Call To Order called to order by Chair Mountin at 7: 37 p.m. on August 4, 1993 . MEMBERS PRESENT: Commissioners Nelson, 2 . Roll Call Peterson, Stevenson, Ruggles, and Chair Mountin. Commissioner Miller had an excused absence. ALSO PRESENT: Acting Planner Asleson. Motion/Second: Stevenson/Nelson to 3 . Mr. Bayer replied that the question of future use is still up in the air. There is a church that is very inter- ested in buying the property, but Church Upon The Rock has been unable to sell it until they have a new location. There is the also the possibility of inter- esting the Senior Center Task Force in the property, although the church has not yet approached this group. Commissioner Nelson asked if the temporary classroom would have to be removed if another school or church bought the property. Chair Mountin answered that if the • building is used in the same manner for which the Conditional Use Permit was granted, the building could remain until the July 1994 deadline. Commissioner Peterson commented that any buyer could potentially turn this church into residential lots. Perhaps requir- ing the church to pave their driveway and parking lot is the wrong path to take in this case? Pastor Steck asked if the Commission would consider requiring the paving only if the property is sold to another church. Chair Mountin replied that she would prefer that the pavement be required now. A change in use is not likely, and even if the use were to be converted to residential, the entire lot will need to be razed anyway. Commissioner Colleen arrived at 7:50 p.m. • Discussion ensued regarding the date by which these improvements must take Iliounds View Planning Commission August 4, 1993 egular Meeting Page 3 place. The Commissioners agreed to allow the Church until November 1, 1993 to complete the paving of the driveway and parking lot and the painting of the building exterior. Motion/Second: Ruggles/Nelson to approved Resolution No. 365-93, recommending approval of a Conditional Use Permit for a temporary portable classroom at 7901 Red Oak Drive. 6 ayes 0 nays Motion Carried There was no staff report. 6. Staff Report Commissioner Peterson noted that the 7 . Reports of Golf Course Task Force would be meeting Chair and on August 5th at 6: 00 p.m. Commissioners Commissioner Ruggles reported to staff that no progress had been seen at the • Bumper to Bumper site. • Chair Mountin reported that the Park and Ride facility was overflowing again and asked staff to report this to the MTC. Attendance at the July 21, 1993 Agenda Session included Commissioners Colleen, Ruggles, Stevenson, Peterson, Nelson, Miller, and Chair Mountin. There being no further business before 8. Adjournment the Commission, Chair Mountin adjourned the meeting at 8: 08 p.m. Respectfully Submitted, 6-6tALet-/ se--LQ-A -) _- Carla Asleson Acting City Planner 111 • MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 365-93 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT FOR A TEMPORARY PORTABLE CLASSROOM FOR CHURCH UPON THE ROCK, 7901 RED OAK DRIVE PLANNING CASE NO. 366-93 WHEREAS, Church Upon the Rock has made application for a Conditional Use Permit to allow for the continued use of a temporary portable classroom at 7901 Red Oak Drive; and WHEREAS, In 1988, the Mounds View City Council gave approval for a Conditional Use Permit for the placement of a temporary portable classroom on the property; and WHEREAS, the approved City Council resolution contained a "sunset" clause, which effectively revoked the permit after a five year period; and WHEREAS, the current request is in response to the sunsetting of the previous approval; and WHEREAS, the Planning Commission has reviewed the request and found it in conformance with applicable City Codes. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the requested Conditional Use Permit for the location of a temporary portable classroom for Church Upon the Rock, 7901 Red Oak Drive, contingent upon the following: 1. The approved temporary portable classroom shall be removed from the property no later than July 1, 1994 . Resolution No 365-93 • Page Two 2 . The parking lot and driveways on the property shall be surfaced with City approved materials no later than November 1, 1993 . 3 . The exterior of the principal building and the temporary portable classroom shall be painted no later than November 1, 1993 . Adopted this 4th day of August, 1993 .
