The Mounds View Planning Commission was 1. Call To Order

MEMBERS PRESENT: Commissioners Nelson, 2 . Roll Call

Planner Harrington reviewed several 6. Consideration

However, it is not his intention to keep
the greenhouse open late each evening,
as there will be no lighting on site.
The Commissioners agreed to have this
flexibility, allowing for a 9 :00 p.m.
closing time.
Commissioner Ruggles asked if the
proposed resolution should reflect
earlier agreements made between the •
applicant and staff, such as placement
of "no parking" signs, off-site garbage
storage, protected electrical wiring,
and placement of watering equipment.
Planner Harrington responded that these
items are more a matter of the case
review process, and do not necessarily

need to be included in the Conditional
Use Permit.
Motion/Second: Miller/Colleen to
approve Resolution No. 376-94,
recommending approval of a Conditional
Use Permit for outdoor sales at Mounds
View Square Shopping Center.

Mr. Linder stated that in his line of
work, he works with many cities. He
commended both the Planning Commission
for its efficiency in handling his case
and the City Staff for their courteous
and helpful way of doing business.

Attendance at the January 26, 1994 8 . Report of Chair
Agenda Session included Commissioners
110 Nelson, Colleen, Ruggles, Stevenson,
Miller, and Chair Peterson.
Nominations for 1994 Vice-Chair were
taken; Commissioners Nelson and Ruggles
were nominated. Commissioner Ruggles
declined appointment.
Motion/Second: Miller/Colleen to close
nominations for Vice-Chair appointment.

Chair Peterson reported that on the
previous evening, the Golf Course Task
Force had looked at the clubhouse and
• maintenance building plans. The Task
Force intends to send the plans out for

bid within the next month and to have a
ground breaking in April.
Commissioner Nelson reported that the
FOCUS 2000 group that he'd chaired had
met for the last time. The final FOCUS
2000 report will be presented to the
Council on March 28th.
There being no further business before 9. Adjournment
the Commission, Chair Peterson adjourned
the meeting at 8: 02 p.m.

. RESOLUTION NO. 375-94
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF THE MINOR SUBDIVISION
REQUEST OF DOUG JAGUNICH, 8191 SPRING LAKE ROAD,
PLANNING CASE NO. 371-93
WHEREAS, the Mounds View Planning Commission has
reviewed the proposed minor subdivision request by Doug Jagunich
for the property located at 8191 Spring Lake Road, legally known
as: The north 115 feet of Lot 33 , Auditor's Subdivision No. 89,
Ramsey County Minnesota; and
WHEREAS, the applicant has provided the attached
Certificate of Survey dated December 20, 1993 and revised January
31, 1994, showing two(2) parcels; and
WHEREAS, each of the proposed lots meet minimum lot
standards as set forth in Chapters 40 and 42 of the Mounds View
Municipal Code.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
111 Planning Commission recommends approval of the minor subdivision
request by Doug Jagunich, 8191 Spring Lake Road, contingent upon
the following:
1. The applicant pay the park dedication fee of $100. 00.
2 . This resolution and Certificate of Survey be recorded
with Ramsey County within sixty (60) days of final
adoption.
BE IT FINALLY RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
Adopted this 2nd day of February, 1994 .

RESOLUTION NO. 376-94
Ail CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RECOMMENDATION TO THE CITY COUNCIL APPROVING THE
CONDITIONAL USE PERMIT REQUEST BY LINDER'S GREENHOUSES,
MOUNDS VIEW SQUARE, PLANNING CASE NO. 372-94
WHEREAS, Pete Linder, representing Linder's
Greenhouses, has requested City approval to conduct open and
outdoor sales at Mounds View Square Shopping Center; and
WHEREAS, the open and outdoor sales would take the form
of a temporary greenhouse facility on the site; and
WHEREAS, the Mounds View Municipal Code allows open and
outdoor sales in a B-4, Regional Business with the issuance of a
conditional use permit; and
WHEREAS, the Planning Commission has reviewed the
following documents regarding this proposal:
a) Site plan dated February 1, 1994
b) Letter of request dated December 10, 1993
• WHEREAS, the Planning Commission has determined that
the proposal is in conformance with the requirements of the
Municipal Code, specifically Chapter 40.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of the conditional use
permit with the following conditions:
1. The facility shall be allowed to operate from
March 20, 1994 to July 15, 1994 .
2 . The hours of operation of the facility shall not
exceed 8: 00 a -m- to 9: 00 p.m.
BE IT FINALLY RESOLVED that the Planning Commission
directs staff to forward this resolution to the City Council
prior to approval of the minutes.
