Call To Order called to order by Chair Mountin at 7: 35 p.m. on Wednesday, February 5, 1992 . MEMBERS PRESENT: Commissioners Burgers, 2. Roll Call Colleen, Miller, Nelson, Peterson, Stevenson, and Chair Mountin. ALSO PRESENT: Planner Harrington, Recording Secretary Asleson, and Councilmember Blanchard. Planner Harrington stated that Gary 3 . Approval of Jones had informed the City Council that Minutes: he did not wish to be reappointed for January 2 , 1992 another term on the Planning Commission. Because of this, the line indicating an 411 unexcused absence for Commissioner Jones in the meeting minutes of January 2, 1992 should be stricken. Motion/Second: Stevenson/Nelson to approve the minutes of January 2, 1992 as amended. 7 ayes 0 nays Motion Carried James Paron, 2288 Highway 10, indicated 4. Resident that he had concerns regarding the Requests and proposed parking lot at the property Comments from next to his home. His primary concern the Floor was that cars would trespass onto his adjacent property. Chair Mountin replied that this case was on the night's agenda and that his concerns would be addressed at that time. Planner Harrington outlined Planning 5. Consideration Case No. 330-91, development review of Resolution request of Wolf and Associates. Review for Wolf and Associates Mounds View Planning Commission February 5, 1992 411 Regular Meeting Page 2 When this case was discussed previously at Agenda Session, Staff was asked to investigate the issue of drainage at the site. Planner Harrington distributed a memo from City Engineer Ric Minetor, who did not recommend on-site water detention. Chair Mountin requested that the contents of the memo be incorporated into the Resolution. Motion/Second: Miller/Nelson to approve Resolution No. 328-92, as amended. 7 ayes 0 nays Motion Carried Planner Harrington moved on to Planning 6. Consideration Case 335-91, amendment to Planned Unit of Resolution Development at 2260/2280 Highway 10. He 329-92 , noted that this case had been discussed regarding at the previous agenda session and that Planned Unit • Tim Nelson was present to represent the Development applicant, Everest Development. amendment for Everest Mr. Nelson prefaced his comments on this Development at case by asking the Commission if they Mounds View might also consider taking action on Business Park another Everest proposal not on the South agenda, namely the Conditional Use Permit (C.U.P. ) application for a Saturn Dealership at 2375 Highway 10. He indicated that Saturn was expressing concerns regarding timing and that they were willing to consider the C.U.P. and the Major Subdivision/Jackson Drive issues at separate times. Chair Mountin replied that she would poll the Commissioners on this request following action on the case at hand. Mr. Nelson reviewed plans to add land into the Mounds View Business Park South Planned Unit Development (P.U.D) to add a 190 stall parking lot. He stated that Everest had received a favorable opinion from the City Forester on the land- scaping, which would provide screening between the northwest corner of the • Mounds View Planning Commission February 5, 1992 Regular Meeting Page 3 parking lot and the adjacent property. Mr. Nelson then addressed Mr. Paron's concerns regarding trespassers on his property. There would be a five to six foot drop in grading with a retaining wall between the parking lot and Mr. Paron's property. Everest Development believes that this plan is preferable to an unsightly fence. Mr. Paron asked about drainage on the site; he was told by Mr. Nelson that the site was designed so that water would flow back onto the parking lot and not onto Mr. Paron's land. Chair Mountin asked Mr. Paron if he had any concerns regarding lighting. He replied that he did not, as he actually preferred that the site be well lit. . Commissioner Nelson asked Tim Nelson about the loss of oak trees on the site. Tim Nelson indicated that five to six trees in the right-of-way would be kept, but that unfortunately, the rest would be lost. Commissioner Peterson asked about the fate of the house at 2280 Woodale Drive. Mr. Nelson stated that it would be moved off site and hopefully used elsewhere. Commissioner Pet_Prson then relayed a concern from a resident regarding the possible increase in noise from Highway 10 in adjacent residential areas once the lot is cleared. Commissioner Nelson brought up the issue of truck traffic in the Mounds View Business Park South area. Tim Nelson affirmed that some trucks were missing the turn into the Business Park and were turning around in residential streets. Tim Nelson stated that Everest planned to improve signage in the area to alleviate this problem. Mounds View Planning Commission February 5, 1992 Regular Meeting Page 4 Discussion ensued regarding the possibility of prohibiting right turns from the proposed parking lot onto Woodale Drive to prevent an increase in residential traffic. Mr. Nelson stated that most people would probably turn onto Highway 10 anyway and that such a prohibition would just create a policing problem. However, he did leave open the possibility of putting in traffic restrictions in the future if residential traffic becomes a problem. Chair Mountin asked Mr. Paron if he felt comfortable with the grading plan as presented by Mr. Nelson. He indicated that he felt it would be satisfactory. Motion/Second: Stevenson/Colleen to approve Resolution 329-92 , recommending Council approval of an amendment to the planned unit development at 2260/2280 411 Highway 10. 