Planner Harrington reported that for the 6. Staff Report
past five days he had been in Chicago
attending the National Conference of the
American Planning Association. He
stated that it was an opportunity to
meet with his peers and discuss a wide
variety of planning issues. He went on
to add that a number of seminars on
housing redevelopment authorities were
held and that they provided a good base
of knowledge for possibly starting a
program in Mounds View. Other seminars
Planner Harrington took part in included
Tax Increment Financing, Geographic
Information Systems, Urban Development,
and Environmental issues.
Commissioner Peterson noted that the 7. Reports of
City Council, at their May 3, 1993 Chair and
meeting, discussed a number of issues Commissioners
relating to mobile home parks within the
110 City. Representatives of the mobile
home owners association were present to
discuss their concerns about the
operation and upkeep of the mobile home
park. Following the discussion, the
Council decided to hold a joint meeting
with the Planning Commission to look
further into these issues. Also, as
• part of that joint meeting, the
possibility of establishing a point-of-
sale inspection for all properties
within the City would be examined.
Chair Mountin rescheduled the June 2 ,
1993 Planning Commission meeting to June
9th in response to some Commissioners
having a 'conflict on the evening of the
2nd.
Attendance at the April 21, 1993 Agenda
Session included Commissioners Peterson,
Nelson, Miller, Stevenson, Colleen and
Ruggles. Chair Mountin had an excused
absence.

SUBJECT: CONDITIONAL USE PERMIT - 7100 KNOLLWOOD DRIVE
JIM BENSON, PLANNING CASE NO. 360-93
At the March 17, 1993 Planning Commission meeting, Jim Benson, 7100
Knollwood Drive, made application for an oversize accessory
building. Upon review, it was discovered that the applicant's
request exceeded the limits for an accessory building with the
issuance of a Conditional Use Permit (400 Sq. Ft. ) - therefore
requiring a variance. After consultation with the Planning
Commission, the applicant decided to meet with an architect to see
if expansion of his existing garage was possible.
The applicant has recently contacted staff and has decided to add
on to his existing garage rather than pursue a variance for the
oversize accessory building. Staff has visited the property and
found that the plan for expanding the garage needs no special
411 action by the Planning Commission.
Because of the these developments, the applicant has verbally
withdrawn his request for variance. Staff would recommend that the
Commission consider refunding the applicants fee for the withdrawn
request.

SUBJECT: CONDITIONAL USE PERMIT - 2390 HIGHWAY 10
GATEWAY FOODS, PLANNING CASE NO. 362-93
Gateway Foods has made application for the placement of a
prefabricated car wash building at 2390 Highway 10. The Mounds
View Municipal Code allows for the location of a car wash in a B-3 ,
Highway Business zoning district with the issuance of a conditional
use permit.
Specifically, Chapter 40. 18 Subdivision D (2) outlines the
guidelines for review of a car wash facility. Staff will be
contacting the applicant prior to the Wednesday meeting to ensure
that all items necessary for the processing of this request are
received by the City. Also, during the review of this request, the
Planning Commission should consider the criteria listed in Chapter
41, 40.25 Subdivision C governing the issuance of a conditional use
permit based on its impact to the general area and City as a whole.
I have included all materials received as part of this application
for your review. Any additional materialsreceived will be
forwarded to the Commission on Wednesday evening. Specific items
will be discussed in further detail at that time.

ROBERT'S OFF 10, PLANNING CASE NO. 363-93
In 1992 , the City of Mounds View enacted an ordinance which
restricted the times during which automobiles could be legally
parked on City streets. Additional restrictions were placed on
those streets in close proximity to Robert's Off 10, 2400 County
Road H2 . In response to this City action, Bob Waste, proprietor of
the Robert's Off 10 . establishment, has contacted City staff with a
plan for maximizing the available parking facilities on his
property.
This plan (which is on 24"x36" blueline paper and will be provided
at the meeting Wednesday evening) calls for the location of
• impervious parking surface within certain areas on the property
defined by the Municipal Code as setback areas. A variance for the
location of the parking area within these required setbacks would,
therefore, be required.
As stated earlier, staff will be hand carrying the plans to the
meeting Wednesday evening.

GERALD SETTERHOLM, PLANNING CASE NO. 364-93
Gerald Setterholm, 7312 Park View Drive, has made application for
a Conditional Use Permit toallow the construction of an addition
to an existing garage which will bring the total square footage to
a number which exceeds the maximum allowable square footage (864
sq. ft. ) as specified in Chapter 40. 10 Subdivision C (1) c, of the
Mounds View Municipal Code.
Chapter 40. 10 Subdivision D (6) . allows for garages in excess of 864
square feet, but not exceeding 1,264 square feet, with the issuance
of a Conditional Use Permit. The applicant's request, if granted,
would allow the construction of a 16'x 24' (384 square feet)
addition to an existing 24'x 26' (624 square feet) garage for a
0 total of 1.008 square feet. Because the total square footage of
the garage and addition exceeds 1, 000 square feet, no additional
accessory structures would be allowed on the property per Chapter
40. 10 Subdivision D (6) c. The request, as proposed, meets all
other applicable requirements set forth in Chapter 40 of the
Municipal Code including, but not limited to, height, area and
setbacks.
