Call To Order called to order by Chair Mountin at 7:33 p.m. on Wednesday, November 6, 1991. MEMBERS PRESENT: Commissioners Miller, 2 . Roll Call Nelson, Peterson, Stevenson, and Chair Mountin. Commissioners Burgers, Colleen, and Jones had excused absences. ALSO PRESENT: Planner Harrington, Planning Intern Asleson, and • Councilmember Blanchard. Commissioner Miller requested that the 3 . Approval of September 18, 1991 minutes be clarified Minutes: by including a description of the September 18, variance case at hand. 1991 and October 2, 1991 Chair Mountin requested that the October 2, 1991 minutes be clarified by replacing the words "the attorney" for "he" in the staff report section. Motion/Second: Nelson/Peterson to approvc the minutes of September 18, 1991 and October 2, 1991 as corrected above. 5 ayes 0 nays Motion Carried There were no resident requests or 4 . Residents comments from the floor. Requests and Comments From The Floor • Mounds View Planning Commission November 6, 1991 Regular Meeting Page 2 Planner Harrington outlined Planning 5 . Consideration Case No. 330-91, application for a of Resolution Conditional Use Permit for Town's Edge 325-91, Mobile Home Park to allow the Regarding construction of a 30 by 50 storage Conditional Use building. He indicated that Staff had Permit reviewed the application and found that Application of it was in conformance with all Town's Edge applicable zoning requirements . Terrace, 5001 Old Highway 8 David Rocheford, the manager of Town's Edge Terrace, was present to represent the applicant. He stated that the building would be used to store park equipment. Commissioner Stevenson asked about the overflow parking at the mobile home park, stating that he has noticed that there seems to be a lot of on-street • parking in them. Mr. Rocheford replied that the area where the storage building would be placed is presently used for R.V. parking. Commissioner Stevenson then asked about height limitations in a mobile home district and whether this applicant met those limitations. Planner Harrington stated that the maximum height is two and one half stories; this building is well below that maximum. would be used in the construction of the building. Planner Harrington answered that a Conditional Use Permit did not need to address this issue, as the proposed structure is in an R-5 district and not an R-1. General discussion ensued regarding design specifications in an R-5 district versus an R-1 district. Commissioners Miller and Stevenson 40 voiced concerns that this building might create parking problems because it builds on off-street parking spaces. 411 Mounds View Planning Commission November 6, 1991 Regular Meeting Page 3 Chair Mountin asked Mr. Rocheford what percentage of the R.V. storage area would be lost to the new building, if approved. Mr. Rocheford answered that only off-street parking would be lost; no on-street spaces would be affected. Chair Mountin stated that since the affected street is a private road, the Planning Commission cannot regulate it. Planner Harrington asked Mr. Rocheford if the building site is used for resident parking. Mr. Rocheford responded that the only time that residents park their cars there is during snowstorms when the streets are being plowed. Commissioner Miller asked where the park • now stores its equipment. Mr. Rocheford indicated that it is stored outside. Chair Mountin conducted a poll among members to determine if there were any additional concerns of the Commission. Commissioner Stevenson indicated a desire to speak with the City Administrator about the issue, as well as addressing the issue of the building setbacks . Commissioner Nelson had concerns regarding the overlap of the building with the present storage area, he wanted to see a more exact building plan, specifically in respect to lot lines . Motion/Second: Stevenson/Nelson to table consideration of Resolution 325-91 to the November 20, 1991 agenda session. 5 ayes 0 nays Motion Carried Commissioner Nelson asked Mr. Rocheford 0 where residents will park their cars during snowstorms if a building is put up on the overflow parking lot. Mr. 4111 Mounds View Planning Commission November 6, 1991 Regular Meeting Page 4 Rocheford stated that there would still be room for overflow parking even with the building. Chair Mountin advised Mr. Rocheford that if he is able to provide the requested information, specifically a site plan of the area, at the Agenda Session, the Commission could call to order at that time and act on the case. Planner Harrington informed the 6 . Staff Report Commission that the Metropolitan Council has been given a copy of the Comprehensive Plan and has made some suggestions for possible streamlining of information. Staff is aiming for a late January 1992 completion of the new Plan, and once it is finished, the Commission will be able to review concerns • regarding the signs and setbacks . Chair Mountin noted that the October 16, 7 . Report of Chair 1991 Agenda Session was canceled due to lack of business . Councilmember Blanchard informed the Commission of a Public Hearing to be held on Tuesday, November 12, 1991 regarding a proposed street light utility and/or franchise fee. She encouraged the Commissioners to attend.
