THANK YOU. **************************************************************** • .0"117 - MEMORANDUM -MEMORANDUM . 0: PLANNING COMMISSION ,,ll FROM: PAUL HARRINGTON, PLANNER V' DATE: December 13, 1991 SUBJECT: 2400 COUNTY ROAD J, SYSCO - VARIANCE REQUEST The Minnesota Department of Transportation(MnDOT) has contacted the City regarding their need to acquire additional right-of-way on County Road J fronting the Sysco property at 2400 County Road J. This additional right-of-way is being acquired as part of the Highway 610 realignment. At the time Sysco developed their property, they were in conformance with all applicable City- codes. MnDOT's request would cause the main building on the property to be located at a setback which is less than that specified by the Code, thus creating the need for the variance. • City Engineer Ric Minetor and I will be meeting with representatives from MnDOT on Monday, December 16 to determine exactly how much right-of-way will need to be acquired. Because Sysco did not initiate the right-of-way acquisition, the City is acting on behalf of them on this item. All pertinent information from the Monday meeting between staff and MnDOT will be provided at the Wednesday meeting. MnDOT has requested that this item be resolved as quickly as possible so, I have indicated on the agenda that action may be taken on it. If you have any questions, give me a call. IN TEE CITY COUNCIL CHAMBERS. • MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 326-91 III CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA ESTABLISHING MEETING AND TIMELINE SUBMISSION DATES FOR 1992 WHEREAS, the Mounds View Planning Commission will be holding one regular business meeting per month during 1992 with the exception of Special Meetings; and WHEREAS, the Planning Commission has requested to review regular business meeting agenda items at their agenda • session, a minimum of two weeks prior to the regular business meeting; and WHEREAS, developers, citizens or other interested parties should be advised of deadlines for materials used by staff to prepare a report and used by the Planning Commissioners to decide on a particular development issue; and WHEREAS, a display of meeting dates and submission deadline dates be established to provide an orderly system for use by the Planning Commission, staff and general public; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Mounds View establishes meeting and submission timetable dates setting deadlines for submission of materials for agenda sessions of the Planning Commission and also setting the dates of the regular business meetings and agenda sessions; BE IT FURTHER RESOLVED that Exhibit 1 becomes an integral part of this resolution; - sion is required to or desires to hold special meetings, they will do so in accordance with State law, Code requirements and the Bylaws. MEMORANDUM • TO: PLANNING COMMISSION FROM: PAUL HARRINGTON, PLANNER \ DATE: December 13, 1991 SUBJECT: GREENFIELD ESTATES DEVELOPMENT, HARSTAD COMPANIES Following the November 20, 1991 Planning Commission meeting, the Harstad request was submitted to Barr Engineering for their review. At present, Barr has completed their preliminary review of the proposal and their comments have been provided to the City. A copy of those comments have been included for your information. McCombs, Frank, Roos Associates (representatives of the applicant) have been forwarded a copy of the comments made by Barr and are currently addressing the concerns outlined. Representatives from both Barr and McCombs, Frank, Roos will be at the Wednesday Evening Meeting to comment on the proposal. • Because of the tremendous interest in a past development proposal on this same site, staff has sent notices to surrounding property owners for the Wednesday Meeting. The results from this review indicate that the application does not contain the documentation necessary to complete an evaluation of the proposed project's level of compliance with Mounds View's Wetland Zoning Ordinance. Additional documentation which should be requested • from the applicant is: • A wetland zoning district map showing the proposed wetland zoning district boundary line. • Computations regarding existing and proposed flood storage volumes. ■ Computations documenting the existing and proposed water quality enhancement value of the wetland. It is our recommendation that the applicant should use Walker Method P-8 for calculating the wetland's value for water quality enhancement. We also suggest that watershed • - - • . -e o. as.ne• rom either the phosphorus loading data contained in the Metropolitan Council document titled "Phosphorus Export in the Twin Cities Metro Area" (Joseph Mulchay) , or should be calculated using the NURP Method (EPA 44015-87-001) . ■ Computations specifying the wetland zoning district's existing and proposed wildlife habitat value. • Detailed descriptions of proposal impacts to vegetation, including documentation demonstrating that the aerial extent of disturbance is the minimum necessary. ■ Language supporting any representation regarding changes in wetland • flow characteristics and the fact that these changes will or will not have adverse impacts. The results from the preliminary review also indicate that Lots 2 and 3 of Block 4 and Lot 2 of Block 3 are not in compliance with the minimum lot width and lot size standards. • If you have any questions regarding this matter, please call.
