Call To Order called to order by Vice Chair Nelson at 8: 08 p.m. on April 6, 1994 . MEMBERS PRESENT: Commissioners Nelson, 2 . Roll Call Ruggles, Colleen, and Miller were present. Commissioner Stevenson and Chair Peterson had excused absences. ALSO PRESENT: Planner Harrington and Recording Secretary Benesch. Also present was Housing Intern Jennifer Bergman. No minutes for approval due to 3 . Approval of cancellation of March 2 , 1994, meeting. Minutes: • December 1, 1993 There were no resident requests or 4 . Resident comments from the floor. Requests and Comments Planner Harrington explained the 5. Consideration proposed amendments to Chapter 401, of Resolution "Planning and Zoning Commission" No. 377-94 (formerly Chapter 32 , "The Planning Regarding Commission") . He made reference to the Chapter 401, Zoning Commissioner Miller made note of the Commission" need to change the date on the resolution from March 2nd to April 6th. Motion/Second: Ruggles/Miller to approve Resolution No. 377-94 , recommending approval of the amendments to Chapter 401 of the Municipal Code entitled, "Planning and Zoning Commission" . 4 ayes 0 nays Motion Carried • Mounds View Planning Commission April 6, 1994 Regular Meeting Page 2 Planner Harrington noted that this item 6. Consideration was reviewed at the March 16, 1994, of Resolution agenda meeting. Planner Harrington No. 378-94 explained that the developer, Multi- Regarding Tech, was proposing a 38, 080 square foot Development addition to their existing facility Review of located at 2205 Woodale Drive. He Multi-Tech, assured the Commission that this 2205 Woodale proposal meets all conditions of Drive, Planning Chapters 40 and 59 of the Code. Motion/Second: Colleen/Nelson to approve Resolution No. 377-94 , recommending approval of a the development request of Multi-Tech, 2205 Woodale Drive. • 4 ayes 0 nays Motion Carried Planner Harrington made note of the 7 . He indicated that Staff had Commission received one application and had two in possession from a year ago. He reminded the Commission that although we have three applications to review, there was He listed the three applicants: Laurie Ohmann Schley, Robert Johnston and Richard Oman. Planner Harrington requested that the Planning Commission make a recommendation tonight so that he could bring it to the Council Monday evening. Commissioner Miller brought up a concern about one of the applicants already serving on a Commission. Commissioner Nelson agreed that they should appoint someone not currently serving on a Commission. Mounds View Planning Commission April 6, 1994 •Regular Meeting Page 3 The Commission discussed the applicants further and it was their consensus that Laurie Ohmann Schley had the best qualifications to fill the position. Motion/Second: Ruggles/Colleen to recommend to the City Council the appointment of Laurie Ohmann Schley to the Mounds View Planning Commission. 4 ayes 0 nays Motion Carried Planner Harrington informed the Planning 8. Staff Report Commission of the resignation of Carla Asleson, Recycling Coordinator/Code Enforcement Officer. He expressed that Carla was well liked by all and that she will be greatly missed and that we wish her the best. 411 Commissioner Ruggles inquired as to whether or not the City would be filling her position. Discussion by the Planning Commission ensued regarding the need for a Code Enforcement Officer in the City of Mounds View. It was discussed that it would be advantageous to hire someone to work solely in Code Enforcement and to also review the Nuisance Ordinance. Planner Harrington indicated that the idea had been brought up by Staff to hire a half-time intern, to be funded entirely by the SCORE grant, to handle the City's recycling program. Commissioner Nelson expressed that Carla will be missed by the Planning Commission and that she has provided an invaluable service to the City. The Commission also welcomed the new Recording Secretary, Barb Benesch, aboard. Planner Harrington introduced to the Planning Commission new employee • Jennifer Bergman, the City's Housing Intern. Planner Harrington informed the Planning Commission that he had received a call from Michael Hegeland, a previous planning case applicant, who expressed his desire to be on the April 20th Planning Commission Agenda. Mr. Hegeland indicated that he needed more time to explore options regarding his garage construction. Attendance at the March 16, 1994, Agenda Session included Commissioners Nelson, Colleen, Ruggles, Stevenson, Miller, and Chair Peterson. Also present was Council Liaison Wuori. The Planning Commission expressed their 9 . Report of Chair condolences to Chair Peterson for the • loss of his father-in-law. Commissioner Nelson indicated that he would be attending the Strategic Planning Session this weekend on behalf of Chair Peterson. There being no further business before 10. Adjournment the Commission, Acting Chair Nelson adjourned the meeting at 8 : 28 p.m. Respectfully Submitted, cel7 7 Paul Harrington City Planner • MOUNDS VIEW PLANNING COMMISSION • RESOLUTION NO. 377-94 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING AMENDMENT TO CHAPTER 401 OF THE MUNICIPAL CODE ENTITLED, "PLANNING AND ZONING COMMISSION" WHEREAS, Section 3 .11 of the Mounds View Charter allows for the review and update of the Municipal Code; and WHEREAS, it is customary for the Planning Commission to comment on Chapter 401 of the Municipal Code; and WHEREAS, the Planning Commission has conducted a review of this chapter. _ NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommends the following changes be made to Chapter 401 of the Municipal Code: 401. 02 : MEMBERSHIP; TERMS; OATH; COMPENSATION: Subd. 1. Membership; Terms: 411 a. Appointed Members: The Planning and Zoning Commission shall consist of not less than seven (7) nor more than nine (9) members from the resident population of Mounds View, other than persons elected to a public body, to be appointed by the Mayor with approval of the City Council, from applications submitted. ATTEST: Chairman (SEAL) • ' Planner • I MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 378-94 • CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE DEVELOPMENT R QUESk OF MULTI-TECH, 2205 WOODALE DRIVE, PLANNING CASE NO. 37794 WHEREAS, Multi-Tech has requested City approval t : construct a 32,080 square foot addition to their existing facility at 2205 Woodale Drive; and WHEREAS, Chapter 1006 of the Mounds View Municipal Code requires that a development review be conducted for all commercial and industrial developments within the City; and WHEREAS, the Planning Commission has reviewed the following documents regarding this development proposal 1. Planning Application dated February 25, 1V14 2. Site/Landscape Plan dated February 25, 1994 3 . Exterior Elevation Plan dated December 6, 1953 4. Floor Plan dated October 27, 1993 III the the Planning Commission has determined that the proposal is in conformance with all applicable requirements of Chapter 1100. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the development review request. BE IT FINALLY RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes.
