Call To Order called to order by Chair Mountin at 7:35 p.m. on Thursday, January 2, 1992 . MEMBERS PRESENT: Commissioners Burgers, 2. Roll Call Miller, Nelson, Peterson, Stevenson, and Chair Mountin. Commissioner Jones had an unexcused absence. ALSO PRESENT: Planner Harrington and Planning Intern Asleson. Motion/Second: Stevenson/Nelson to 3. Requests and Comments from the Floor Planner Harrington outlined Planning 5 . Consideration Case No. 334-91, application for of Resolution variance by Sysco Continental Foods of 327-91, Minnesota, and distributed a copy of Regarding Resolution No. 327-91. It was noted Variance that Toby Dunn, Vice President of Request of Operations at Sysco, was present to Sysco represent the applicant. Continental Foods of MN, Planner Harrington explained that the 2400 County variance was needed to correct a setback Road J discrepancy which was created by the City at the time of the platting of the property. City code requires a 40 ' setback from County Road J and Sysco's Ipp current development is set 30' from the road. If Sysco wanted to build another facility not already approved by the City, they would then need to conform to the 40' setback requirement. Commissioner Colleen arrived at 7:40 p.m. Motion/Second: Burgers/Peterson to adopt Resolution 327-91, approving a 10 ' setback variance at Sysco Continental Foods of Minnesota. 7 ayes 0 nays Motion Carried There was no staff report. 6 . Staff Report Chair Mountin asked for nominations for 7 . Report of Chair the position of Vice-Chair for 1992 . Motion/Second: Burgers/Nelson to 111 appoint Commissioner Peterson to the position of Vice-Chair for 1992 . 7 ayes 0 nays Motion Carried The attendees at the December 18, 1991 agenda session were Commissioners Burgers, Colleen, Miller, Nelson, Peterson, Stevenson, and Chair Mountin. Adjournment the Commission, Chair Mountin adjourned the meeting at 7 :45 p.m. Respectfully Submitted, Paul Harrington City Planner MEMORANDUM TO: PLANNING COMMISSION 14- FROM: PAUL HARRINGTON, PLANNER V DATE: January 13, 1992 SUBJECT: DEVELOPMENT REVIEW, 4860 MUSTANG CIRCLE Wolf and Associates have requested a development review for a proposed 5, 184 square foot addition to their existing facility at 4860 Mustang Circle. Wolf and Associates were given approval for the existing site by development review in 1980 and 1987 . The present request is for additional production area for the facility. Staff has reviewed the request and found it to be in conformance with all applicable sections of the Municipal Code including, but not limited to, land use, setbacks, screening and parking. • Staff has received a site plan for the project, however, additional copies need to be made and will be provided at the Wednesday Meeting. AMENDMENT EVEREST DEVELOPMENT Everest Development has made application for the following developments within the Mounds View Business Park: 1. Conditional Use Permit - To allow the development of a Saturn Automobile Dealership on the former Loose End's property at 2375 Highway 10 . Staff has reviewed the submitted application and narrative provided by the applicant and found the request meets the intent of the Municipal Code as it applies to this request. This includes land use, setbacks, zoning, parking, etc. City Engineer Ric Minetor will be providing comments Wednesday Evening on the • proposal as it relates to on-site drainage and storm water retention. 2 . Major Subdivision - To allow for public right-of-way to be utilized for the extension of Jackson Drive between Highway 10 and County Road H-2 . This extension will provide for access from Highway 10 to both the proposed Saturn Automobile Dealership and the future Mounds View Business Park West site. Any comments from City Engineer Minetor will be provided Wednesday Evening. 3. P.U.D. Amendment - To allow the development of a 190-stall auxiliary parking area to serve the Mound View Business Park South facility. The parking area would be located to the North of Woodale Drive and primarily serve Building H of the development. Because the Municipal Code does not allow for parking to be the principal use on any property within the City, the request is to include the proposed parking area with the previously approved Mounds View Business Park South P.U.D. as an amendment thereto. I have included copies of all materials submitted as part of these requests for your review. A complete presentation of the proposals will be provided by Everest Development on Wednesday Evening. We intend to discuss this matter with the Council at their January 6 workshop session. At that time we will suggest that a development agreement between the City and Saturn could be utilized to effectively address all of the City's legitimate concerns about the use, ownership, and operation of a Saturn automobile dealership on this property.
