The Mounds View Planning Commission was called to 1 . Call to

STATE OF MINNESOTA
RESOLUTION OF THE MOUNDS VIEW PLANNING COMMISSION
FINDING THE CITY' S ADOPTION OF MODIFIED BOUNDARIES TO
DEVELOPMENT DISTRICT NO. 2 AND THE ADOPTION OF THE
MODIFIED TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT
FINANCING DISTRICT NO. 1, MODIFICATION NO. 1, TO BE
CONSISTENT WITH THE COMPREHENSIVE PLAN OF THE CITY
WHEREAS, the City' s adoption of modified boundaries to
Development District No. 2 and the adoption of the Modified Tax
Increment Financing Plan for. Tax Increment Financing District
No . 1 within Development District No. 2 have been submitted to
the Mounds View Planning Commission pursuant to Minnesota
Statutes, Section 469. 124 to 469. 134, as amended and Minnesota
Statutes, Section 469. 174 to 469. 179; and
WHEREAS, the Planning Commission has reviewed the proposed
boundary modification and proposed Modification No. 1 to the Tax
Increment Financing Plan to determine the consistency of the
0 Plans to the Comprehensive Plan of the City.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission
of the City of Mounds View that the Plans are consistent with the
Mounds View Comprehensive Plan and the Commission recommends
forwarding these conclusions to the Mounds View City Council .

RESOLUTION NO. 253-89
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF THE CONCEPT PLAN AND
DEVELOPMENT STAGE, MOUNDS VIEW BUSINESS PARK SOUTH,
PLANNING CASE NO. 259-89
WHEREAS, Everest Development has requested general concept
and development stage approval to construct three buildings as
follows :
Building H 74, 998 square feet
Building I 123, 648 square feet
Building J 72, 312 square feet
The site is located at the southwest intersection of Highway 10
and Woodale Drive; and
WHEREAS, the Developer of this development, as requested,
requires the following approvals :
• 1. General Concept Plan
2. Development Stage
3. Final Plan; and
WHEREAS, the Developer shall enter into a development
agreement with the City of Mounds View; and
WHEREAS, the Planning Commission has reviewed the Staff
recommendation and information submitted by the applicant which
includes the following:
1 . Boundary and topography survey received February 3,
1989.
2. Preliminary plat dated January 6, 1989.
3 . Site plan dated December 30, 1988.
4. Mounds View wetland boundary received February 3,
1989.
5. Army Corps of Engineers wetland boundary received
February 3, 1989.
6. Preliminary grading, drainage and erosion control plan
dated January 9, 1989.
7 . Preliminary utility plan dated January 9, 1989.
8. Landscape Master. Plan dated December 29, 1988.
9. Wetland Enhancement Plan (no date)
10. Extension of proposed Trailway Plan dated December. 28,
1988.
11. Building elevations dated December 28, 1988.
12. Sections dated December 28, 1988.

WHEREAS, the applicant has submitted a project that meets
the requirements of City Code Chapter 40. 24, Subd. C(2 ) ,
commercial or industrial planned unit development ; and
WHEREAS, the applicant has provided the information
required by Chapter 40. 24, Subd. E(1 ) , general concept stage; and
WHEREAS, the Planning Commission has reviewed the Concept
Plan taking into consideration Chapter 40. 24, Subd. D(2 ) ; and
WHEREAS, the Planning Commission has been provided the
information required by Chapter. 40. 24, Subd. E (2 ) , Development
Stage; and
WHEREAS, the Planning Commission has reviewed the on-site
circulation, there being no public streets or pedestrianways
proposed; and
WHEREAS, the Planning Commission has reviewed the location
and extent of the ponding areas proposed; and
WHEREAS, the Planning Commission has reviewed the
• upgrading of the wetland area on the school property to the west
including the construction of a trail system; and
WHEREAS, the Planning Commission has reviewed the land use
proposed and recognizes it is appropriate given the site zoning
and is in accordance with the Comprehensive Plan; and
WHEREAS, the Planning Commission recognizes the timing of
the project and approves the schedule dependent upon the
developer obtaining the needed approvals ; and
WHEREAS, the Planning Commission has received a positive
review from the Environmental Quality Task Force for the project.
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Mounds View recommends rezoning the
area in question to PUD and recommends approval of the concept
plan and development stage of the PUD contingent upon the
following:
1. Permits from the Rice Creek Watershed District and
Army Corps of Engineers to allow for the construction
of two (2) detention ponds and wetland upgrading.
BE IT FURTHER RESOLVED that this resolution be forwarded
• to the City Council prior to approval of the minutes.

RESOLUTION RECOMMENDING APPROVAL OF A WETLAND ALTERATION PERMIT
AND SITE PLAN TO CONSTRUCT A FOURPLEX IN THE BUFFER ZONE OF A
WETLAND, 7656/7660 WOODLAWN DRIVE, PLANNING CASE NO. 138-83
WHEREAS, Dynamic Designers has submitted a request for a
wetland alteration permit to construct a fourplex in the buffer
zone (plans dated April 28, 1989, revised May 10, 1989 and
received May 17, 1989) ; and
WHEREAS, the proposed site plan meets all zoning ordinance
minimum lot area and yard setback requirements; and
WHEREAS, Barr Engineering has reviewed and commented on
the wetland impact and found that the proposal does not have a
significant adverse impact on the wetland; and
WHEREAS, the Planning Commission requires a permit from
Rice Creek Watershed District for wetland alteration.
410 NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Mounds View recommends to the City
Council approval of the wetland alteration permit contingent
upon:
1. The trash location is specifically indicated on the
site plan. It is understood that the trash will be
located between the principal building and the garage.
2. There shall be no outdoor storage.
3. Comments of the Engineer .
4. Comments of the City Attorney.
5. Comments of the City Forester .
6. Construction of a baffled weir control structure at
the wetland outlet consistent with Rice Creek
Watershed District requirements.
7. Rice Creek Watershed District permit.
BE IT FINALLY RESOLVED that this resolution be forwarded
to the City Council prior to approval of the minutes.
