Call to order by Chairman Mountin at 7 :36 PM on Wednesday, July 6 , 1988 . MEMBERS PRESENT: Commissioners Saunders, Zollner, 2 . Roll Call Miller and Chairman Mountin. It was noted that Commissioners Burgers and Simons had excused absences, while Commissioner Peters had an unexcused absence. ALSO PRESENT: City Planner Herman and Councilmember Wuori. Motion/Second: Zollner/Miller to approve the June 22, 3. Approval of 1988 minutes, with the June 15 , 1988 public meeting Minutes : • minutes attached. June 22, 1988 4 ayes 0 nays Motion Carried There were no residents requests or comments from 4 . Residents the floor. Requests and Comments from the Floor It was noted the applicant wasnot present. 5 . Consideration of Resolution City Planner Herman reviewed the request of the No. 230-88 applicant to subdivide the front 100 feet from his Regarding Re- existing parcel, creating a lot 115 ' by 100 ' . An quest for Minor easement for the utilities and driveway would have to Subdivision for be obtained and the utilities relocated. She reviewed Richard and a sketch of the property with the. Planning Commission Debra Oman, 8205 and suggested it might be more advantageous to sub- Groveland Road divide the property excluding the driveway and utilities which would make for a lot of approximately 125 ' x 90 ' . There was discussion among the Commissioners concerning access easementsand requiring the property owner to • buy the necessary property versus having an odd shaped lot. Mounds View Planning Commission July 6 , 1988 Regular Meeting Page Two IIIChairman Mountin asked Planner Herman to check with the City Attorney to see if they could deny a sub- division because the only access would be through an acquired easement through a new parcel. Concern was also expressed with the front yard setback and whether there was enough room to have the house placed in line with the others on the block, as well as having a house in front of a house, for matters such as fire protection. The fact was also discussed that if the subdivision was approved, it would allow • for a house without any street frontage. City Planner Herman reviewed the Code, which states that street frontage is required. She stated she would discuss the matter with the City Attorney and get back to the Planning Commission. Motion/Second: Zollner/Saunders to table this item until the next agenda session, on July 20, 1988. 4 ayes 0 nays Motion Carried City Planner Herman reported she had received a 6. Staff Report revision of the Comp Planupdate, and she will be • sending it to the Planning Commission sometime in August.. City Planner Herman invited the Planning Commission to attend the public hearing the Council will be holding on the Harstad development on July 25 . She added it would be televised. City Planner Herman reported she had metwith deve lopers earlier who are interested in putting a mini storage facility on the Kraus/Anderson property behind Burger King. Chairman Mountin .stated that since Don Peters had 7 . Chairman's indicated he would be resigning from the Planning Report Commission, but his resignation had not been received, action could be taken to vacate his office, so as to begin the process of getting a new Commissioner. Motion/Second Zollner/Miller that it be deemed that Don Peters hasvacated his seat on the Planning Commission. 4 ayes 0 nays Motion Carried • Mounds View Planning Commission July 6 , 1988 Regular Meeting Page Three Chairman Mountin asked that the Council be advised of • the vacancy.
