Call to order by Acting Chairman Burgers at 7:38 PM on Order Wednesday, February 1, 1989. MEMBERS PRESENT: Commissioners Alman, Dian, Miller, 2. Roll Call Saunders, Zoliner and Acting Chairman Burgers. Chairman Mountin had an excused absence. ALSO PRESENT: City Planner Herman and Councilmember Wuori . Motion/Second: Miller/Zoliner to approve the 3. Approval of 0 January 4, 1989 minutes as presented. Residents Requests and Comments from the Floor City Planner Herman reviewed the comments of the 5. Consideration Public Works Director as noted in his February 1 of Development memo, and she reviewed the comments of the City Stage Approval Forester, as noted in his January 31 memo. She Regarding PUD explained the Forester would like to see planting Request by islands in the parking lot, but the City Engineer SYSCO, Planning has said they can cause problems with snow plowing. Case No. 253-88 Acting Chairman Burgers noted the memo from Ryan 0 Construction dated January 27 seems to address all the questions raised by the Planning Commission at their last meeting. The Planning Commission discussed the tint of the proposed lights for the parking lot. Commissioner Mounds View Planning Commission February 1, 1989 Regular Meeting Page Two • Miller questioned why the blue accent strip was being added to the truck garage but not the mechanical room. Scott Kinkade, of Ryan Construction, explained the blue strip misses the mechanical room because of lower wall panels, and the architect feels the accent strip is less appropriate there with the lower walls. Acting Chairman Burgers questioned the timeframe for adding the 103 future parking stalls. Mr. Kinkade explained it is linked to the expansion of the building. He added they would most likely sod the area for now but did not plan on any permanent plantings or trees. City Planner Herman explained the Forester has recommended shading and some green area be included, as he feels the benefit would be good for the five year period planned before expansion, and they could likely be transplanted at the time the expansion is done. She noted the islands in the parking lot would take out about ten parking spaces, but those could be accomodated in the northwest corner of the property. . There was discussion on the suggested islands. Ryan Construction's concern is totally with the number of parking stalls. Ramsey County plans on working on the expansion of County Road J in 1990, which in effect would take 16 parking spaces,, and the islands would take an additional 10. Mr. Kinkade stated snow plow- ing was a concern, but one they could live with, but parking and the number of stalls available is a greater concern. He stated the bottom line is that the total number of parking stalls in the front lot would be lessened with the widening of County Road J and the islands. City Planner Herman pointed out they are assuming future expansion will take place, and the City has told them how many spaces will be needed, and they are trying to plan for that accordingly. Mr. Kinkade explained their concern with adding spaces to the northwest corner is that cars would have to access through the truck circulation area, and they are concerned with safety. He added they would have the truck drivers park back there but would not want the office personnel to do that. Councilmember Wuori pointed out that when County Road J is widened, it is supposed to be shifted to the north. Mounds View Planning Commission February 1, 1989 Regular Meeting Page Three 411 Dwight Jelle, of Westwood Planning, explained that would not happen until they are just past the parking lot. He added they have already accomodated the County by dropping back 10 ' , which resulted in a loss of 16 parking stalls. Mr. Kinkade explained they moved the parking lot back but not the building. The setback will be reduced when the road is widened. City Planner Herman explained setback is 40 ' , but since this is a PUD, not all setback requirements have to be met . Mr. Kinkade clarified that different lighting fixtures will be used in different locations, depending upon the need for that particular area. He also explained an agreement had been reached with MnDOT concerning the area adjacent to 610, and how that area would be handled. Mr. Jelle showed a section of landscaping between the SYSCO line and MnDOT fence, explaining they would have two lines of plantings, with the ditch to remain at the current level, which will require low maintenance. SYSCO will be responsible for • maintaining the ditch, and MnDOT will maintain the trees. City Planner Herman stated the concern with the overflow pond had been discussed at the last meeting. • She explained the invert is to be raised, but it is not shown on the drawing. The City Engineer would recommend a skimmer be used instead. There was discussion on whether islands should be required in the parking lot. Councilmember Wuori explained how they work to help keep the heat down in the summer. Mr. Kinkade explained that normally all employees would be entering through the front door, and they do not want traffic going through the truck circula- tion area, so they would prefer to keep the parking spaces upfront. He