A copy will be provided Wednesday evening. I have included Parks & Recreation Director Saarion's write-up of all parks within the City. This is informational in nature and has the potential of being integrated into the district , narratives . If you have any questions, please feel free to give me a call. • PH/BB • MOUNDS VIEW PARKS ARDAN PARK - (Ardan Ave. and Long Lake Road) Ardan Park offers a nature area including two holding ponds, grassy areas, and wooded areas. The Ramsey County Compost facility is also located at this park. GREENFIELD PARK - (Hillview Dr. and Knoll Dr. ) Greenfield Park is a community park offering many facilities for the community including two lit tennis courts, a hard surface basketball court and tennis practice board. Playground equipment, baseball field, parking lot, pathway, equipment building, spectator bleachers and nature path are available at Greenfield Park. OAKWOOD PARK - (Oakwood Dr. and Quincy St. ) This park offers a youth baseball/softball field which also serves as a soccer field in the Autumn. The park has playground equipment, picnicking facilities including picnic tables and grill. A sand volleyball court is also available. The Greenfield Park nature path ends at this park. LAMBERT PARK - (Jackson Dr. and Lambert Ave. ) Lambert Park offers a pleasure skating rink and hockey • and broomball rink for winter recreation. Also, Lambert Park offers a youth baseball/softball field, playground equipment and football field during the Autumn months. RANDOM PARK - (5214 Long Lake Road) A handicapped accessible classroom building is located at Random Park. This building is used for Pre-School classes, scout meetings and community groups meetings. The Park also offers a picnic table and grill and playground equipment. WOODCREST PARK - (Woodcrest Dr. and Silver Lake Road) This park offers a hockey/broomball rink and pleasure skating rink for winter activity. Also, the park offers a sand volleyball court, park building, parking lot, and playground equipment. SILVER VIEW PARK - (County Road I and Silver Lake Road) This community park offers a 1-1/2 mile nature trail, large picnic shelter with utility services, sand volleyball courts, hardcourt surface area for basketball and other games, two adult size softball fields, large soccer field, handicapped accessible playground equipment and large parking lot. • HILLVIEW PARK - (Hillview Road and Long Lake Road) Hillview Park offers a park building, playground equipment, picnic tables and grill, sand volleyball court, 1/2 hockey rink, pleasure skating rink and youth softball/baseball field. GROVELAND PARK - (Groveland Road and Ardan Ave. ) This park offers a lighted twin tennis court, hardcourt basketball area and tennis practice bangboard. Also, available is playground equipment, park building, picnic tables and grill, youth baseball/softball field, sand volleyball court and pleasure skating rink. LAKESIDE PARK - (7840 Pleasant View Dr. ) Lakeside Park is located on Spring Lake and offers water activity including a beach depending upon the condition of the lake. The park also offers a picnic _ shelter, picnic tables, grills, concrete pathway, playground equipment, sand volleyball court, adult size softball field, parking lot and beach house equipped with utility services. CITY HALL PARK - (2401 Highway 10) This community park offers outdoor activity facilities as a part of City Hall. A large picnic shelter equipped with picnic tables and barbecue along with a twin sand volleyball court, soccer field, playground equipment and adult size softball field provides ample facilities for large gatherings. v KNOLLWOOD PARK - (Knollwood Dr. and County Road H) This park is undeveloped and offers a natural wetland. • V . Motion/Second: Peterson/Zollner to approve Resolution No. 313-91 regarding the conditional use permit request of John Engberg, 3030 County Road J. 5 ayes 0 nays Motion Carried It was noted that the attendees at the April 17, 7 . Report of Chair 1991, Agenda Session were Commissioners Miller, Peterson, Burgers and Chair Mountin. Also present was Planner Harrington. There being no further business before the Planning 8 . Adjournment Commission, Chair Mountin adjourned the meeting at 7:41 p.m. • Respectfully submitted, Paul Harrington Planner • • Mounds View Planning Commission May 1, 1991 Regular Meeting Page Two • It was agreed that a road easement is necessary to allow for future road construction. Chair Mountin indicated that in keeping with past practice, the City would not take any more easements than needed. It was noted that the 30 foot easement that Code requires would not be consistent with existing properties . The need for an 8 foot easement along Groveland Road was also questioned. The issue regarding the existing garage being on the property line was discussed. Ms . Pidel indicated that the park land was dedicated to the City 25 years ago and the garage was built 3 years ago. A permit had been obtained for the garage and it had been inspected. It was agreed by the Planning Commission that 10 feet should be dedicated back to the applicant in order to remedy the non-conforming structure. It was questioned whether or not a park dedication fee would be required since the applicant dedicated the park land. Planner Harrington stated that according to State Statutes a fee would be required. It was noted that the applicant would be scheduled at S the May 13th regular City Council meeting for action. Motion/Second: Zollner/Colleen to approve Resolution No. 312-91 with the amendment of the first contingency on the resolution to deed back 10 feet of land along the southern most line of Tract A to remedy the non-conforming structure and the second contingency that 15 feet be deeded over to the City by the applicant for road right-of-way. Motion Carried 5 ayes 0 nays 6 . Consideration It was noted that the applicant, John Engberg, was of Resolution not present. No. 313-91 Regarding Resolution No. 313-91 was discussed by the Planning Conditional Use Commission. Planner Harrington stated that the Permit Request request regarding the oversized garage could be by John considered a conditional use permit request according Engberg, 3030 to an ordinance that had recently been passed. County Road J, Planner Harrington noted that the Code Book he was Planning Case issued was not up-to-date and, therefore, did not No. 304-90 contain the ordinance change. . The ordinance change states that a garage is allowed up to 1,264 square 111 feet. However, if it exceeds 1,000 square no other accessory buildings on the lot are allowed. Planner -
