Call To Order called to order by Chair Mountin at 7: 31 p.m. on May 5, 1993 . MEMBERS PRESENT: Commissioners Nelson, 2 . Roll Call Peterson, Miller, Stevenson, and Chair Mountin. Commissioners Ruggles and Colleen had excused absences. ALSO PRESENT: Planner Harrington and Councilmember Rickaby. Motion/Second: Stevenson/Peterson to 3 . Permit Request Chair Mountin noted that the applicant for Oversized was present and asked if she had any Accessory questions. The applicant had none. Staff Report past five days he had been in Chicago attending the National Conference of the American Planning Association. He stated that it was an opportunity to meet with his peers and discuss a wide variety of planning issues. He went on to add that a number of seminars on housing redevelopment authorities were held and that they provided a good base of knowledge for possibly starting a program in Mounds View. Other seminars Planner Harrington took part in included Tax Increment Financing, Geographic. Information Systems, Urban Development, and Environmental issues. Commissioner Peterson noted that the 7 . Reports of City Council, at their May 3 , 1993 Chair and meeting, discussed a number of issues Commissioners relating to mobile home parks within the • City. Representatives of the mobile home owners association were present to discuss their concerns about the operation and upkeep of the mobile home park. Following the discussion, the Council decided to hold a joint meeting with the Planning Commission to look further into these issues. Also, as part of that joint meeting, the possibility of establishing a point-of- sale inspection for all properties within the City would be examined. Chair Mountin rescheduled the June 2, 1993 Planning Commission meeting to June 9th in response to some Commissioners having a conflict on the evening of the 2nd. Attendance at the April 21, 1993 Agenda Session included Commissioners Peterson, Nelson, Miller, Stevenson, Colleen and Ruggles. Adjournment the Commission, Chair Mountin adjourned the meeting at 7: 55 p.m. Respectfully Submitted, Paul Harrington City Planner • MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 359-93 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE REQUEST BY ANN AND MICHAEL NELSON FOR A CONDITIONAL USE PERMIT TO ALLOW AN OVERSIZED ACCESSORY BUILDING AT 8371 PLEASANT VIEW DRIVE, PLANNING CASE NO. 361-93 WHEREAS the Mounds View Planning Commission has reviewed the request of Ann and Michael Nelson for a conditional use permit to allow an oversized accessory building at 8371 Pleasant View Drive; and WHEREAS, the Planning Commission has reviewed the Zoning Code and recognizes that the Code allows up to a 400 square foot accessory building with a conditional use permit; and • WHEREAS, the proposed accessory building is 384 square feet which is within the square footage allowed with a conditional use permit; 411 NOW, THEREFORE BE IT RESOLVED that the Mounds View Planning Commission recommends to the City Council approval of the requested Conditional Use Permit contingent upon the following: 1. The Conditional Use Permit is recorded with Ramsey County. 2 . The building shall be maintained to provide a uniform appearance with the dwelling unit. 3 . The accessory building does not exceed 400 square feet. 4 . The only vehicles that may be stored in the accessory building are licensed collector vehicles. 5. The accessory building must conform with sections 40. 04, Subd. F and 40. 10, Subd. C(2) of the Zoning Code. 6. No improved driving surface shall be allowed leading up to . the accessory building. RESOLUTION NO. 359-93 • PAGE TWO BE IT FINALLY RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes.
