The Mounds View Planning Commission was called to 1. Call to Order
order by Chair Mountin at 7: 38 p.m. on Wednesday,
September 4, 1991.
MEMBERS PRESENT: Commissioners Peterson, Jones, 2 . Roll Call
Miller, Stevenson (first regular meeting for newly
appointed member) , and Chair Mountin.
Commissioner Colleen had an excused absence.
Commissioner Burger had an unexcused absence.
ALSO PRESENT: Planner Harrington, Councilmember
Blanchard, Planning Intern Asleson and Recording
Secretary Benesch.
Motion/Second: approve Jones Peterson to the 3 . Approval of

It was noted that Mr. Jim Everson of Paster 5. Consideration
Enterprises was present. of Resolution
No. 319-91,
Planner Harrington reviewed Resolution No. 319-91 Variance
with the Planning Commission. He summarized the Request by
request stating that the applicant was requesting Paster
a variance to allow the elimination of 26 parking Enterprises,
spaces at Mounds View Square Shopping Center in Planning Case
order to construct a City required garbage No. 328-91
dumpster enclosure. Planner Harrington noted that
this item had been reviewed by the Planning

Chair Mountin noted that this was the final action
of this request since variances did not require
Council action.

Resolution No. 319-91 approving the variance
request of Paster Enterprises (Mounds View
Square) .

It was noted that Mr. Roger Axel, Representing 6. Consideration
Dahl & Associates was present. of Resolution
No. 320-91,
Planner Harrington reviewed Resolution No. 320-91. Variance
Planner Harrington briefly discussed this request Request by
indicating that the applicant was requesting a Dahl &
variance to allow the construction of a product Associates,
recovery building 5 feet from the property line 2901 Hwy. 10,
where a 20 foot setback is required by Municipal Planning Case
Code. He also indicated that this item had been No. 327-91
reviewed by the Planning Commission at their
August 21st Agenda Session.
Mr. Axel stated that he had not received the
correct documents, specifically a survey, from
411 Dahl & Associates to make a determination as to
whether this proposal even requires a variance.
Chair Mountin asked Mr. Axel if he would prefer to
have this item tabled until the needed documents
were obtained. Mr. Axel expressed that he would
prefer to have this request tabled by the Planning
Commission.
Motion/Second: Miller/Jones to table Resolution
No. 320-91 until the next regular meeting.

7. Consideration
It was noted that the applicant was not present. of Resolution
No. 321-91,
Planner Harrington distributed and reviewed PUD Amendment
Resolution No. 321-91 and noted that this item had for Dynex,
been discussed at the August 21, 1991 Planning 4751 Mustang
Commission Agenda Session. Planner Harrington Circle,
stated that Dynex Industries, 4751 Mustang Circle, Planning Case
has requested an amendment to a previously Case No.
approved planned unit development in order to 302-90
allow the placement of a 30 foot by 50 foot canopy
at the site.

Planner Harrington mentioned that storm water run-
off had been a concern but that Short-Elliott-

Hendrickson and the City Engineer have determined
that the proposed change will not significantly
impact the storm water management capabilities on
the site.
Planner Harrington also indicated that this
proposal has been approved by the Rice Creek
Watershed District.
Motion/Second: Miller/Stevenson to approve
Resolution No. 321-91 regarding amendment to the
planned unit development for Dynex Industries,
4751 Mustang Circle.

Planner Harrington distributed and reviewed 8. Consideration
Resolution No. 318-91 regarding the Comprehensive of Resolution
Plan Update. Planner Harrington indicated that No. 318-91
the next step in the process would be submission Regarding
of the plan to Metropolitan Council for review and Comprehensive
comments and then to the City Council. Planner Plan Update
• Harrington also indicated that Met Council would
review the plan for consistency with their broad
comprehensive plan.
Commissioner Stevenson questioned whether the
proposed City bike trail system would impact the
Comprehensive Plan.
Chair Mountin indicated that the Comprehensive
Plan has a goals and policies section and that the
trail system may be addressed in this section of
the Comprehensive Plan.
Motion/Second: Jones/Peterson to approve
Resolution No. 318-91 regarding the Comprehensive
Plan Update.

Chair Mountin requested that in the future all 10. Report of Chair
Planning Commission packets be three-hole punched.
• Present at the August 21, 1991, Agenda Session
were Commissioners Jones, Miller, Stevenson,
Colleen, Peterson, Burgers and Chair Mountin.

Also present were Planner Harrington and Planning
Intern Asleson.
Councilmember Blanchard announced that, on behalf
of the City Council, she would like to thank the
Planning Commission and Staff for their hard work
on the Comprehensive Plan.
There being no further business before the 11. Adjournment
Planning Commission, Chair Mountin adjourned the
meeting at 8: 08 p.m.

RESOLUTION NO. 318-91
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING AMENDING THE
COMPREHENSIVE PLAN
WHEREAS, the Mounds View Planning Commission has
conducted a detailed review of the Comprehensive Plan; and
WHEREAS, the Mounds View Planning Commission has
determined that certain changes are necessary in the
Comprehensive Plan; and
WHEREAS, these changes are reflected in the. revised and
updated Comprehensive Plan dated August, 1991.
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Mounds View recommends adoption of the
revised and updated Comprehensive Plan dated August, 1991.
411 BE IT FINALLY RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
prior to approval of the minutes.
Adopted this 4th day of September, 1991.

RESOLUTION NO. 319-91
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING VARIANCE REQUEST BY PASTER ENTERPRISES,
FOR THE ELIMINATION OF REQUIRED PARKING AT
MOUNDS VIEW SQUARE, PLANNING CASE NO. 328-91
WHEREAS, the Planning Commission has reviewed the
request by Paster Enterprises to allow the elimination of 26
required parking spaces at Mounds View Square in order to locate
garbage dumpster enclosures on site; and
WHEREAS, the Planning Commission has reviewed and taken
into consideration the applicant's hardship statement as required
for a variance request; and
WHEREAS, the applicant's hardship is created due to the
City of Mounds View's requirement to enclose all garbage
dumpsters; and
WHEREAS, the request is the minimum needed to alleviate
411 the hardship; and
WHEREAS, the granting of the variance will not confer
upon the applicant special privileges not enjoyed by other
commercial residents of the City.
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Mounds View approves the variance
request to eliminate 26 required parking spaces at Mounds View
Square.
Adopted this 4th day of September, 1991.

RESOLUTION NO. 321-91
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF AN AMENDMENT TO A
PLANNED UNIT DEVELOPMENT FOR DYNEX INDUSTRIES,
4751 MUSTANG CIRCLE, PLANNING CASE NO. 302-90
WHEREAS, the Mounds View Planning Commission has
reviewed the request by Dynex Industries for a planned unit
development amendment to the already approved P.U.D. site plans
for the project at 4751 Mustang Circle; and
WHEREAS, the changes involve the placement of a 30 foot
by 50 foot canopy at the site; and
WHEREAS, the proposed change does not impact previously
approved parking or landscaping plans; and
WHEREAS, the impact of the proposed change on the on-
site storm water management has been reviewed by the City
• Engineer; and
WHEREAS, the City Engineer has determined that the
proposed change will not significantly impact the storm water
management capabilities on the site; and
WHEREAS, Rice Creek Watershed District has reviewed the
proposed change for compliance.
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission of the City of Mounds View recommends to the City
Council approval of the proposed planned unit development
amendment as requested.
BE IT FINALLY RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
prior to approval of the minutes.
