Call to Order order by Chair Mountin at 7 :33 p.m. on Wednesday, July 2, 1991. MEMBERS PRESENT: Commissioners Miller, Burgers, 2 . Roll Call Peterson, and Chair Mountin. Commissioners Colleen and Jones had unexcused absences. ALSO PRESENT: Planning Technician Harrington, Councilmember Blanchard, and Recording Secretary Benesch. . 3 . Approval of Commissioner Peterson asked that one of the Minutes : paragraphs in the minutes be read and clarified. Request by It was discussed by the Planning Commission whether David Bridges, or not to place the contingency regarding the 8032 Sunnyside utilization of footings as a "whereas " . The Planning Road Commission agreed to adopt the resolution as presented. Motion/Second: Peterson/Burgers to approve Resolution No. 314-91 regarding the variance request David Bridges, 8032 Sunnyside Road, Planning Case . 323-91. 4 ayes 0 nays Mounds View Planning Commission lN'y 2, 1991 Regular Meeting Page Two Planner Harrington asked if the Planning Commission ' `aff Report III desired to have the meeting closed at this time to discuss the proposal from Accessibuilding Corporation 4/*) * for the development of a duplex at Lot 1, Block 1, izit.,40,,,,, Dailey Knolls, and then reopen the meeting for Planning Commission action. It was the concencus of the Planning Commission to leave the meeting open and continue with the discussion of this proposal. It was noted that Mr. Michael Jordan and Mr. Craig Rushmier, representing the Accessibuilding Corporation, were present. Planner Harrington provided the Planning Commission with a copy of the site plan, planning application and letter of intent from Accessibuilding Corporation regarding the construction of a duplex on Silver Lake Road (Dailey Knolls, Lot 1, Block 1) . Chair Mountin requested that in the future a landscape plan be provied for duplex proposals. Chair Mountin inquired as to the setback requirements of the proposed duplex on Silver Lake Road. Mr. Jordon indicated he would like to set the structure back 10 to 15 feet further than required on Silver Lake Road and have a "U" shaped driveway to allowIII easier accessibility to Silver Lake Road. Planner Harrington indicated that according to City Code, a 30 foot setback from the right-of-way line of • Silver Lake Road is required. He also informed the • Planning Commission that there were no adjoining structures that would figure into the setback requirements . Commissioner Miller questioned the option of two driveways as noted on the proposed resolution, and if it is possible to have a "U" shaped driveway. Planner Harrington indicated a "U" shaped driveway is allowed by Code on the property. Commissioner Burgers questioned the need for a single driveway. Planner Harrington informed the Planning Comission that with two driveways, 40 feet was needed between them. With configuration of the structure and easement requirement, the required 40 feet could be obtained. Mr. Jordan stated that he and Planner Harrington would visit the site to determine the best access option. Planner Harrington indicated that it should be110 included in the resolution that a landscape . The drainage 407/ easement existing on the property was also addressed, and Chair Mountin requested that this item also be added to proposed Resolution No. 315-91. Mr. Jordan presented a site plan to the Planning Commission. Grading on the site was addressed, and it was noted that this property is not located in a wetland and that the existing drainage easement is the buffer. Motion/Second: Peterson/Burgers to approve Resolution No. 315-91 with the following additions : a drainage easement be provided on site, a landscape plan be approved by the City Forester, and a final grading plan be approved by the City Engineer. 4 ayes 0 nays Planner Harrington distributed "rough-draft" copies Motion Carried of the Comprehensive Plan update to the Planning Commission for their review. •mmjssioner Miller noted that she would be absent om the August 1, 1991, Planning Commission meeting. Chair Mountin questioned why the composte site located in the City was locked today. Planner Harrington indicated that he had heard that night dumping of non-compost items was taking place and 7 . Report of Chair that the compost site was probably locked to help prevent further dumping. It was noted that Commissioners Burgers, Colleen, Jones, Miller, Peterson and Chair Mountin were present at the June 19th Agenda Session. There being no further business before the Planning Commission, the meeting was adjourned at 7 :58 p.m. 8 . PAUL HARRINGTON, PLANNER DATE: July 11, 1991 SUBJECT: VARIANCE, MOUNDS VIEW INN, 2149 PROGRAM AVENUE Mr. Norb Yenish, representing Mounds View Inn, has made application for a variance to allow the construction of a pedestal sign at a height of 50 '-0" where only 35 '-0" is allowed by Municipal Code. Chapter 39 . 14 Subdivision 2 (6) of the Municipal Code states that no pedestal sign shall exceed 35 '-0 " . Currently, a 35 '-0 " pedestal sign is located on the property. The applicant has indicated that he would locate the proposed sign in the same location as the existing sign. The request, as submitted, meets all other applicable sections of Chapter 39 of the Municipal Code, "Signs and Billboards" . • I have included all the appropriate application materials received in regard to this request for your review.
