The Mounds View Planning Commission was called to order 1. Call to Order
by Chairman Mountin at 7 : 42 PM on Wednesday, August 17,
1988.
MEMBERS PRESENT: Commissioners Burgers, Saunders, 2. Roll Call
Zollner and Chairman Mountin.
It was noted that Commissioner Miller had an excused
absence.
ALSO PRESENT: City Planner Herman and Councilmember
Wuori.

Jim and Linda Philippi, of North Star Engineering, Conditional Use
reported they were representing the applicant. Permit Request
by Amoco Oil
City Planner Herman clarified that she had spoken Company, 2155
with the City Engineer concerning the blower issue, Highway Avenue,
and since it was required at a similar business at Planning Case
Highway 10 and Silver Lake Road, and there are No. 241-88
enough similarities between the two, it should be
required here.
Chairman Mountin clarified the issue of stacking
is no longer an issue, as it has been cleared up
with the City Engineer, who now considers it
acceptable.
City Planner Herman clarified the number of parking
spaces which would be required.
Mr. Philippi stated they feel the primary exit will
be out onto Highway 10, and the increased distance
from the exit, along with the additional cycle time,
•will allow more water to drip off the cars, and they
do not feel a dryer is necessary. Other that than
issue, they have no objections to the Commissions
Resolution.

City Planner Herman had no report. 9. Staff Report
Chairman Mountin explained the Planning Commission 10. Chairman' s
had been unable to call to order for the regular meet- Report
ing on August 3 due to the uncertainty of their,
empowerment, as they were below the required member-
ship of a full Commission. She added the City Council
has clarified the issue and stated a quorum will
consist of the majority of appointed members, even
though it is not a complete Planning Commission.
Chairman Mountin reported she had been contacted by
a resident at Woodale and Silver Lake Road, who may
be coming before the Planning Commission to discuss
options for her property.
Chairman Mountin adjourned the meeting at 8 : 02 PM. 11. Adjournment

RESOLUTION NO. 230-88

COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING DENIAL OF A MINOR SUBDIVISION,
8205 GROVELAND ROAD, PLANNING CASE NO. 244-88
WHEREAS, Richard Oman, 8205 Groveland Road, has requested
approval of a minor subdivision dividing the western 100 feet of
his lot from the existing lot; and
WHEREAS, the Planning Commission has reviewed the
applicant ' s request for a minor subdivision and determines that
it is not in conformance with Chapters 40 and 42 of the City
Code; and
WHEREAS, the Planning Commission finds that the
subdivision would not allow for two lots which meet the
definition of a lot under 40. 02, Subdivision B(57 ) ; and
WHEREAS, the newly created lot will not allow for any
street frontage for the existing home and subsequent lot.
• NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Mounds View recommends denial of the
minor subdivision request by Richard Oman.
BE IT FURTHER RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
prior to approval of the minutes.

RESOLUTION NO. 231-88
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF A MINOR SUBDIVISION,
8138 GROVELAND ROAD, PLANNING CASE NO. 248-88
WHEREAS, Emery and Pauline Gale, 8138 Groveland Road, has
requested approval of a minor subdivision dividing the northern
85 feet of his lot from the existing lot; and
WHEREAS, the Planning Commission has reviewed the
applicant ' s request for a minor subdivision and determines that
it is in conformance with Chapters 40 and 42 of the City Code.
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Mounds View recommends approval of the
minor subdivision request by Emery and Pauline Gale contingent
upon providing the City with appropriate title abstracts and
recording of those abstracts with Ramsey County.
BE IT FURTHER RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
• prior to approval of the minutes.

RESOLUTION NO. 232-88
• CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT
FOR A PET STORE AT 2548 HIGHWAY 10, SILVER VIEW PLAZA
WHEREAS, Ronald Holt has requested a conditional use
permit for the property located at 2548 Highway 10 in the Silver
View Plaza Shopping Center for a Pet Store; and
WHEREAS, Chapter 40. 17, Subdivision D(5) provides for a
pet store as a conditional use in a B-2 zone; and
WHEREAS, the Planning Commission has reviewed the proposal
and found it in keeping with the intent of the Code.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of a conditional use
permit for a pet store contingent upon the following:
a. Noise and odor are effectively confined to the
premises in accordance with Ordinance No. 90,
• Public Nuisances.
b. That boarding of animals is prohibited except for the
purposes of retail sales.
c. A mechanical ventilation or exhaust system shall be
installed to control, capture and remove emissions or
odors generated by such use. Such systems shall be
separate from the other ventilation systems in the
building. Such system shall be designed to prevent
the migration of emissions or odors to other parts of
the building. Installation must comply with the
Minnesota State Building Code Mechanical Systems,
Chapter 1345.
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the City
Council prior to approval of the minutes.

RESOLUTION NO. 233-88
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF THE AMOCO OIL
COMPANY DEVELOPMENT REQUEST, 2155 HIGHWAY AVENUE,
PLANNING CASE NO. 241-88
WHEREAS, Amoco Oil Company has requested City approval to
construct a self-service car wash at 2155 Highway Avenue in the
City of Mounds View; and
WHEREAS, the development, as proposed, requires a condi-
tional use permit and development approval; and
WHEREAS, the Planning Commission has reviewed the follow-
ing documents regarding this development proposal:
1) Site Plan
2 ) Signage Plan
WHEREAS, the City Council and Planning Commission have
determined that the development proposal is in conformance with
the requirements of Chapter 40.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
• Planning Commission recommends approval of the conditional use
permit with the following conditions :
1 ) The facility must, at all times, be in compliance with
State Laws and Minnesota Pollution Control Agency
Standards for air quality and noise.
2 ) The car wash facility shall include a blower system
designed to remove as much water as feasible from the
vehicle before it is allowed to exit the facility.
This equipment shall operate as a customer option from
April 16 to October 14 and as a mandatory service from
October 15 through April 15.
3 ) The conditional use permit and the conditions placed
upon it be recorded on the title with the County
Recorder ' s Office.
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the City
Council prior to approval of the minutes.