7 ayes 0 nays Motion Carried Chair Mountin asked Commission members 7 . Discussion to share their thoughts on the request regarding from Everest Development to discuss and Conditional Use act upon the application for a Permit Conditional Use Permit for a Saturn Application of Dealership at this meeting and to deal Everest with the Major Subdivision/Jackson Drive Development for issue at a later date. a Saturn Dealership at Planner Harrington clarified for the 2375 Highway 10 Commission that the C.U.P. and the Major Subdivision were two separate applications that just happened to be submitted at the same time and can be acted upon at different times. Commissioner Nelson stated that all comments that he heard at the informational session on Saturn concerned the Jackson Street extension; none were against the Saturn dealership • itself. The Commissioners discussed several Mounds View Planning Commission February 5, 1992 Regular Meeting Page 5 possible scheduling scenarios that would send a recommendation regarding the Conditional Use Permit to the City Council, with the Major Subdivision request being discussed and acted upon at a later date. The Commission agreed to discuss the conditions for the C.U.P. at an agenda session following this regular meeting and to call to order at the February 19, 1992 Agenda Session to make a recommendation. They also agreed to ask the City Council to set a Public Hearing on the C.U.P. application for February 24, 1992, at which time the Commission's recommendation would be ready to be made known. Motion/Second: Nelson/Burgers to request that the City Council set a Public Hearing on the Conditional Use Permit application of Everest Development on February 24, 1992, with action on the Major Subdivision request to occur at a later date. 7 ayes 0 nays Motion Carried There was no Staff Report. 8. Staff Report The commissioners in attendance at the 9 . Report of Chair January 15, 1992 agenda session included Commissioners Burgers, Miller, Nelson, Peterson, Stevenson, and Chair Mountin. Commissioner Colleen had an excused absence. There being no further business before 10. Adjournment the Commission, Chair Mountin adjourned the meeting at 8:40 p.m Respe Submitted, AllPaul Harrington City Planner MOUNDS VIEW PLANNING COMMISSION • RESOLUTION NO. 329-92 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE PLANNED UNIT DEVELOPMENT REQUEST OF EVEREST DEVELOPMENT FOR MOUNDS VIEW BUSINESS PARK SOUTH PARKING LOT, PLANNING CASE NO. 341-92 WHEREAS, the Mounds View Planning Commission has reviewed the request by Everest Development for a planned unit development request by Everest Development for a planned unit development amendment to the previously approved planned unit development site plan for the Mounds View Business Park South project; and WHEREAS, the revised site plan is shown as Exhibit A and dated December 20, 1991; and WHEREAS, the changes involve the incorporation of additional property to be utilized as parking area; and WHEREAS, the additional property is located at 2260 and 4106) 2280 Highway 10, legally known as Mounds View Business Park South, Lot 1, Block 1; and Beginning at southwest corner of northwest 1/4 of southeast 1/4 then north 114 .41 feet then north 40 degrees 19 minutes east 289 . 45 feet to point on southwesterly line of STH 10/62 and 245.56 feet measured thereon from west line of said 1/4 1/4 then at right angle southeasterly on said southwesterly line 157. 92 feet then at right angle southwesterly to point on south line of said 1/4 1/4 and 104 feet east of beginning then to beginning in section 8 township 30 range 23 , respectively; and WHEREAS, the proposed amendment increases the total •• . NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends to the City Council approval of 410) the proposed planned unit development amendment as requested. ATTEST: Charm,' (SEAL) / 79/ Pranner 0 ) MOUNDS VIEW PLANNING COMMISSION III ) RESOLUTION NO. 328-92 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE DEVELOPMENT REQUEST OF WOLF AND ASSOCIATES, 4860 MUSTANG CIRCLE, PLANNING CASE NO. 331-91 WHEREAS, Wolf and Associates have requested City approval to construct a 5, 184 square foot addition to their existing facility at 4860 Mustang Circle; and WHEREAS, Chapter 59. 07 of the Mounds View Municipal Code requires that a development review be conducted for this and similar proposals; and WHEREAS, the Planning Commission has reviewed the following documents regarding this development proposal: 1. Planning Application 2 . Site Plan; and 11PWHEREAS, the Planning Commission has determined that the proposal is in conformance with all applicable requirements of Chapter 40. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the development review request. BE IT FINALLY RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 5th day of February, 1992 .
