The Mounds View Planning Commission was called to 1. Call to Order
order by Chairman Mountin at 7 : 36 PM on Wednesday,
March 16, 1988 .
MEMBERS PRESENT: Commissioners Saunders, Zollner, 2. Roll Call
Peters, Simons, Miller and Mountin.
It was noted that Commissioner Burgers had an
excused absence.

Planner Herman reviewed the memo of March 16 from Regarding
Barr Engineering regarding their evaluation of the Dynamic
level of compliance of the Dynamic Designers proposal Designers
with Chapters 48 , 49 and 49A of the City Code, and Variance Request
the six areas of potential conflict which they
identified.
Planner Herman noted there is a discrepancy between
the lot size scaled off on the site plan dated
January 12, 1988 and that of the Ramsey County
records. She explained that could have occurred
due to the number of times copies have been made
on top of one another. She explained, however, that
the property is still approximately 28 , 000 square
feet, which still cannot equal two lots of 20, 000
square feet.

not match, they cannot deal in specifics.

SCouncilmember Wuori pointed out that the approximate
difference in figures of 200 square feet still would
require waiving the square footage requirements.
It was the concensus of the Planning Commission to
include the March 16, 1988 memo from Barr Engineering
as part of the official minutes.
Planner Herman noted that Dynamic Designers did come
in and pay their fees on Monday, March 14 .
Motion/Second: Zoilner/Peters to adopt Resolution
No. 217-88 , denying a variance request for Dynamic
Designers, 7656 and 7660 Woodlawn Drive, Mounds
View Planning Case No. 138-83.

Re: Dynamic Designers Woodlawn Drive Site Plan
Dear Mr. Pauley:
The following letter report has been prepared at the request of the
City of Mounds View for the purpose of evaluating the level of compliance
of the Dynamic Designers Woodlawn Drive site plan with Chapters 48, 49 and
49A of the Mounds View Municipal Code (The Ordinance). The evaluation
process included review of:
o Chapters 48, 49, and 49A of Mounds View City Ordinance No. 318
o Wetland boundaries at the proposed development site.
o The Ramsey County Soil and Water Conservation District publication
• "City of Mounds View Wetland Inventory", December 1988.
o Flood Insurance Study prepared for the City of Mounds View
September 2, 1982.
o Correspondence and submittals related to the Dynamic Designers
site.
o The Drainage Plan submitted by Dynamic Designers August 10, 1980.
o Site plans submitted by Dynamic Designers dated March 14, 1983 and
January 12, 1988.
o Rice Creek Watershed District Wetland Preservation Guidelines.
The evaluation was conducted during the period December 1987 through
February 1988. Discussion of the results in the following paragraphs has
been restricted to areas where the proposed development and related
submittals appear to be incomplete or in conflict with the requirements of
the Ordinance.
The proposed development is within the 1-9 wetland zoning district.
The development will require subdivision of one 28,000 square foot lot into
two lots and placement of fill in 0.2 acres of existing wetland. The
result of the development as proposed will be two lots approximately 14,000
square feet in size, with lot width and structure setback distance from the
wetland each less than 100 feet.
Six areas of potential conflict with the ordinance were identified.
Those areas included requirements related to minimum lot size, minimum lot
width, minimum setback distance of structures from wetlands, phosphorus
• stripping capacity, stormwater runoff and flood height requirements.

Ordinance requirements for lands proposed to be subdivided in wetland
zoning districts are a minimum lot size of 20,000 square feet, a minimum
lot width at the building setback line of 125 feet, and a structure setback
distance of 100 feet from a wetland. As described above, Dynamic Designers
Proposal does not conform to these requirements.
Calculation of the natural phosphorus stripping capacity of the
existing wetland using the method referenced in the RCSCS Wetland Report
indicates that the wetland has the capacity to strip 19 pounds of
phosphorus per year. The watershed was calculated to produce 11 pounds of
phosphorus per year using the same method. Excess phosphorus stripping
capacity of 8 pounds per year, is therefore predicted by the model. The
wetland phosphorus stripping capacity following development is predicted to
be 16 pounds per year. This represents a reduction of excess phosphorus
stripping capacity by 3 pounds per year or 38 percent of excess capacity.
The Dynamic Designers development represents 29 percent of the total
wetland area. Because the reduction of excess phosphorus stripping
capacity is proportionately greater than the wetland area owned by Dynamic
Designers, a conflict with the equal apportionment requirement of the
wetland ordinance may be indicated.
Stormwater runoff from the site will be increased. Peak rates will
• probably double from the undeveloped state and runoff volumes will be
increased by at least 30 percent.
The 100-year flood level in the pond will be increased due to the
combined effect of the fill and the increased runoff. The flood level will
be increased by approximately 0.15 feet assuming no significant changes
will be made to the culvert at the pond outlet.

STATE OF MINNESOTA
RESOLUTION DENYING A VARIANCE REQUEST FOR DYNAMIC
DESIGNERS, 7656 AND 7660 WOODLAWN DRIVE,
MOUNDS VIEW PLANNING CASE NO. 138-83
WHEREAS, Chapter 48 of the Municipal Code sets require-
ments for building within a wetland; and
WHEREAS, Dynamic Designers have requested variances and a
conditional use permit to build two fourplexes within Wetland 1-9
and the 100 foot buffer; and
WHEREAS , there is a discrepancy between the lot size
scaled off on the site plan dated January 12, 1988, and that of
the Ramsey County records; and
WHEREAS, the existing proposal would require the following
variances :
1 ) Waive the minimum lot size for subdivision in a
wetland zoning district.
• 2 ) Waive the minimum lot footage for subdividing within a
wetland zoning district.
3 ) Waive the requirement that all structures shall be set
back at least 100 feet from a designated wetland .
WHEREAS, the existing proposal also needs a conditional
use permit for filling within a flood plain and a wetland altera-
tion permit to change the wetland boundaries, and
WHEREAS, Staff , City Consultants and the Planning Commis-
sion have extensively reviewed the proposed development; and
WHEREAS , the Mounds View Municipal Code 40 . 26 , Subd . D,
states the criteria for granting a variance; and
WHEREAS , there are no extraordinary circumstances as
presented which apply to the property which do not apply to other
properties in a wetland zoning district;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission denies Dynamic Designers' request for a
variance from lot size and lot width requirements in a wetland .
Adopted this 16th day of March, 1988 .
