built on, and she explained the easements that would be provided. It was clarified that the easements and required swale will be included in the development agreement. A building permit will be issued contingent upon constructing the swale. • Mounds View Planning Commission March 2 , 1988 Regular Meeting Page Two Motion/Second: Saunders/Miller to adopt Resolution No. 211-88 , recommending approval of a minor subdivision for Mr . George Grone, 8340 Knollwood Drive, Mounds View Planning Case No. 231-88 , and waive the reading. 6 ayes 0 nays Motion Carried Planner Herman stated Mr. Grone ' s request should be before the Council at their March 21 agenda session and March 28 regular meeting. It was noted that Mr. Gustafson, the applicant, was 6. Consideration not present, and that he had been-mailed a copy of of Resolution the resolution. No. 213-88 Planner Herman reported she had spoken to someone at the County, and stipulations can be placed on Mr. Gustafson' . title, but it will be up to the City to enforce it. Motion/Second: Burgers/Zollner to adopt Resolution No. 213-88, recommending approval of a minor sub- division for George Gustafson, 8391 Spring Lake Road, and waive the reading. 41, ayes 0 nays Motion Carried Planner Herman reported she has been contacted by an 7. Staff Report individual interested in opening a veterinary clinic in the new Silver View Plaza. She explained the City Code does not discuss small animal clinics and she asked for input from the Commissioners. It was determined that a hearing would have to be held and the Code revised, and it was the concensus of the Planning Commission that this would fit into a B-2 zoning, and a business of this nature could be a welcome addition to the City. The Planning Commission directed Planner Herman to see if the veterinarian is seriously interested, as the hearing process would take approximately 90 days, and they would get going on it if the interest was there. Planner Herman reported there are handouts available from the joint City Council/Planning Commission meeting held on February 27 . She added Clerk/ Administrator Pauley has asked Barr Engineering to write a summary of the major points and what their recommendations were. She added that she and Clerk/ ilkdministrator Pauley would be getting together to set trategy on how to proceed. The attendees at the February 27 joint City Council/ Planning Commission workshop were Commissioners Burgers, Saunders, Zollner, Miller, Peters, Chairman Mountin and Planner Herman. Chairman Mountin adjourned the meeting at 8:02 PM. 9. Adjournment Respectfully submitted, Kim Herman City Planner • • MOUNDS VIEW PLANNING COMMISSION RESOLUTON NO. 211-88 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A MINOR SUBDIVISION FOR MR. GEORGE GRONE, 8430 KNOLLWOOD DRIVE, MOUNDS VIEW PLANNING CASE NO. 231-88 WHEREAS , Mr. George Grone, 8430 Knollwood Drive, has requested approval for a minor subdivision dividing the southern 85 feet from the remaining property; and WHEREAS, the Planning Commission has reviewed the applicants request for a minor subdivision and determined that it is in conformance with Chapters 40 and 42 of the Municipal Code. NOW, THEREFORE , BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the minor subdivision request made by Mr. George Grone, 8430 Knollwood Drive, contingent upon the following: 1. The City be provided with appropriate title abstracts and record the abstracts with Ramsey County. 2. A drainage easement be provided along the western 80 feet of the newly created lot, and a drainage easement of 10 feet be provided along the southern 10 feet of the lot remaining. 3 . A development agreement be entered into with Mr. Grone and the City in order to specify the drainage system. BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 2nd day of March, 1988. ATTEST: City Planer (SEAL) • Chairman • RESOLUTION NO. 213-88 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A MINOR SUBDIVISION, 8391 SPRING LAKE ROAD, MOUNDS VIEW PLANNING CASE NO. 233-88 WHEREAS, Mr. George Gustafson, 8391 Spring Lake Road, has requested approval of a minor subdivision dividing the southern 7 feet of Lot 2, Gustafson 's Addition from his Property; and WHEREAS, Mr. Gustafson also has requested approval of a minor subdivision combining said 7 feet of Lot 2 to Lot 3 creating a combined lot of 99 feet by 210 feet; and WHEREAS, the Planning Commission has reviewed the applicant's request for a minor subdivision and determines that it is in conformance with Chapters 40 and 42 of the City Code contingent upon the following: 1 . That the residence at 8403 Spring Lake Road , legally known as Lot 2, Gustafson' s 2nd Addition, be brought • up to Code either through demolition or by moving it within 12 months of the subdivision approval by the City Council. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View recommends approval of the minor subdivision request by Mr. Gustafson contingent upon providing the City with appropriate title abstracts and recording of those abstracts with Ramsey County. BE IT FURTHER RESOLVED that the Planning Commission of the City of Mounds View directs Staff to forward this resolution to the City Council prior to approval of the minutes.
