The Mounds View Planning Commission was called to 1 . Call to
order by Chair Mountin at 7:37 PM on Wednesday, Order

MEMBERS PRESENT: Commissiners Alman, Dian, Jones, 2. Roll Call

It was noted Commissioners Burgers and Miller had
excused absences, and Councilmember Wuori was
attending a special Council meeting.
ALSO PRESENT: City Planner Hren.

reviewed the proposed security plans for the
building.
• Ms. Hren advised that if the Planning Commission
takes action tonight, it will be placed on the
September 18 Council agenda and a public hearing
set for September 25. The Planning Commission will
be meeting in an agenda session on September 20,
and would have a further opportunity to review it
then.
It was the consensus of the Planning Commission
that they would like to see the plans after the
Council agenda session, but unless there have been
major changes, the developer does not need to come
back.
Mr. Viness explained funds have been set aside to
purchase initial books, and some collections may be
moved around, to fill the library. Contributions
from the community are welcome.
Chair Mountin questioned if the community could tie
in somehow, whether through the Festival in the Park
or other contributions.
It was agreed to forward this to the Council prior
to approval of the minutes.

County library located at 2575 Mounds View Drive,

Karl Kaupp, of Super America, explained they had 8. Consideration

landscaping.
Chair Mountin questioned whether a wetland alteration
permit would be required for the other work as well.
Mr. Kaupp replied he had been told by the Mayor that
the intent of the ordinance was not for cosmetic
changes, which is what these would be.
Chair Mountin recommended tying in all the work so
this cycle of approval does not have to be repeated.
• She explained it would be at least another three
months before the ordinance is revised.

. The Planning Commission directed Staff to prepare the
appropriate resolution, adding in the applicable work
to be done, recommending approval to the Council of
the wetland alteration permit request of Super
America, to include all external improvements.
Motion/Second: Jones/Zollner to approve Resolution
No. 264-89, recommending approval of the wetlands
alteration permit for the Super America conversion
of 7-11 .

Ms. Hren noted Amoco had been sent a letter concern- 9. Staff Report

RESOLUTION NO. 261-89
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL TO SIZE STORM SEWER PIPE
IN LONG LAKE ROAD SO AS NOT TO PRECLUDE FUTURE DEVELOPMENT
IN THE AREA BEHIND 8140/8212 LONG LAKE ROAD
WHEREAS, the Mounds View Planning Commission held an
advertised informational meeting on July 19, 1989, regarding the
potential development of Mike Mezzenga, Outlot A, including the
upgrading of the back part of the lots fronting on Eastwood Road
and the upgrading of Greenwood Road in Mounds View; and
WHEREAS, the Planning Commission approved Mike Mezzenga' s
major subdivision per. Resolution No. 257-89; and
WHEREAS, the City Council approved Mike Mezzenga' s major
subdivision per Resolution No. 2527 ; and
WHEREAS, the Planning Commission continued discussing the
possible upgrading of the Outlot A and the back of the Eastwood
Road lots at their meeting on August 16, 1989; and
WHEREAS, the Planning Commission recommended to the City
Council that the storm sewer pipe in Long Lake Road should be
• sized accordingly taking into consideration the possibility that
this area could develop at some time in the future.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends to the Mounds View City Council to
size the storm sewer pipe in Long Lake Road so as not to preclude
future development in this area.
BE IT FURTHER RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
prior to approval of the minutes.
Adopted this 6th day of September, 1989.

RESOLUTION NO. 262-89
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF CONDITIONAL USE PERMIT
AND DEVELOPMENT SITE PLANS FOR THE RAMSEY COUNTY LIBRARY
LOCATED AT 2575 MOUNDS VIEW DRIVE, PLANNING CASE NO. 277-89
WHEREAS, the Mounds View Planning Commission has reviewed
the development plans for. the Mounds View Library to be located
at 2575 Mounds View Drive, legally known as Silver. Lake Woods,
Block 12, Lot 1; and
WHEREAS, the Planning Commission has determined that the
development plans are consistent with the development intentions
for. Highway 10 in Mounds View; and
WHEREAS, the site plans meet all minimum requirements
outlined in Chapter 40 of the City Code (Zoning Ordinance) ; and
WHEREAS, the project requires a permit from the Rice Creek
Watershed District.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends to the Mounds View City Council
110 approval of the conditional use permit and development plans for
the proposed Mounds View Library.
BE IT FURTHER RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
prior to approval of the minutes.

RESOLUTION NO. 263-89
CITY OF MOUNDS VIEW
. COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING DENIAL OF THE REQUESTED MODIFICATION
TO THE MORITORIUM DISTRICT TO ALLOW THE ADDITION OF A
FREE-STANDING SIGN AT MID-AMERICAN AUTO LOCATED AT
2975 HIGHWAY 10, PLANNING CASE NO. 275-89
WHEREAS, the Mounds View Planning Commission has reviewed
the modification request of Mr . Kevin Mullin, Mid-American Auto,
to allow the erection of a free-standing sign on the property
located at 2975 Highway 10, legally described as the east 166
feet of part northeasterly of highway of Lot 13 and Subdivision
No. 89, St. Paul, Minnesota; and
WHEREAS, the Planning Commission has reviewed the
moritorium disrict and the appeal provision outlined in Ordinance
No. 466; and
WHEREAS, the Planning Commission has determined that the
applicant has not demonstrated a hardship; and
WHEREAS, the Planning Commission has determined that the
situation is not unique to this property; and
WHEREAS, the Planning Commission has determined that the
proposed sign meets the sign requirements outlined in Chapter 39
of the City Code (Sign Ordinance) ; and
WHEREAS, the property is located within the moritorium
district on Highway 10; and
WHEREAS, the Planning Commission recalled that the
moritorium district is a temporary ordinance scheduled to be
lifted at the end of April, 1990.

STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF A WETLAND ALTERATION
PERMIT FOR SUPERAMERICA TO PERFORM WORK IN A WETLAND BUFFER
AREA AT 7295 SILVER LAKE ROAD, PLANNING CASE NO. 279-89
WHEREAS, the Mounds View Planning Commission has reviewed
the development request for a wetland alteration permit to allow
replacement of the building mansard, replacement of the face of
the free-standing sign, upgrade the parking lot and upgrade the
landscaping on the site; and
WHEREAS, the Planning Commission discussed the potential
possibility of installing gas pumps at this site; and
WHEREAS, the Planning Commission informed the applicant
the City did not desire gas pumps at this location; and
WHEREAS, the applicant indicated to the City that there is
no intent to pursue the installation of gas pumps at this
location.
• NOW, THEREFORE, BE IT RESOLVED that the Planning Commis-
sion of the City of Mounds View recommends to the City Council
approval of the wetland alteration permit to allow the upgrade
changes in the wetland buffer zone including replacement of the
building mansard, replacement of the face of the free-standing
sign, upgrade the parking lot, and upgrade the landscaping at
7295 Silver. Lake Road.
BE IT FURTHER RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
prior to approval of the minutes .
