Call To Order called to order by Chair Peterson at 9:26 p.m. on Wednesday, September 21, 1994. 2. Roll Call MEMBERS PRESENT: Commissioners Stevenson, Nelson, Miller, Johnston, and Chair Peterson. Commissioners Colleen and Ruggles, had excused absences. ALSO PRESENT: Planner Harrington and Councilmember Wuori were also present. Planner Harrington reviewed the request 3 . Consideration by Crouse Cartage Company. The Iowa- of Resolution based trucking firm has made application. Adjournment the Commission, Chair Peterson adjourned the meeting at 9: 30 p.m. Respectfully Submitted, • Paul Harrington Community Development Coordinator MOUNDS VIEW PLANNING COMMISSION 411 RESOLUTION NO. 401-94 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE DEVELOPMENT REQUEST OF THE CROUSE CARTAGE COMPANY, 2169 MUSTANG DRIVE WHEREAS, the Crouse Cartage Company has requested City approval to construct an approximately 3500 square foot, 17 bay building addition and surface approximately 90, 000 square feet for parking purposes at their facility at 2169 Mustang Drive; and WHEREAS, Chapter 1006 of the Mounds View Municipal Code requires that a development review be conducted for this and similar proposals; and WHEREAS, the Planning Commission has reviewed the following documents regarding this development proposal: 1. Planning Application dated September 21, 1994 2. Topographic Survey dated August 23, 1994 and amended September 20, 1994 3. Building Plans dated August 24, 1994; and iWHEREAS, the Planning Commission has determined that the proposal is in conformance with all applicable requirements of Chapter 1100. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the development review request subject to the following condition: 1. The proposal meets all applicable requirements of the Rice Creek Watershed District (RCWD) for storm water runoff control. BE IT FINALLY RESOLVED that the Planning Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. • Adopted this 21st day of September, 1994. Call To Order called to order by Chair Peterson at 7:40 p.m. on Wednesday, October 19, 1994. MEMBERS PRESENT: Commissioners 2 . Roll Call Stevenson, Miller, Johnston, and Chair Peterson. Commissioners Ruggles, Nelson, and Colleen had excused absences. ALSO PRESENT: Planner Harrington was also present. Planner Harrington reviewed the request 3 . Consideration by Everest Development for a development of Resolution • review/major subdivision/rezoning for No. 402-94 the property located at 5xxx Program Regarding the Avenue. Planner Harrington stated that Development due to lack of a quorum at the October Review Request 5th, Planning Commission meeting this of Everest item was not able to be acted upon. He Development, added that the item had been reviewed by 5xxx Program the Planning Commission at their Avenue, September agenda session and found to be Planning Case in conformance with all applicable No. 397-94 provisions of the Municipal Code. Motion/Second: Stevenson/Miller to approve Resolution No. 402-94 regarding the development review request of Everest Development. 4 ayes 0 nays Motion Carried Planner Harrington stated that following 4. Staff Report consultation with the City Attorney, the request for a variance by Lawrence Klemz, 2147 Pinewood Drive, was found to be unnecessary due to the fact that the installation of the second driveway pre- dated City ordinance precluding second driveways. Staff recommended refunding Mounds View Planning Commission October 19, 1994 Special Meeting Page 2 the fees collected as part of the variance application. Motion/Second: Johnston/Peterson to approve a refund to Lawrence Klemz, 2147 Pinewood Drive. 4 ayes 0 nays There being no further business before 5. Adjournment the Commission, Chair Peterson adjourned the meeting at 7:48 p.m. Respectfully Submitted, (- --- Paul Harrington IIICommunity Development Coordinator MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 402-94 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF THE REZONING/DEVELOPMENT REVIEW/MAJOR SUBDIVISION REQUEST OF EVEREST DEVELOPMENT, MOUNDS VIEW BUSINESS PARK EAST 2ND ADDITION, BUILDING N, PLANNING CASE NO. 397-94 WHEREAS, Everest Development has requested City approval for a Rezoning, Development Review and Major Subdivision for their development on the Mounds View Business Park East site; and WHEREAS, the proposal is subject to the requirements contained in Titles 1000, 1100 and 1200 of the Mounds View Municipal Code; and WHEREAS, the Planning Commission has reviewed the following documents regarding this development proposal: 1. Planning Application dated September 13 , 1994 2. Site Plan dated August 25, 1994, revised October - , 1994 3 . Landscape Plan dated August 25, 1994 411 4 . Building Elevations dated August 25, 1994 5. Electrical Site Plan dated August 24, 1994 6. Illumination Distribution Plan dated August 24, 1994 7. Preliminary Grading, Drainage, Utility and Erosion Control Plan dated August 26, 1994 8. Preliminary Plat of Mounds View Business Park East 2nd Addition, dated August 17, 1994 WHEREAS, the Planning Commission has determined that the proposal is in conformance with all applicable requirements of the Mounds View Municipal Code_ NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the Rezoning., Development Review and Major Subdivision request of Everest Development contingent upon the following: 1) Applicable Park Dedication Fees for the Major Subdivision are paid per Title 1200 of the Mounds View Municipal Code. 2) The curb cut providing access to Program Avenue and servicing the Southeast exposure of the proposed building shall be relocated to the North to improve sight lines for vehicles entering and exiting the property. BE IT FINALLY RESOLVED that the Planning Commission Resolution No. 402-94 Page Two 110 directs Staff to forward this resolution to the City prior to approval of the minutes.
