The Mounds View Planning Commission was 1. Call To Order
called to order by Chair Mountin at 7 : 32
p.m. on October 7, 1992.
MEMBERS PRESENT: Commissioners Miller, 2. Roll Call
Nelson, Peterson, Ruggles, Stevenson,
and Chair Mountin.
Commissioners Burgers and Colleen had
excused absences.
ALSO PRESENT: Planner Harrington and
Councilmember Blanchard.
Commissioner Miller requested that the 3 . Review of
411 meeting of September 16 be classified as Minutes:
a "regularly scheduled meeting" . September 16,
1992 and
Chair Mountin asked that the reason for October 1, 1992
calling to order outside of a regular
meeting be specified in both sets of
minutes.
Motion/Second: Stevenson/Ruggles to
approve the minutes of September 16,
1992, as amended above.

Planner Harrington reviewed the case at 5. Consideration

Chair Mountin asked that the dates of
the previous Planning Commission and
City Council Resolutions be included in
Resolution No. 347-92 .
Commissioner Stevenson asked that the
original planning case number be
included as a part of this resolution
for reference purposes.
Chair Mountin requested that the
resolution read that the applicant must
bring his property into conformance with
the terms of the original Conditional
Use Permit within thirty days of City
Council action on the issue. She also
asked that it be stated in the
resolution that the recommendation be
forwarded to the City Council prior to
the adoption of the Planning Commission
minutes.
Motion/Second: Ruggles/Stevenson to
approve Resolution No. 347-92,
recommending that the City Council
require full compliance with the terms
• of the Conditional Use Permit at 3030
County Road J, as amended above.

Commissioner Miller asked the applicant
if he understood the action taken at
this meeting.
Mr. Engberg replied that he did not
understand what had happened.
Planner Harrington explained to Mr.
Engberg that the Planning Commission had
recommended to the City Council that he
must conform to the terms of his
original Conditional Use Permit and that
the Council would take final action on
the case at their October 26, 1992
meeting.
There was no staff report. 6. Staff Report
• There was no chairman's report. 7. Reports of
Chair and
Commissioner Peterson, the Planning Commissioners
Commission's delegate to the Golf Course
Task Force, announced that the group
would be meeting on Thursday, October 8,
1992 at 6: 00 p.m. at City Hall.
There being no further business before 8. Adjournment
the Commission, Chair Mountin adjourned
the meeting at 7:51 p.m.

RESOLUTION NO. 347-92
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING THE APPROVED CONDITIONAL USE PERMIT
FOR AN OVERSIZED GARAGE AT 3030 COUNTY ROAD J, PLANNING
CASE NO. 304-90, BE SUBJECT TO THE CONDITIONS SET
FORTH IN PLANNING COMMISSION RESOLUTION NO. 313-91
AND CITY COUNCIL RESOLUTION NO. 4081
WHEREAS, Mr. John Engberg, 3030 County Road J,
requested a conditional use permit to allow for the construction
of an oversized garage (900 square feet) ; and
WHEREAS, Mr. Engberg constructed the aforementioned
garage without a City issued building permit and prior to
applying for a Conditional Use Permit; and
WHEREAS, Mounds View Municipal Code, Chapter 40. 10,
Subdivision D(6) A through F, provides a garage may be up to
1,264 square feet with the issuance of a Conditional Use Permit;
and
• WHEREAS, the Mounds View Planning Commission reviewed
the applicant's request for a conditional use permit and
determined that it was in conformance with the aforementioned
conditions; and
WHEREAS, the Mounds View Planning Commission
recommended approval of the requested Conditional Use Permit in
Resolution No. 313-91, dated March 6, 1991; and
WHEREAS, the Mounds View City Council reviewed the
request and approved it by Resolution No. 4081, dated May 13,
1991; and
WHEREAS, at present, the applicant has not constructed
interior walls as indicated on the application and approved by
the aforementioned Planning Commission and City Council
Resolutions.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends that the previously approved
Conditional Use Permit for the location of an oversized garage
and accessory structure at 3030 County Road J be subject to the
conditions stipulated in Planning Commission Resolution No. 313-
91 and City Council Resolution No. 4081.
• BE IT FURTHER RESOLVED that the Planning Commission
recommends that the property owner at 3030 County Road J be
Resolution No. 347-92

required to bring the structures on said property into
conformance with City adopted resolutions and floor plans within
30 days of City Council action on this review.
BE IT FINALLY RESOLVED that the Mounds View Planning
Commission directs staff to forward this resolution to the City
Council prior to approval of the minutes.
