Call to order by Chair Mountin at 7: 35 PM on Wednesday, Order June 6, 1990. MEMBERS PRESENT: Commissioners Colleen, Dian, Jones, 2. Roll Call Zollner and Chair Mountin. Furniture Store at Silver View Mike Shorn, owner of Reflective Living Galleries, Plaza, Planning explained this would be a first prototype store in Case No. 298-90 Mounds View, and he reviewed the floor plan for the proposed store. It would be a 5, 000 s.f. operation, and would use large photo screens for customers to view, with very little actual furniture in the show- room. They would not have daily in and out deliveries, but would rather have a central warehouse location. He clarified this would be a showroom, not a warehouse. Ms. Hren suggested classifying it as a furniture show- room without inventory, and she reviewed issues the Planning Commission should consider for this request. Chair Mountin expressed concern about the neighborhood impact. • Jerry Linke, of Kraus Anderson, stated they are finding many instances of tenants who feel they will fit in but don ' t, due to how the zoning is written. They have considered using a point system, but there are problems with that type of system also. Each case is now being reviewed on the merits of how it fits into the community. Mr. Shorn clarified that they should be considered a furniture store, and not a designer studio. Commissioner Colleen stated she had no problem with doing a text amendment. Commissioner Jones stated this is a new, untried concept, and does not fit into the zoning. They need to be very careful with a text change in how it is defined, as the real issue is that a text change would apply to all B-2 property. Commissioner Zollner stated she agreed with Commissioner Jones and shared his concerns. - Commissiner Dian stated she was also in agreement with Commissioner Jones . Chair Mountin noted a problem in granting a condi- tional use permit is that once it is issued, if the • applicant meets all conditions, it cannot be denied. It was noted the business of the applicant would not be a high impact use for B-2, but they also must be careful to not make it so generic that it becomes high impact elsewhere. Mr. Shorn clarified that merchandise ordered will go to the warehouse, not the showroom. He stated that due to their size, they could only have $25, 000 worth of inventory on the floor. While the suggestion was brought up of addressing this by size, to a maximum of 6, 000 s. f. , without inventory, concern was also expressed in stating square footage as it is not specified anywhere else. It was the consensus of the Planning Commission that they had no problem with this concept in a B-2 area, and it would be classified a furniture showroom without warehousing . The definition will be showroom retail space limited for viewing of retail merchandise display items only, for the sole purpose of displaying items for selection but not inventoried on the site. • Mounds View Planning Commission June 6, 1990 Regular Meeting Page Four Motion/Second: Dian/Jones to adopt Resolution No. 292-90, approving the requested text amendment by Kraus Anderson to allow a furniture showroom in a B-2 district, Planning Case No. 298-90, and waive the reading. 5 ayes 0 nays Motion Carried Due to the conflict of the regular July meeting being 8. Staff Report on the 4th of July holiday, it was agreed to call to order at the June 20 agenda session, if there is any business to be taken care of, and cancel the July 4 meeting . Ms. Hren reported the representatives from Decision Resources will meet with the Planning Commission on June 20. The Planning Commission reviewed the request of Commissioner Burgers for a leave of absence. He has had more than one leave of absence in the past, but also is a very valued member of the Commission. It was the consensus of the Planning Commission to grant Commissioner Burgers a leave of absence until 0 the first meeting in September. They further requested that he advise what his schedule is, and when he ' ll be back. Chair Mountin noted the 7-11 on Silver Lake Road and County Road H2 appears to need mowing. She requested Staff look into it, as well as reports that semis are parking there overnight. Commissioner Dian noted Taco Bell already has peeling paint and dead bushes, and she requested Staff look into that also. It was further noted there are a number of dead shrubs and trees in the business park which should be replaced. Chair Mountin expressed concern that the Planning 9. Report of Commission hasn' t worked on the Highway 10 mor _torium, the Chair and she requested an update from Staff at the July agenda session, as far as where the Planning Commission is on it and where they are going. Hren City Planner • • MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 290-90 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING THE SIDE YARD VARIANCE REQUEST BY DAVE AND WENDY DELARIA, 7767 LONG LAKE ROAD, PLANNING CASE NO. 296-90 WHEREAS, the Mounds View Planning Commission reviewed the request by Dave and Wendy DeLaria for a 2.5 foot variance from the required 5 feet side yard setback; and WHEREAS, the Planning Commission recognizes that narrow lots were platted prior to the effective date of the new yard requirements; and WHEREAS, the Planning Commission recognizes that a garage exists in the rear yard and access to the garage is gained on an unimproved driveway leading to the rear yard; and WHEREAS, the improved driveway would be in the location of the unimproved driveway; and 411 WHEREAS, the variance requested is the minimum variance necessary to alleviate the hardship. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission approves the requested 2 .5 foot variance to locate a driveway in the side yard setback at 7767 Long Lake Road. ATTEST: Ch irTn (SEAL) �' . ,i 6— City Planner MOUNDS VIEW PLANNING COMMISSION 111 RESOLUTION NO. 291-90 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE REQUESTED SITE PLAN REVISION BY GEORGE WAGER, 7660 WOODLAWN DRIVE, PLANNING CASE NO. 138-83 WHEREAS, the Mounds View Planning Commission has reviewed the request by Mr. George Wager for a site plan revision to allow the concrete curb to be installed without the gutter as stated on the approved site plan; and WHEREAS, the applicant has submitted a plan of the new curb that has been reviewed by the City Engineer and found to be acceptable; and • WHEREAS, the applicant has submitted a plan to allow a concrete spillway and catch basin into the wetland where currently the runoff spills across the grass; and WHEREAS, the spillway and catch basin has been reviewed 411 by the City Engineer and found to be acceptable; and WHEREAS, the drainage plan has been approved with the original site plan. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends to the City Council approval of the site plan revision request. BE IT FINALLY RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 6th day of June, 1990. ATTEST: /id4 4447.44,- Cha rm n (SEAL) 1":4-e-te City Planner • MOUNDS VIEW PLANNING COMMISSION 411 RESOLUTION NO. 292-90 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A TEXT AMENDMENT BY KRAUS-ANDERSON TO ALLOW A FURNITURE SHOWROOM IN A B-2 DISTRICT, PLANNING CASE NO. 298-90 WHEREAS, the Mounds View Planning Commission has reviewed the request by Kraus-Anderson for a Zoning Code text amendment that would allow a furniture showroom in a B-2, Limited Business District; and WHEREAS, the Planning Commission has reviewed the uses allowed in the B-2, B-3 and B-4 Business Zoning Districts; and WHEREAS, the Planning Commission has taken into consideration the location of other B-2 Districts throughout the City; and WHEREAS, the Planning Commission has considered the compatibility of the furniture showroom with the uses allowed in the B-2 District and has found the use to be in keeping with the nature and intent of the B-2 Zoning District. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends to the Mounds View City Council approval of the requested text amendment based on the following: 1. The definition of a furniture showroom will be, "a retail facility for the sole purpose of displaying items for selection but not inventoried on site" . 2. The text be amended to allow a furniture showroom as a permitted use in a B-2 District. BE IT FINALLY RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 6th day of June, 1990.