added, however, they would go along with the islands if the City requires it. Acting Chairman Burgers stated the City is proud of the trees and landscaping and green space it has, and they would like to prevent that much black top from being in one area without any break up. IIICommissionerZollner stated she would like to see the islands used and she questioned what is planned for the northwest corner for landscaping . Commissioner Zollner stated she would like to encou- rage the restoration of natural plantings. City Planner Herman reviewed the statics provided on the planned parking and number of future parking spaces. Commissioner Alman stated she would like to see islands in the parking lot but not at the point of putting people at risk in driving through the truck lot. City Planner Herman explained that at the time of expansion, 65 parking spaces are planned for the back lot. ' Commissioner Dian stated if the purpose of the island is to help cut down on heat, she would be in favor of it. Commissioner Miller stated she would like to see the islands, as she does not want unbroken blacktop. • Commissioner Saunders stated he agreed with the comments made so far, and he would favor the islands to help break the blacktop up. Mr. Kinkade stated that SYSCO' s concern is with the number of stalls being required, and lost with the placement of islands, and driving through the truck lot. However, if it is the Planning Commission 's desire to have islands, they will agree to it. City Planner Herman questioned the Planning Commission's desire for plantings in the area of the future 103 parking stalls. It was the concensus of the Planning Commission that they would like to see some type of planting done, City Planner Herman pointed out that is a more formal area, and should be an extension of the other plantings in front . She added this is a big project, without a lot of landscaping on it. • Mr. Kinkade stated SYSCO feels very definite in that they will expand within 5 years. At that point the trees would still be small enough to move and shouldn' t be a problem. Mounds View Planning Commission February 1,. 1989 Regular Meeting Page Five ' 0 The Planning Commission reviewed proposed Resolution No. 243-89, adding islands in the proposed present parking lot, landscaping the future expansion park- ing area, encouraging natural vegetation in the northwest corner, and the addition of a skimmer in the overflow ponds. Motion/Second: Dian/Saunders to approve Resolution No. 243-89, recommending approval of development stage plans for SYSCO/Continental Minnesota, PUD, Mounds View Planning Case No. 243-88. 6 ayes 0 nays Motion Carried City Planner Herman distributed the revised Comp 6. Staff Report Plan to the Commissioners. She stated she had not had an opportunity to review it yet, but the copy did appear to be much easier to read. City Planner Herman announced she had resigned her position with the City, to go to the City of Minnetonka, and February 24 will be her last day. Clerk/Administrator Pauley will begin the process of finding a replacement. • City Planner Herman advised the planning and law seminar being offered on April 5 is the same time as the regularly scheduled Planning Commission meeting, so they may want to consider changing the date. It was agreed to discuss this further at the next meeting. The attendees at the January 18 agenda session were 7. City Planner • MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 243-89 • CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF DEVELOPMENT STAGE PLANS FOR SYSCO/CONTINENTAL MINNESOTA PLANNED UNIT DEVELOPMENT, MOUNDS VIEW PLANNING CASE NO. 253-88 WHEREAS, Ryan Construction has submitted development stage plans for the SYSCO/Continental Minnesota Planned Unit Develop- ment (P.U.D. ) ; and WHEREAS, a development review was conducted by City Staff which resulted in the findings that the plans are consistent with the previously approved general concept plans; and WHEREAS, there are issues left to be resolved before final approval; and WHEREAS, the Planning Commission recommends that the plantings along the southwest edge of the site be located on the outside of the security fence, thereby, necessitating plantings located on the MnDOT property; and WHEREAS, the Planning Commission recommends the addition of a skimmer to be located between the storm water ponds; and • WHEREAS, the Planning Commission recommends the addition of five planting islands to be located within the presently proposed parking lot ; and WHEREAS, the Planning Commission recommends additional landscaping be located within the future parking expansion area at the eastern edge of the site; and WHEREAS, the Planning Commission encourages the restora- tion of the northwest corner to as natural state as possible; and WHEREAS, the Planning Commission has reviewed the Develop- ment Stage Plans and found them to be consistent with the previously approved General Concept Plans. NOW, THEREFORE, BE IT RESOLVED that the Planning Commis- sion of the City of Mounds View recommends approval of the Development Stage Plans for the SYSCO/Minnesota P.U.D. BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 1st day of February, 1989.
