The Mounds View Planning Commission was called to 1. Call to
order by Chair Mountin at 7:35 PM on Wednesday, Order
July 12, 1989.
MEMBERS PRESENT: Commissioners Alman, Dian, Jones, 2. Roll Call
Miller, Zoilner and Chair Mountin.
The Planning Commission welcomed Gary Jones, new
to the Planning Commission.
It was noted Commissioner Burgers had an excused
absence.
ALSO PRESENT: City Planner Hren.
It was noted Councilmember Wuori was not going to be
• able to attend, and Mayor Hankner was hoping to be
able to stop in.
There was discussion on the minutes of May 10 relative 3. Approval of

. City Planner Hren reviewed the request of the appli-
cant to construct an oversized shed to be located on
an existing slab on his property at 2208 Lois Drive.
A conditional use permit would be required, and Staff
recommends approval of the request. Ms. Hren
reviewed the proposed resolution and changes made
to it since the Planning Commission last reviewed it.
Mr. Read stated he had no questions or comments.
Motion/Second: Zollner/Dian to adopt Resolution
No. 255-89, recommending approval of a conditional
use permit for Michael Read to construct an oversized
accessory building at 2208 Lois Drive, Planning Case
No. 267-89, and waive the reading.

Chair Mountin advised the request will be reviewed
by the Council at their July 17 agenda session, with
a public hearing scheduled for July 24.
It was noted the applicant, Michael Flaws, was 6. Consideration

0 Ms . Hren reviewed proposed Resolution No. 256-89 Request for CUP
and the conditions listed, to grant a conditional for 7620
use permit to allow for an oversized garage on the Groveland Road
property at 7620 Groveland Road. Staff recommends
approval of the request.
Chair Mountin asked that curb cut limitations be
spelled out in the future.
Motion/Second: Alman/Jones to adopt Resolution
No. 256-89, recommending approval of a conditional
use permit request by Michael Flaws to construct an
oversized accessory building at 7620 Groveland
Road, Planning Case No. 271-89, and waive the
reading.

Ms. Hren advised the request will be reviewed by
the Council at their July 17 agenda session, with a
public hearing scheduled for July 24.
Chair Mountin reported she had received a letter 7. Consideration

Ms. Hren reported she had no additional information 8 . Consideration
to present to the Planning Commission on this request of Resolution
at this time. This will be discussed at the July 19 No. 257-89,
agenda session and notices have been sent out to the Major Sub-
surrounding property owners. The City Attorney is division
researching the issue of the outlot. Both the City Request of
Engineer and the applicant 's engineer will be Michael

It was agreed by the Commissioners to keep the meeting
informal and not have official minutes taken.
After discussion, it was agreed the Planning Commission
would like Staff to provide a summary on all future
requests, stating whether or not the proposal is in
compliance with City code, but not giving a Staff
recommendation.
• The attendees at the June 21 agenda session were 9. Report of
Commissioners Alman, Burgers, Miller, Zollner, Chair Chair
Mountin and City Planner Hren. Commissioner Dian had
an excused absence.
There being no further business before the Planning 10. Adjournment
Commission, Chair Mountin adjourned the meeting at
8:12 PM.

STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE
PERMIT REQUEST BY MICHAEL READ TO CONSTRUCT AN OVERSIZED
ACCESSORY BUILDING AT 2208 LOIS DRIVE,
PLANNING CASE NO. 267-89
WHEREAS, Mr. Michael Read, 2208 Lois Drive, has requested
a conditional use permit to allow for the construction of an
accessory building (352 square feet) ; and
WHEREAS, Mounds View Municipal Code, Chapter. 40. 10,
Subdivision C(2 ) provides that the maximum size of an accessory
building in an R-1 District shall be 216 square feet unless a
conditional use permit is granted by the City; and
WHEREAS, the Mounds View Planning Commission has reviewed
the applicant ' s request for a conditional use permit and
determines that it is in conformance with the aforementioned
conditions .
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of a conditional use
• permit to allow for an oversized accessory building of 352 square
feet requested by Michael Read, 2208 Lois Drive, legally
described as Block 18, Lots 2 and 3, Pinewood Terrace No. 5,
contingent upon the following conditions :
1. The accessory building must conform with Sections
40.04, Subd. F and 40. 10, Subd. C(2 ) of the Zoning
Code.
2. The accessory building shall not exceed four hundred
(400) square feet.
3. The building must be a permanent structure.
4. The building shall be designed and maintained to
provided a uniform appearance with the dwelling unit.
5 . Should the use for which the permit was granted be
changed, the permit shall be subject to
reconsideration, revocation or other action as
regulated by Chapter 40. 25 of this Code.
6. Only vehicles licensed as collectors vehicles may be
stored in the accessory building.

7. No driveway and/or apron shall be added to serve the
accessory building.
8. The conditional use permit shall be filed with Ramsey
County for recording on the title of subject property.
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the City
Council prior to approval of the minutes.
Adopted this 12th day of July, 1989.

RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE
PERMIT REQUEST BY MICHAEL FLAWS TO CONSTRUCT AN OVERSIZED
ACCESSORY BUILDING AT 7620 GROVELAND ROAD,
PLANNING CASE NO. 271-89
WHEREAS, Mr. Michael Flaws, 7620 Groveland Road, has
requested a conditional use permit to allow for the construction
of an oversized garage (1, 078 square feet) ; and
WHEREAS, Mounds View Municipal Code, Chapter 40. 10,
Subdivision C(1 ) provides that the maximum size of a garage in an
R-1 District shall be 864 square feet unless a conditional use
permit is granted by the City; and
WHEREAS, Mounds View Municipal Code, Chapter 40. 10,
Subdivision D(6) A through F, provides that the combined square
footages of all accessory buildings may be up to 1, 264 square
feet when said building (s) are/is designed and maintained to
provide a uniform appearance with the principle dwelling unit,
but if the garage is over 1, 000 square feet no other accessory
building will be allowed on the lot; and
WHEREAS, the Mounds View Planning Commission has reviewed
the applicant ' s request for a conditional use permit and
determines that it is in conformance with the aforementioned
conditions.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of a conditional use
permit to allow for an oversized garage of 1, 078 square feet
requested by Michael Flaws, 7620 Groveland Road, legally known as
Spring Lake Park Knolls, North 75 feet of Lot 18, contingent upon
the. following conditions :
1 . The accessory building must conform with Sections
40.04, Subd. F and 40. 10, Subd. C(1 ) of the Zoning
Code.
2. The combined square footage of all accessory buildings
on one lot cannot exceed one thousand two hundred
sixty-four (1, 264) square feet.
3. If the garage square footage is greater than one
thousand (1,000) square feet, no other accessory
building is allowed.

4. The buildings shall be designed and maintained to
provided a uniform appearance with the dwelling unit .
5. The width of the new building cannot exceed
thirty-five (35 ) feet nor allow for more than a three
(3 ) vehicle access.
6. Should the use for which the permit was granted be
changed, the permit shall be subject to reconsider-
ation, revocation or other action regulated by Chapter.
40. 25 of the Zoning Code.
7. The conditional use permit shall be filed with Ramsey
County for recording on the title of subject property.
BE IT FURTHER RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the City
Council prior to approval of the minutes.
