It was noted the applicant, Michael Mezzenga, was 6. Lake Road, Planning Case There was discussion concerning plans for upgrading No. 256-88 of the pipe size connecting onto Long Lake Road. Any plans would have to be submitted to the County this fall, for incorporation into the work they will be doing. Presently the smaller size pipe is planned for, but when outlot A is considered in the future, the pipe size will be reconsidered at that time. There was discussion on the advisability of taking • easements on the outlot at this time, in the event of a future street. Ms. Hren pointed out the outlot is not buildable, and if the property owner should choose to do some- thing with the outlot in the future, that would be the time to take an easement. She also read from a letter from City Attorney Karney, in which he stated he did not feel it was necessary to take an easement at this time. Mr. Mezzenga noted there is a street easement that goes to the outlot presently. Chair Mountin suggested leaving the issue of the easement on the agenda session discussion list, until it is resolved. Councilmember Wuori noted the Planning Commission would make a recommendation to the Council on the issue of taking an easement, and the Council would have a public hearing on the issue. Chair Mountin asked that the proposed resolution be changed to include reference to Exhibit A, the site plan, which would be the date stamped plan received • by the City. She noted this was an easy reference for developments and recommended that the hand drawn plans which were signed and dated on August 2 be referenced as attached. Modification of Building Ms. Hren noted the proposed PUD amendment meets the Square Footage - intent of the original PUD for the Mounds View Planning Case • Business Park South project, that the parking has been No. 259-89 increased by 30 spaces, with room for more parking if necessary, and all building setbacks and parking setbacks have been maintained and meet the original standards. Bill Franke, of Everest Development, explained the project has been approved by the City Council, and they now have a prospective tenant that requires more square footage than they had originally planned for, with possible expansion needs, so they have attempted to make changes in- the square footage of the buildings without having any major impact on the site. He noted there will be no significant change in landscaping, and they are attempting to maintain as much green area as possible. There was discussion on the number of parking spaces required and consideration of not putting in the addi- tional 30 parking spaces along the east property line near County Road H, but rather leaving that as green space with the designation that it be future parking, if necessary. Brian Johnson, of Everest Development, showed on the 0 landscaping and site plans where snow would be piled during the winter, as well as where the entrances to each building are and the parking in those immediate areas. Mr. Johnson indicated there should not be a Mounds View Planning Commission August 2, 1989 Regular Meeting Page Four • problem with snow taking up parking spaces, and he indicated there was adequate room to push the snow through to the holding ponds between the bushes surrounding the pond. It was the concensus of the Planning Commission to take out the parking stalls on the south end, near County Road H, numbering 33 stalls total, up to the retaining wall, and designate that area for future use for parking, but not development, and make it a part of the development agreement. Upon questioning, Mr. Franke indicated he believed the area in question would be sprinkled, for easy maintenance. Motion/Second: Alman/Dian to adopt Resolution No. 261-89, recommending approval of the PUD amendment request by Everest Development for Mounds View Business Park South, Planning Case No. 259-89, and waive the reading. 6 ayes 0 nays Motion Carried • It was noted the attendees at the July 19 agenda 8. Report of session were Commissioners Alman, Burgers, Jones, Chair Miller, Zollner, Chair Mountin, and City Planner Hren. Commissiner Dian had an excused absence. COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A MAJOR SUBDIVISION FOR MICHAEL MEZZENGA, APPROXIMATELY 8140/8212 LONG LAKE ROAD, PLANNING CASE NO. 256-88 WHEREAS, Michael Mezzenga has requested approval of a major subdivision for the property located at approximately 8140 /8212 Long Lake Road, legally known as : EXCEPT WEST 2112 FEET AND EXCEPT EAST 315 FEET OF NORTH 172. 5 FEET THE NORTH 405 FEET OF SOUTH 810 FEET OF NORTHEAST 1/4 SUBJECT OT ROAD IN SECTION 6, TOWNSHIP 30, RANGE 23 WHEREAS, the site plan is shown as Attachment A and dated December 7, 1988; and WHEREAS, the Planning Commission has reviewed the applicant ' s request for a major subdivision that includes three (3 ) single family lots and one (1 ) outlot and determines that it is in conformance with all applicable chapters of the City Code; and WHEREAS, the Planning Commission has preliminarily • discussed the potential concept development of Outlot A and the upgrading of Greenwood Drive; and WHEREAS, the Planning Commission has prelimnarily discussed the potential development of Outlot A upgrading Greenwood Drive and subdividing the back portion of the lots fronting on Eastwood and decided to continue discussing the development of the back area as a seperate issue. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View recommends approval of the major subdivision request by Michael Mezzenga contingent upon the following: 1 ) Providing the City with appropriate title abstracts for each lot and outlot and recording those abstracts with Ramsey County. 2 ) All requirements of the City Engineer are complied with as outlined in City Engineer ' s memo dated June 16, 1989 and attached hereto. 3 ) The Park Dedication requirements are satisfactorily met . • Mounds View Planning Commission Resolution No. 257-89 Page Two • BE IT FURTHER RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. ATTEST: /J�/ Cha rma (SEAL) 411 City Planner • • MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 259-89 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A MINOR SUBDIVISION, ELIZABETH MEZZANO, 7490 KNOLLWOOD DRIVE, PLANNING CASE NO. 274-89 WHEREAS, Elizabeth Mezzano has requested approval of a minor subdivision for the property located at 7490 Knollwood Drive, legally known as : SPRING LAKE PARK KNOLLS ADDITION LOT 102 WHEREAS, the Planning Commission has reviewed the applicant ' s request for a minor subdivision and determines that it is in conformance with Chapters 40 and 42 of the City Code. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View recommends approval of the minor subdivision request by Elizabeth Mezzano contingent upon the following: 1 ) Providing the City with appropriate title abstracts • for each lot and recording those abstracts with Ramsey County. 2 ) The Park Dedication requirements are satisfactorily met. ATTEST: , ‘-;Z41 -, 74- Chair bra (SEAL) td4.1,A1C//c163/ k City Planner • RESOLUTION NO. 260-89 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE PUD AMENDMENT REQUEST BY EVEREST DEVELOPMENT FOR MOUNDS VIEW BUSINESS PARK SOUTH WHEREAS, the Mounds View Planning Commission has reviewed the request by Everest Development for a planned unit development (PUD) amendment to the already approved PUD site plans for the Mounds View Business Park South project ; and WHEREAS, the revised site plan is shown as Exhibit A and dated July 31, 1989; and WHEREAS, the changes involve an expansion of Building I and reduction of Buildings H and J; and WHEREAS, the proposed building square footages are as follows : Building H 67,463 Building I 154, 118 Building J 65, 274 and; WHEREAS, the proposed amendment increases parking by 30 stalls for a total of 463 stalls which includes 12 handicapped • parking stalls; and WHEREAS, the Planning Commission approves deferral of upgrading the 33 parking stalls on the south drive (southeast side from the end of the retaining wall moving south towards County Road H) until such time the City deems necessary; and WHEREAS, the proposed amendment meets the intent of the original PUD site plan; and WHEREAS, the Planning Commission has reviewed the revised landscaping plans which calls for the same quantity of landscape materials on the site and found that the landscape plan meets the intent of the original landscape plan. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View recommends to the City Council approval of the proposed PUD amendment as requested. BE IT FURTHER RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 2nd day of August, 1989.
