Call To Order called to order by Vice-Chair Peterson at 7:35 p.m. on Wednesday, May 6, 1992 . MEMBERS PRESENT: Commissioners Colleen, 2 . Roll Call Miller, Nelson, Peterson, Ruggles, and Stevenson. Commissioners Burgers had an unexcused absence. ALSO PRESENT: Planner Harrington and Recording Secretary Asleson. Motion/Second: Stevenson/Nelson to 3 . Approval of • approve the minutes of March 18 and Minutes: April 1, 1992 as amended at the April February 19 and 15, 1992 Agenda Session. Planner Harrington stated that Mr. Borden will only be taking out one tree. That tree, which the City Forester has declared dead, is actually in the front of the house, not behind it. Consideration Case No. 345-92, was summarized by of Resolution Planner Harrington. Bernie Edgeton, a realtor representing the applicant, was present to answer questions. Commissioner Stevenson asked if there were any housing plans for the proposed subdivision. • Mr. Edgeton said that there are no plans as of yet; the applicant is taking care of the subdivision first. Commissioner Nelson asked about the width of the lot; were other houses in that area of comparable width? Planner Harrington replied that while he did not know the width of the other properties, this proposed subdivision meets the minimum width requirement of 75 feet. Motion/Second: Miller/Colleen to approve Resolution No. 338-92, recommending approval of a minor subdivision at 8298 Knollwood Drive. 7 ayes 0 nays Motion Carried There was no Staff Report. 8. Staff Report Chair Mountin asked about the fill 9. The attendance at the April 15, 1992 Agenda Session included Commissioners Colleen, Nelson, Peterson, Ruggles, Stevenson, and Chair Mountin. Councilmember Blanchard was also in attendance. Commissioners Miller and Burgers had excused absences. There being no further business before 10. Adjournment the Commission, Chair Mountin adjourned the meeting at 7:55 p.m. Respectfully Submitted, Paul Harrington City Planner • MOUNDS VIEW PLANNING COMMISSION • RESOLUTION NO. 335-92 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT TO CONSTRUCT AN ACCESSORY STRUCTURE WITHIN THE FLOOD ZONE, STEVE BORDEN, 3009 COUNTY ROAD H, PLANNING CASE NO. 342-92 WHEREAS, the Mounds View Planning Commission has reviewed the request by Steve Borden for a conditional use permit to construct an accessory structure in the flood plain zone; and WHEREAS, Chapter 49 of the Mounds View Municipal Code allows for the construction of an accessory building in the flood plain zone by conditional use permit; and WHEREAS, the City Engineer has reviewed the application and found that impacts to the flood plain would be negligible. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the conditional use • permit to construct an accessory structure within the flood plain zone. BE IT FINALLY RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. Adopted this 6th day of May, 1992. ATTEST: Chair an/ (SEAL) Pldnner S MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 337-92 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING THE REQUESTED SETBACK VARIANCE FOR GEORGE WAGAR, 7660 WOODLAWN DRIVE, PLANNING CASE NO. 346-92 WHEREAS, the Mounds View Planning Commission has reviewed the request of George Wagar for a variance to allow a garbage dumpster enclosure at a six foot front yard setback where a 30 foot setback is required by Municipal Code; and WHEREAS, the Planning Commission has reviewed the criteria used when evaluating all variance requests; and WHEREAS, the variance requested is the minimum necessary to alleviate the hardship; and WHEREAS, the Planning Commission has considered the reason for the variance is that City Code requires that all garbage dumpsters shall be fully enclosed. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission approves the 24 foot variance. Adopted this 6th day of May, 1992. ATTEST: Chair 47 (SEAL) P anner • MOUNDS VIEW PLANNING COMMISSION 111 RESOLUTION NO. 338-92 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE MINOR SUBDIVISION REQUEST OF ARNOLD SCHOLLJEGERDES, 8298 KNOLLWOOD DRIVE, PLANNING CASE NO. 345-92 WHEREAS, the Mounds View Planning Commission has reviewed the proposed minor subdivision request by Arnold Scholljegerdes for the property located at 8298 Knollwood Drive, legally known as: that part of Lot 35, Auditor's Subdivision No. 89, lying east of the west 214.07 feet, lying south of the north 180 feet, and lying north of the south 127 feet thereof; all in Ramsey County, Minnesota, as shown on the proposed Certificate of Survey dated March 20, 1992, with revisions dated April 16, 1992; and WHEREAS, each of the proposed lots meet minimum lot standards as set forth in Chapters 40 and 42 of the Mounds View Municipal Code. • NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the minor subdivision request by Arnold Scholljegerdes, 8298 Knollwood Drive, contingent upon the following: 1. This resolution and Certificate of Survey be recorded with Ramsey County within sixty (60) days of final adoption. 2.
